Housing is a critical issue for the future of Howard County and in order to choose the best path forward for all, we need to be informed decision makers. When I took office, Howard County had not created a comprehensive Master Plan on housing needs in over a decade. I am proud to announce a new Housing Opportunities Master Plan process and Task Force to make the critical determination around what is actually working, and what needs to be improved.

Our Master Plan will help us answer the fundamental questions to begin our community conversation: What is the current state of our housing needs and what is the best path forward to serve all our residents? This Week in HoCo
Veterans Day Parade

Join me as we salute our community veterans at the County’s 4th annual Veterans Day Parade and Ceremony this Sunday, November 10th. Set to begin at 9:30 a.m., this year’s parade will feature marching bands, community groups, military vehicles and more.

Immediately following the parade, a Veterans Day Celebration at the Columbia Lakefront and future home of the Veterans Monument, featuring music, refreshments and exhibitors.

Main Street Trick or Treat

I am pleased to join  Howard County Department of Community Resources and Services and the Office of Aging to present the 2020 edition of Howard County's Resource Guide. This comprehensive guide provides an up-to-date information about a wide range of resources, programs, and services for our older adults and adults with disabilities.

Mental Health and Human Rights Forum

It’s challenging to fight the cultural stigma some communities face regarding mental health and human rights. It’s why the conversations with organizations like  Howard County Office of Human RightsNAMI MarylandHoward County Police Department, and  Rumi Forum are so important to help challenge the stigma. Banning Pesticide Use

From signing the “We Are Still In” declaration, to accepting the Natural and Working Lands Challenge, and becoming a BEE City USA, the County has been increasing our commitment to protecting, enhancing, and restoring the natural environment. I am thrilled that the County Council passed the Pesticide use on County Property ( CB 51-2019) at their legislative session last night. Together we can ensure we halt the over use of pesticides which creates an unnecessary public health risk to all those who live, work, and play in Howard County. 
Celebrating Sports in Howard County

On and off the field, our sports teams and programs instill values such as teamwork, responsibility, and ethical behavior that are so important. As we continue to celebrate Howard County sports with  Howard County Recreation and Parks, I hope every one of our athletes, coaches, and program directors are proud of their team.
Welcome Little Eggs Child Care

Howard County is home to amazing facilities which help enrich the lives of our children. Last week, I had the pleasure of meeting Jeremy Allen and touring  Little Eggs Child Care in Hanover. Vipers Wrestling Program

It was inspiring to see so many of our young athletes at the Gary J. Arthur Community Center for the pre-season wrestling clinic. The Vipers Wrestling program is an amazing opportunity for our youth to learn more about the discipline it takes to be successful. Special thank you to  Howard County Recreation and Parks and Brandon Slay, former Olympic Wrestler, for holding this important clinic.
Sickle Cell Disease Awareness

Did you know over 70,000 Americans are currently affected by sickle cell disease?
 
This statistic demonstrates the need for research and treatment of this inherited condition. Thankfully, organizations like the  Bobbi Engram Foundation work every day to raise awareness to help those who are affected. Thank you to  St. John Baptist Church and  Baltimore Ravens for hosting the 5K Run, Walk & Roll to Cure Sickle Cell. Together, we can raise awareness, educate others, and support research for a cure
Hyper Kidz Expansion

Merely 18 months ago,  Hyper Kidz opened in Columbia and we have already seen the joy it has brought to our community and beyond. I was excited to join them this weekend for the grand opening of their expansion at the location. Congratulations, I look forward to the expanded excitement that you will bring to our community!
Atholton Elementary 5k and Fun Run

It’s always a wonderful time with our Panthers at  Atholton Elementary for the Panthers Pounding the Pavement - Annual 5K and Fun Run.

Thank you to the Atholton Elementary School PTA for organizing this important event and for your continued community building efforts. Our community is a brighter place, thanks to the hard work of our PTAs. I encourage us all to be more supportive of our local PTAs by volunteering any extra time and resources.
Fourth Field Opens in Troy Park

It’s important that we all encourage each other to live a healthy and active lifestyle. It’s exciting to help lead this by joining  Howard County Recreation and Parks for the opening of their fourth field in Elkridge’s Troy Park.

