GPCC is the voice of business at the state capitol
The Greater Phoenix Chamber of Commerce's (GPCC) Public Affairs team advocates for business at the state capitol. GPCC Public Affairs Committee Chairman, Jaime Molera explains the importance of strong public policy to create a thriving business climate and why GPCC works diligently to support pro-growth legislation. So far this session, GPCC has supported and opposed several bills, and evaluated the Governor's budget proposal.

Legislative Session update: Approaching the half-way mark
Today marks day 46 of session , just shy of the half way point of the expected 100 day mark. To date, 1, 279 bills have been posted this session, which is approximately a hundred bills more than in 2017. The Greater Phoenix Chamber of Commerce (GPCC) has taken positions on 79 bills so far this session, supporting 53 and opposing 26 proposed pieces of legislation.

This past week, all introduced bills that will continue to move through the legislative process have been heard in their house of origin. This week, only Appropriations committees in both chambers will meet, and the legislature will observe "crossover week," where they take breaks from normal committees to push as many bills through to the other chamber.

Legislation to modernize the taxation of digital goods, services moves forward


During the interim, GPCC closely followed the issue of the taxation of digital goods and services. SB 1392 and HB 2479 are mirror bills in both the state House of Representatives and Senate this year that target this tax concern. On February 14, both bills passed through their respective chamber's initial committee hearings and moved forward to the next phase. 

 

After each bill is heard on the floor, they will be transmitted to the opposite chamber before being sent to the Governor's desk for final approval. The bill will provide much needed clear, concrete legislation defining the requirements of digital goods and services, and the taxation of these goods and services.

D.C. Update: Unveiling of an infrastructure plan, ADA compliance
President Trump released his 55 page infrastructure plan earlier this month. The  plan relies heavily on public-private partnerships, with $200 billion in federal funds allocated in the plan to cover the cost, with the remainder coming from state and local governments. GPCC supports infrastructure investment; however, there many items that need to be addressed in the current proposal before it moves forward in Congress.

Last session, GPCC closely followed the ADA frivolous lawsuit issue and saw its resolution. A similar issue is now happening in Congress. The ADA Education and Reform Act (H.R. 620) would allow businesses 120 days to fix an ADA compliance problem before having to address it in court.
