UN Committee of Experts Releases Draft Chapters for Cross-Border Tax Dispute Resolution Handbook
During its meeting this week in New York, the United Nations Committee of Experts on International Cooperation in Tax Matters released "preliminary draft chapters for a new UN handbook on cross-border tax dispute resolution, a paper outlining proposed updates to a UN manual on negotiating tax treaties, and other documents associated with the meeting." 

Chapters released for the "United Nations Handbook on Dispute Avoidance and Resolution" (title pending) include:

  • Domestic Procedures
  • Special Issues Faced by Developing Countries (and LDCs in particular)
  • Tax Treaty Mechanisms to Resolve Cross-Border Tax Disputes: The Mutual Agreement Procedure
  • Non-Binding Dispute Resolution (NBDR) Mechanisms
  • Mandatory Dispute Settlement (MDS)

UNCTAD’s  Technology and Innovation Report 2018
The United Nations Conference on Trade and Development (UNCTAD) recently released its  Technology and Innovation Report 2018: Harnessing Frontier Technologies for Sustainable Development

"The Report proposes strategies and actions, some of them based on existing experiences in STI policy for development, and some more innovative ones to make technology an effective means of implementation of our [UNCTAD] common development agenda – nationally and globally." [ Full Report ]
New IMF Working Paper on Tax Policy Measures
The International Monetary Fund (IMF) recently released  Working Paper  No. 18/110, entitled,  Tax Policy Measures in Advanced and Emerging Economies: A Novel Database , describing "a new, comprehensive database of tax policy measures in 23 advanced and emerging market economies over the last four decades." EC and OECD Digital Tax Proposals: A Closer Look

IMF Concludes Article IV Consultation with Singapore
The International Monetary Fund (IMF) recently concluded its Article IV consultation with Singapore, noting how the country's economy “strengthened markedly in 2017, benefiting from a synchronized global recovery and a surge in electronics exports, while private domestic demand continues to recover." UAE Joins BEPS Framework
The Organisation for Economic Co-operation and Development (OECD) recently announced that the United Arab Emirates became the 116th jurisdiction to join the "Inclusive Framework on BEPS." [ More Information ]
IMF Deputy Managing Director Visits Uzbekistan
Tao Zhang, Deputy Managing Director of the International Monetary Fund (IMF), recently visited Tashkent to meet with government officials and private-sector representatives to discuss "the latest regional and global economic developments and Uzbekistan's economic reform efforts." Income Tax Updates in India
EY's  Global Tax Alert  reported this week on the Indian Government's tightening of "tax return non-compliance penalties and legal proceedings against foreign companies." [ More information ]
