BIAW Receives Partnership Award from AWC
The Building Industry Association of Washington (BIAW) is proud to announce it has received a 2018 City Champion Award in the Partners for Progress category from the Association of Washington Cities (AWC)!

The award was given to BIAW, among other partners, for finding common ground to help pass Hirst and Foster “fix” legislation and for their efforts to ensure that city challenges were considered during the process.

In its email to BIAW announcing the award, the Association of Washington Cities specifically noted Government Affairs Director Jan Himebaugh and BIAW’s contributions over the past few years to find a fix for pressing water problems – which impacted residents as well as businesses, including our home builder members: 

“This award recognizes the unique partnerships created to address the complex water resource issues that faced our state these past few years. Specifically, we want to recognize the outstanding work and collaboration that Jan Himebaugh provided to help with the Hirst and Foster water ‘fix’ and for your Association’s support for ensuring that city needs were not left behind in the final deal. We are also awarding representatives of the Counties, Realtors, and the Farm Bureau. The collective effort this session to find opportunities for common ground was exemplary. We look forward to continuing our partnership.”

The City Champion Award – Partners for Progress will be presented by AWC at BIAW’s summer board of directors meeting on Friday, June 22 in Pasco, WA.

New HR Laws Go into Effect in Three Weeks!
As a reminder, BIAW has created two charts that summarize the bills for employers, which become effective June 7, 2018. Learn what you must do – and must not do – to comply with the new legislation in these helpful documents:  
 
Fair Chance Act : This chart outlines the Fair Chance Act, which is intended to give applicants with a criminal record a fair opportunity to be hired by preventing employers from screening them out of the applicant pool before assessing their qualifications.
 
Equal Pay : This chart outlines Equal Pay and clarifies what is and what is not considered gender-based wage discrimination, and imposes new penalties on offenders.

Update: OSHA Electronic Reporting Requirement Not Yet in Effect for Most WA Employers
On Jan. 1, 2017, the federal Occupational Safety and Health Administration (OSHA) implemented a new requirement that required certain employers to submit injury and illness data electronically using OSHA’s new Injury Tracking Application (ITA).
 
However, the state's Department of Labor & Industries (L&I) sent out a notice this week that the electronic reporting requirement does not apply to Washington state's Division of Occupational Safety and Health (DOSH) covered employers, despite a recent OSHA news release in April stating all employers across the country are subject to the rule. 
 
In Washington State, nearly all non-federal employers in Washington are covered by Washington DOSH, not OSHA. Washington employers do not have to provide this information to OSHA until Washington has adopted the new requirement, according to L&I.
 
Rulemaking activity is underway to adopt the electronic reporting requirement in Washington State later this year. See more »
Changes to Gas Installation Standards
Puget Sound Energy's (PSE) installation standards for gas services has changed and new guidelines must be followed by June 1, 2018. Previously, contractors who were installing conduit were asked to leave a work pit that did not expose the stub. Now, crews extend the pit to include and expose 18 to 24 inches of the gas stub.

BIAW Releases Biennial 'How They Voted' Scorecard on WA State Legislators
Biennially, BIAW publishes a "How They Voted" scorecard in the Building Insight that incorporates voting records of legislators over the past two legislative sessions. The scorecard shows the extent of each legislator's support for, or opposition to, bills and issues important to the home building industry.

Editor’s Note : The biennial "How They Voted" list undergoes several editorial reviews, and on unique occasions, an error gets through. In the May issue, the scorecard should have stated Sen. Wilson voted “Yes” on Hirst fix bill, ESSB 6091, and she has a 100% voting score for 2017-18, not 96%. We sincerely regret the error and have included the correction in the online scorecard above.

The Washington Policy Center (WPC) is hosting their Annual Solutions Summit, co-sponsored by BIAW, on Tuesday, May 22 in Bellevue and on Wednesday, May 23 in Spokane .
 
This is the state’s largest policy event, attended by hundreds of lawmakers, business and community leaders, media, and civic-minded citizens from across Washington. EPA Certified Lead-Safety/Renovator/Repair/Paint

EPA and Washington State Department of Commerce requires all contractors who may disturb lead paint on pre-1978 homes take a class to become a Certified Renovator and then register their Firm. 

Anyone disturbing more than 6 sq. ft. (interior) & 20 sq. ft. (exterior) of lead-based paint must get the training. Including, Home Improvement/Renovation Contractors, Remodelers/Carpenters, Painters, Plumbers, Electricians, Maintenance Personnel, Residential Property Managers/Owners, Workers Removing or Modifying Painted Surfaces. Activities that are subject to the RRP Program: Remodeling and Repair/Maintenance, Electrical Work, Plumbing, Painting, Carpentry, and Siding/Window Replacement.