Troy Park will be the largest sports venue in Howard County once it’s completed and is our County’s eighth regional park. Together, we can continue to open new park amenities to help accommodate these large tournaments, support our local teams, and meet the needs of Howard County families.
Maryland Innovation & Security Institute STEM Fundraiser

There are amazing growth opportunities in STEM. However, participation by minority women is low and there is still more work to do.

I was honored to give a special welcome to Katherine Johnson and her family at the  Maryland Innovation & Security Institute STEM Fundraiser. She is a trailblazer and a role model for all young people who are interested in reaching their potential in STEM fields.
Maryland STEM Festival

Over the next decade, the number of STEM jobs will grow 13% when compared to only 9% for non-STEM jobs. That is why I am always glad to join events like the  Maryland STEM Festival - STEM of Many Colors. This Festival cultivates a positive environment that inspires our youth to pursue science-related careers and encourages businesses to invest in Maryland.

Thank you to the Wilde Lake High PTSA and the Maryland STEM Festival Board of Directors for making this event a success and for showing our students the importance of STEM.
Veterans Day Closings

Holiday closings next week. In case you missed it, county government offices, courts, 50+ centers and animal shelter will be CLOSED next Monday, November 11 th in observance of the Veterans Day holiday. However, the Alpha Ridge Landfill will be OPEN and there will be REGULAR trash, recycling, yard trim and food scrap services in effect on the 11 th , i.e. the County’s “holiday slide schedule” will NOT be in effect next week.

Department of Community Resources and Services

November is National Family Caregivers Month. All month long, our Department of Community Resources and Services (DCRS) will be a holding a series of events to recognize, honor and assist our family caregivers. Starting November 15 th and running through November 22 nd , DCRS will be holding its “Thankful for Caregiver” events, where attendees will learn about the Howard County Family Caregiver Support Program, as well as meet other caregivers. Also on November 15 th , DCRS’ CARE Line and MAP staff will present a screening of the 1969 classic information and referral film, Tell Me Where to Turn , in honor of National Information and Referral Services Day. Together with our Office of Human Trafficking Prevention, I am proud to host our county’s second annual “Taking the Next Steps” conference. Set for Friday, November 8 th , from 8:30 a.m. to 4:00 p.m. at Howard Community College. This conference will highlight local initiatives to support victims as they rise above adversity, and advocate for greater enforcement to identify, eliminate and prevent sexual and labor trafficking altogether.
 
The conference will feature a keynote address by Rachel Lloyd, founder of Girls Educational and Mentoring Services and the author of “Girls Like Us: Fighting for a World Where Girls Are Not for Sale.” The conference will also include a breakout session tracks focused on Awareness, Life After Trafficking, Labor Trafficking & Prevention, and Law Enforcement.

Need a flu shot? Stop on by our Bain 50+ Center at 5470 Ruth Keeton Way in Columbia on November 7 th from 9:30 a.m. to 1:30 p.m. for a FREE flu shot. Standard dose, which protects against four flu viruses, is for individuals six months and older. Please note, vaccines are subject to availability and will be administered on a first-come, first-served basis.
Howard County is home to so many remarkable female community leaders who help improve the lives of others in our county, state and/or nation through their leadership, professional and/or community service. Help us honor these women, by nominating them today for induction into the Commission for Women 2020 Women’s Hall of Fame (WHOF). Howard County middle and high school students, our Commission for Women is sponsoring an essay contest to mark National Women’s History Month in March. The 2020 theme is “Valiant Women of the Vote,” which celebrates women who fought for a woman’s right to vote in the United States and the centennial of the 19th Amendment. Essays may either discuss the accomplishments of women from the original suffrage movement and/or highlight 20th and 21st century women who have continued the struggle – such as fighting against poll taxes, literacy tests, voter roll purges and other more contemporary forms of voter suppression – to ensure voting rights for all.
 
