Not only it is a new year, we have lots of new commissioners and councilmembers to welcome to CCAP's Insurance Programs! For those of you getting this newsletter for the first time, welcome to county government! This monthly email newsletter is your best source for info and updates about CCAP's insurance and members services programs. Annual PComp Membership Dinner Meeting - March 25

The annual meeting of the PComp members will be Monday, March 25 at 6 p.m. at the Harrisburg Hilton, during the CCAP Spring Conference. Each edition of Insurance Matters in 2020 will focus on one of our CCAP Insurance Programs.  Our goal is to educate our new members on all of the programs we offer, as well as refresh our current members on our programs. 2019 PCoRP Award Winners!

At the November 2019 PCoRP Annual Membership meeting, PCoRP honored the following for their service to PCoRP and their county:
 
Risk Control Award
Cristi Spiker , Director of HR, Fayette County 
Cristi was recognized for her work to instill a safety culture in the county.

Loss Prevention Awards
Perry County - the county sent attendees to 18 different CCAP Insurance Programs risk management training sessions, more than any other county.

Wayne County
- the county sent 63 attendees to 2019 CCAP Insurance Programs risk management training sessions, more than any other county.

Claims Reporting Award
Heather Garrity , Assistant Risk Manager/Payroll Administrator, Schuylkill County
Heather was recognized for her outstanding claims reporting, and assistance to the PCoRP claims representatives.

Brady Koch PCoRP Award
Alan Hall , Susquehanna County Commissioner
This award is presented to a county official in recognition of their outstanding contributions to PCoRP and their county's risk management program. The award is named for former Carbon County Commissioner and founding PCoRP Board Member Albert "Brady" Koch.

Sherm Doebler PCoRP Award
Tom Furman , Chester County Risk Manager
This award is presented to a county employee in recognition of their outstanding contributions to PCoRP and their county's risk management program. The award is named for former Union County Commissioner and founding PCoRP Board Member and Vice Chairman Sherman Doebler.

Willis Pooling PCoRP Loss Experience Award
Sullivan County
This award is sponsored by Willis Pooling, PCoRP's reinsurance broker. The award goes to the PCoRP member with the lowest loss modification, as calculated by the PCoRP Actuary.

PComp 2020 Rates Approved - Rates Reduced 6.7% from 2019!

By now, PComp members know that their 2020 renewal information has been sent out, since it is effective January 1, 2020. We were pleased to receive approval from the Department of Labor and Industry for our requested decrease in average costs, saving members 6.7%. The total premium to be collected from the members for 2020 will be $7,862,713 which is down $85,953 from 2019. Total member payroll increased by $15,806,807 to $475,805,730.
 
Members' experience modifications increased slightly from an average of .933 compared to .900 in 2019.
 
Please note that rates for each PComp payroll code are adjusted each year based on claims experience, so individual rates and costs by member will vary. And of course, each member's experience modification may change each year, for better or worse, based on the member's claims experience, and this also impacts the member's 2020 costs.

Winter Weather Issues

Here's a cold hot topic! This time of year, we get many questions about weather related matters. "Is it a liability if we don't clear the snow and ice from our pavements and parking lots right away?" The answer is yes. For workers' compensation, if your employees fall on your property there is a very good chance this will result in a workers' compensation claim. For liability, if a member of the public falls, it could be a third party liability claim. Generally, the defect which caused the claim needs to be something of the property (a faulty handrail or a broken step for example) rather than a defect on the property (snow and ice). But more slips and falls by the public will certainly lead to more lawsuits, which at the least will occupy your time and cost the county for legal defense.
 
The other question we receive relates to winter storm damages. Typically, this is roof related, and the county wants to know if they need to bid to make repairs from a snow or ice storm. For risk management purposes, the first thing the county needs to do are temporary repairs to protect further damage from happening. If ice rips off part of the roof and exposes the building to the elements, a temporary tarp or other type of protection needs to be put in place as soon as possible. Under the County Code, the county can make emergency repairs without bidding. Consult your solicitor, but don't delay the work. This gives you time to work with PCoRP or your insurer to determine the overall cost of the work for a permanent repair, and to go through any bidding requirements.
