Winter Maintenance and Snow Removal

Winter conditions create challenges for both pedestrians and motorists. The Township of Brock's main objective is to address the snow and ice on roads, sidewalks, and parking lots so that residents can travel throughout the Township in a safe and efficient manner during the winter months.
The Township is responsible for sanding, salting, plowing, and snow removal for 365 kilometers of roads that exceeds the Province's Maintenance Standards for Municipal Roads. Staff regularly patrol the roads and review weather forecasts. Each snow event is unique and different areas of the Township can receive varying amounts of rain, snow, or ice. The unique characteristics of a storm determine the required response needed and the timeline required for the final storm cleanup is often difficult to predict in advance. Your patience and co-operation is greatly appreciated in these circumstances.



How You Can Help
The Township devotes a great deal of resources to keep streets and sidewalks clear of snow and ice after a snowfall. Residents often deposit snow and ice from their property onto the street or sidewalk not realizing that this contravenes municipal regulations, contributes to unsafe driving and walking conditions, and increases the cost of providing winter road maintenance. When you're clearing snow from your driveway, please keep this snow on your property. Your efforts in making winter driving and walking safe for everyone are appreciated.

In addition, please avoid parking on the streets during a snowstorm and in the days following a snowstorm. Parked cars interfere with snow plowing operations, and the resulting snow windrow negatively impacts traffic operations. Plows are required to re-plow these areas resulting in additional costs and further inconvenience for your neighbours who must clear their driveway windrows again. Vehicles interfering with winter control operations can subject to an immediate ticket and/or towing.

Tips for Safe Winter Driving
  • Drive according to weather and road conditions. Remember it takes longer to stop on a slippery road, so use extra caution when approaching an intersection with a stop sign or traffic lights. Keep a safe distance between you and the vehicle in front of you by using the 2-second rule as a minimum standard for spacing between vehicles.
  • Snow on roads may become hard packed and as slippery as ice. Snow build up can also result in rutting, which impacts the ability to manoeuvre. Wet snow can make for slushy roads that can build up in car wheel wells and affect steering. Extra caution needs to be taken to adjust for these road conditions.
  • Ice can form in shaded areas, on bridges, and overpasses earlier and last longer than on other road sections. Watch for frost or areas of the road that appear black and shiny as these conditions can cause your vehicle to lose traction.
  • Snow and slush spray can be blown onto your vehicle by other vehicles causing a temporary loss of visibility. Leave extra room while driving and drive defensively.
  • Blowing snow can reduce visibility and may require use of the vehicle's full lighting system even during daylight hours.
  • Snow banks limit visibility, so be alert for pedestrians, persons with disabilities using assistive devices, and children playing.
  • Maintain a safe distance behind snow plows and sanders when you see blue flashing lights. When working, these vehicles travel more slowly than normal traffic and sight lines can be reduced by blowing snow even at reduced plowing speeds. Snow plows are wider at the front than they appear from the back as the large blades extend a metre or more at the front of the truck and to the right of the snow plow into the right-hand lane. Passing a snow plow is dangerous due to the snow ridging and road conditions. The road surface is always better behind the plow than in front of it.
  • In severe weather conditions, it is best to stay off the roads unless your trip is necessary.

Attention Brock Township snowbirds

Are you travelling this winter and planning to be away from home in the months of February and or April? Remember the first two installments of the 2020 property taxes will become due while you're away.  Avoid any penalties by contacting the Tax Department today to arrange for our Pre-Authorized Payment Plan to withdraw your taxes on the due date or fill out the Pre-Authorized Form and submit it to the Tax Department.

Pre-authorized Payment Plans

The Township of Brock offers three different Pre-authorized Payment plans.

Option 1  - Pay your full installment amount as it becomes due four times a year directly from your bank account. No more postage fees to send your payment or forgetting to pay on time and incurring late fees or writing out costly cheques. You will still receive a bill in the mail as usual, but it will be marked do not pay and the full amount due will be withdrawn on the due date from your bank account of choice.

Option 2  - Pay your annual taxes with 11 equalized monthly payments. Your first six months payments will be based on the previous year's taxes, and the remaining five payments will be recalculated once the annual taxes are billed in June to ensure your full taxes are paid by the eleventh payment. While on this plan your account will not be charged any late penalty. If your annual taxes for 2019 are paid in full, sign up today to start your 2020 payment plan in January.

Option 3 - Falling behind in your taxes? Sign up for our Arrears Plan. Set up a monthly payment amount that will pay down your tax balance while staying within your budget. Contact the Tax Collector to establish an amount for your account.  Automatic withdrawals will be taken from the bank account of your choice on the 20 th of each month.

Property Tax Arrears

If your account has fallen behind, please don't hesitate to contact our office to make payment arrangements. Partial payments are always accepted as long as an account is not in the registration process. Contact the Tax Collector today to arrange a payment plan that will work for you and pay down your tax arrears. All penalties must be paid prior to any portion of a payment being applied to the tax arrears. Be aware of the Tax Sale Process and how you can avoid it.

The Corporation of the Township of Brock is seeking community-minded individuals from all areas of the municipality to submit their names for consideration as appointees to the Council Compensation Review Committee and Non-Profit Sector Review Committee.
 
C ouncil Compensation Review Committee (CCRC)
 
The Council Compensation Review Committee (CRCC) is an advisory Committee of Council, comprised of members of the public and Council, supported by Township staff, who will complete a review of the current compensation for elected officials of the Township of Brock.
 
A past municipally elected official is not eligible for appoint to the Committee unless that person has not been in a municipally held position for at least two (2) years prior to 2018 municipal election.
  • The committee will:
    • Review the current compensation for elected officials;
    • Review expenditure allowances and reimbursement policies;
    • Compare compensation to other municipalities in Durham Region;
    • Compare compensation to similarly structured municipalities across Ontario;
    • Consider the duties of Council and legislative compensation requirements and;
    • Provide a formal recommendation with supporting data to Council on proposed compensation rates by December 2020.
Non-Profit Sector Review Committee
 
The Non-Profit Sector Review Committee is an advisory Committee of Council, comprised of members of the public and Council, supported by Township of staff, who will provide advice and recommendations to Council on the current state of Non-Profit Community Organizations within the Township of Brock.
  • The committee will:
    • Discuss challenges and opportunities facing non-profit sector community organizations in the Township of Brock;
    • Network and discuss opportunities for cross-collaboration within the community organizations in the Township of Brock and;
    • Provide advice and recommendations to Council on how the Township can provide meaningful support to local organizations.
Applicants must be over 18 years of age and reside within the Township of Brock.

Winter Day Camp Program Cancelled
The Township of Brock will not be running a Winter Day Camp program for 2019/2020 due to the way the holidays fall. We apologize for any inconvenience this may cause. Stay tuned for March Break Camp registration information in the new year.
