Secretary Perdue announces USDA reorganization plan
On May 11th, Secretary of Agriculture Sonny Perdue announced plans to reorganize the United States Department of Agriculture (USDA). The plan includes the creation of a new Under Secretary for Trade and Foreign Agricultural Affairs. The new position was called for in the 2014 Farm Bill to elevate trade policies and programs within the USDA.
The Foreign Agriculture Service (FAS) would move from its current mission area to be under the leadership on the newly created Under Secretary. The Farm Service Agency, Risk Management Agency and Natural Resources Conservation Service would be located within a newly-named Farm Production and Conservation mission area, which is to focus on domestic agricultural issues. The plan also calls for USDA's Rural Development Programs to report directly to the Office of the Secretary. Perdue stated that this move highlights the critical importance of these programs to the success of rural America.

Chinese dairy planning bid for Danone's Stonyfield
Danone's sale of its U.S.-based subsidiary Stonyfield Farm Inc. has piqued global interest, and it appears that the interested parties aren't messing around.
The company officially closed April 12 on the $10 billion acquisition of WhiteWave, but as part of an agreement in principle with the Antitrust Division of the U.S. Department of Justice (DOJ), the company must sell Stonyfield, which makes organic and Greek yogurt.
In a filing to the Shanghai (China) Stock Exchange, Yili Industrial Group Co., China's largest dairy, said it would bid for all shares -- a value of around $850 million -- to buy Stonyfield. However, the company cautioned in the statement that the bid may be unsuccessful. Yili recently tried to purchase a 37% stake in China Shengmu Organic Milk Ltd. for $679 million, but Chinese regulators rejected the deal.

National Academies launches project to identify new frontiers in food, ag research
The National Academies of Sciences, Engineering & Medicine announced that it is launching "Science Breakthroughs 2030: A Strategy for Food & Agricultural Research," a new study to identify ambitious scientific opportunities in food and agriculture made possible by incorporating knowledge and tools from across the science and engineering spectrum.
The year-long project will involve the scientific community in describing research directions with high potential to open new frontiers for food and agricultural science.
The goal is to develop a compelling scientific strategy for food and agricultural research for the next decade and beyond that would stimulate transformational change in the food and agricultural system by catalyzing new research directions and partnerships, attracting new research talent, stimulating entrepreneurial activities, increasing funding opportunities and, ultimately, opening new paths to a safe, healthful and sustainable supply of food and fiber.

FASS and ADSA support Farm Bill initiatives to invest in animal science
FASS and ADSA joined over 60 national and state organizations in sending two letters to Congress urging investment in critical animal agriculture programs. The first letter requests Congress to invest $25 million annually in mandatory funding for Sec. 1433, Continuing Animal Health and Disease Programs. The authority under Sec. 1433 was expanded in the last Farm Bill to include a competitive grants research program. Investing mandatory resources through the Farm Bill would enable the competitive grants mechanism to move forward to support high priority animal science.
The second letter proposed the creation of a new Animal Pest and Disease Disaster Prevention and Response Program. The program would provide a proactive and concerted preventative "boots on the ground" effort focusing on early detection and rapid response to protect the nation's animal agriculture industry. It is envisioned that this program would be structured to take full advantage, through support and collaboration, of the science generated by Sec. 1433. Congress is requested to provide $70 million annually for the new program, as well as $30 million annually to support the National Animal Health Laboratory Network (NAHLN).
The combined efforts will help bring together the federal government with states, industry, universities, and other interested groups to reduce the impact of high-consequence animal diseases, provide rapid detection and response capabilities to respond to animal diseases, develop disease prevention and mitigation technologies including vaccines, prevent the entrance and spread of foreign animal diseases into the United States, and identify and support critical research needs.

Synchronized PowerPoint® presentations from the Large Dairy Herd Management conference, hosted by the ADSA Foundation at the Hilton Oakbrook Hills Resort and Conference Center, Oak Brook, IL May 1-4, 2016, are available for sale to all interested individuals.
