HOW ARE ASSESSMENTS DETERMINED?
|
|
Purpose of Assessments - The Assessments levied by the Association shall be uses exclusively for the purposes of promoting the recreation, heath, safety and welfare of the residents and tenants in the Property and in particular for (a) the improvement and maintenance of the Common Area; (b) for services and facilities devoted to this purpose and related to the use and enjoyment of the Common areas including, but not limited to, street sweeping, garbage collection, street lighting, police service, fire protection, (administering the Association, (d) maintenance of privacy fences abutting a Major Street and (e) enforcement of the Restrictions.
Basis of Annual Assessments - The annual assessment charged to each Owner shall be based on assessments units. Each Lot in a single-family residential area shall be assessed one assessment unit or each 1/5 acre of area contained within such Lot. The maximum annual assessment for each assessment unit may not be increased more than ten percent (10% above the maximum annual assessment for the previous year without a vote of the members of the Association.
Special Assessments for Capital Improvements - In addition to the annual assessments authorized, the Association may levy in any calendar year a special assessment, applicable for that year only, for the purpose of defraying, in whole or in part, the cost of any construction or reconstruction, repair, or replacement of a capital improvement upon the Common Area, including fixtures and personal property related thereto, provided that any such assessment shall have the assent of two-thirds (2/3) of the votes of each class of voting membership of the Association who are voting person or by proxy at a meeting duly called for this purpose.

The Standards Department is responsible for monitoring all residential properties within the Association to ensure they are in compliance with the CC&Rs and Standards.
The Standards Department inspects all residential properties throughout the Association to verify they are in compliance with the VWOA governing documents. Letters are issued to aid in compliance. We do have a force maintenance policy for certain types of violations.
Homeowner's assessments must be current before improvements or changes can be requested. In addition, Tenants must obtain their property owner's written approval for each change/improvement as outlined on the PIA, and include with the application. The Homeowner's are responsible for informing those who lease/rent their property that they have certain responsibilities under these Standards & CC&Rs.
Residents are encouraged to contact the Standards Department with any questions, concerns or extension requests.

Homeowner Concerns
The number of domestic pets for each residence shall be limited to 5; however, none may present a dangerous, harmful, unsafe, noxious or offensive environment.
Pet walkers must clean up after their pets, not only for sanitary purposes, but also for the consideration of their neighbors and others
. Currently, there are no areas within the Villages of Westcreek that are specifically designated for walking pets.
For the past couple of years I have watched bicycle rider after bicycle rider violate and impede traffic in our neighborhood (The Villages of Westcreek). They fly through intersections without stopping or even slowing down, forcing vehicles to break rapidly to avoid hitting them. I am not just talking children and teenagers. The predominant number of bicycle violators are adults. It does not matter the time of day, rush hour included. This has become a significant issue that I ask that you put out a public notice informing our residents that vehicle laws apply to bicycles on the road (even those roads with bicycle lanes). It would also be nice to have law enforcement be notified of this increasing safe concern. With all the increased traffic in our neighborhood due to the surrounding construction it is only a matter of time before a bicyclist is seriously injured or worse.

SUMMER LAWN CARE GUIDE, by Julie Day
If spring lawn care is about getting your lawn healthy and green, summer lawn care is about keeping it healthy while temperatures soar and rainfall becomes a fleeting memory. It's also about maintaining a lawn that can withstand all the barbecues, games, parties and running feet that summer has to offer. Here are some tips for keeping your lawn in shape over those long, hot days of summer.
After the spring growing season, summer brings quite a bit of stress to lawn grasses. Not only are the heat and drought damaging, but we aren't as forgiving in the summer as we are in the winter. We want our lawns lush and green for outdoor activities, and we try to fight nature by continuing to fertilize, water and coax new growth out of our lawns no matter what the weather. However, by understanding and respecting the seasonal changes of turf grasses, you can take steps to care gently for your lawn as the mercury rises.

Cool-season grasses (such as fescue, bluegrass and tye) grow best when temperatures are in the 60s F.

Warm-temperature grasses (including Zoysia, St. Augustine, Centipede and Bermuda) like temperatures in the 70s.
Once temperatures get into the 80s and above, lawns will begin to struggle a little, with cool-season grasses having the hardest time. Growth will slow, color may fade, and lawns will show signs of wear and tear as they are less able to recover from stress and traffic. Some cool-season lawns will even go dormant in the summer, looking brown and brittle until early fall.

Mowing Tips

Raise your mower blade in the summer. Cool season grasses should be mowed 4'-5' high and warm season grasses 2'-3' high.

Mulching grass clippings helps keep moisture levels high.

Mow regularly to prevent cutting more than 1/3 of the grass blade at a time.

Keep mower blades sharp.
Don't Over Fertilize

If your lawn is looking straggly in midsummer, resist the urge to fertilize. Applying extra fertilizer in the heat of summer can burn your lawn and create a flush of tender growth that will struggle in the hot summer weather. Tip. Organic fertilizers are naturally slow-release, and they are much less likely to burn your lawn than chemical fertilizers.
High Traffic Areas

By summer, many lawns begin to show signs of wear, especially in a few popular pathways. Consider installing stepping stone to minimize damage to your grass, and try to minimize traffic on dormant, brittle lawns.
Control Weeds

Summer is the season to get those growing weeds removed before they bloom and disperse seed for next year. Keep in mind that during the hear of summer any product can be damaging to already-stressed grasses so use sparingly or hand-pull weeds instead.
Insects and Diseases

Dormant or drought-stressed summer lawns can be more susceptible to insect infestations, such as chinch bugs, cutworms, army worms, sod webworms, fire ants, fleas and mosquitoes. Minor infestations can take can of themselves, but severe problems may require attention.

Hello VWOA Residents and Supporters!!
As you all may or may not know, we have partnered with San Antonio Football Club and we are working together to help get the SAFC to the MLS status and help provide our kids and community with some great benefits.
What we are planning is for VWOA to have a night all about us. August 26th we want to have 16 of our kids as the ball runners on the field, 22 of the little kids be part of the dream team that walks out with the players and then finally for about 150 plus of us, to hold the large flag in the middle of the field at opening ceremony. These are all some great activities to be involved in.
Collectively, we all need to sell 150 tickets through the link below. The tickets have 2 prices, one with food and drink and one without. We also receive 20% of the ticket sales! This is where we all come together as a Soccer league and a community. Let's share this link out on our social media outlets with our friends and families and let's see how many we can get sold! We need at least 150 people in order to hold the flag, so I think we should be able to sell at least that many tickets.

When using our Sports Park or just walking around the community, it is very important to be prepared. Have your phone with you and readily accessible in situations you may have to make an emergency call.
If you have to call 911, call promptly. If you are going to an area where you might be alone, particularly night, we recommend taking a self-defense device or personal alarm to protect you and notify others that you are in trouble.
A criminal activity or an emergency situation could happen at anytime, so always be ready. Taking a few precautions in advance and maintaining situational awareness can help make sure you and your loved ones have a great time at the park!

The Farmers Market now offers fresh chicken and beef for sale along with their regular offerings of fruits and vegetables.
The market is located in the overflow parking lot adjacent to the Com
munity Center. They accept WIC, Senior FMNP Vouchers and Credit Cards.