Essay contest winners will be recognized by the Commission at its 2020 Women's Hall of Fame induction ceremony in March 2020. The DEADLINE to submit your essay entry is January 10, 2020. For essay contest rules and more, visit www.howardcountymd.gov/cfw .
Health Department

Join in the fight against the opioid epidemic by learning how you can help save someone’s life from an opioid overdose. The first Tuesday and last Thursday of each month, the Howard County Health Department offers FREE Opioid Overdose Response Program (Narcan) trainings between 3:00 and 6:00 p.m., on a drop-in basis, at Department’s headquarters in Columbia. Simply show up and a Health department employee will teach you how to administer Narcan, the opioid reversing medicine. The Howard County Health Department has entered the next step in its Youth Suicide Prevention Plan with the launch of the Sources of Strength (SOS) Program. As the Health Department begins to shift more of its focus to proactive suicide prevention efforts, the SOS program will be utilized to train teenage volunteers to serve as peer leaders who can use their social influence to help prevent suicide. Department of Planning and Zoning

Earlier this month, our Department of Planning and Zoning (DPZ) hosted its seventh public workshop of its Ellicott City Master Plan series. At the workshop, new and refined concepts and guidelines for the Ellicott City and the Tiber-Hudson Watershed were presented for public review and feedback. Through this survey, we seek to gather public feedback on selected draft guidelines for flood mitigation, environmental sustainability, transportation and parking, economic development, and community character and place making. We also seek feedback on selected draft guidelines for the streetscape, the West End, the Ellicott Mills gateway area, Upper Main/Lot D, the Courthouse area, Lower Main and the Patapsco Riverfront area of Historic Ellicott City.
 
The survey takes approximately half an hour to complete and is available through the end of day, Tuesday, November 5 th . We appreciate your thoughts and feedback as we strive to build a safer and stronger Ellicott City.
Police Department

Five months after the Howard County Police Department (HCPD) formed a workgroup to evaluate the possible use of drones in police operations, the agency is following the group’s recommendation to purchase three drones for a one-year field test . The workgroup examined various issues related to drone use in law enforcement, including usefulness, transparency, training and privacy issues.
 
HCPD plans to use drones in situations when life and safety are at risk, or when there are specific and articulable grounds to believe that the drone will collect evidence relating to criminal activity. The implementation of these drones will improve our police department’s ability to be quicker, more agile and more effective at protecting our residents.
 
HCPD will follow guidelines from the ACLU to ensure the community can benefit from drone technology without privacy concerns. The drones will not be used for mass surveillance that could violate First Amendment-protected activities.
Department of Public Works

Maintaining and progressing a robust public works infrastructure is a priority of my administration and the Public Works Board is critical to achieving those goals. This board plays a vital role in our government by providing recommendations regarding the County’s public works policies and practices. For those interested in serving their community, I encourage you to apply today to service on the County’s Public Works Board. Ellicott City

  • St. Paul Street Sewer Connection (Capital Project S-6698) – Project to connect 3754 St. Paul Street in Ellicott City to the County’s public sewer main. Signs and flagging operations will be in place to direct traffic as needed during construction hours, Monday through Friday, 9:00 a.m. to 4:00 p.m., as lane shifts are expected. Weather permitting, the project is expected to be completed by mid-November.

REMINDER! While Howard County Government offices will be CLOSED next Monday, November 11 th for the Veterans Day holiday, the County’s holiday slide schedule for curbside collection will NOT be in effect that week. There will be regular curbside trash, recycling, food scrap and yard trim collection the week of November 11 th through November 16 th . Veterans Day is NOT one of the six holidays that affects curbside collection. The six holidays that do affect curbside collection are: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. Department of Recreation & Parks
This past Saturday, I joined our Department of Recretaion & Parks and other elected officials for a ribbon cutting ceremony to mark the opening of  Troy Park at Elkridge’s   fourth field, known as Field One. A synthetic turf multipurpose field, Field One will include a press box, bleachers and lighting that will allow for televised games at night .
 
Capable of hosting tournaments, league games, summer camps and so much more, this new field offers yet another way for residents and visitors to enjoy this valuable public space. In fact, Saturday’s ribbon cutting ceremony coincided with the start of the 2019 Fall Inside Lacrosse Invitational two-day lacrosse tournament. This tournament featured teams from California, Illinois, Kentucky, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, New York, North Carolina, Pennsylvania, Utah and Virginia, and is estimated to have generated $360,000 in economic tourism to our region. 
This Saturday, November 9 th , Recreation & Parks’ Baltimore & Ohio Ellicott City Station Museum will be hosting its Rails & Tales: Preschool Story-time at 10:30 a.m. Children, 18 months to five years, will enjoy a historical story from the railroad’s glory days, games and a take home craft activity. Sensory-Friendly Sunday at Robinson Nature Center. Our friends at the Robinson Nature Center will be hosting their next Sensory-Friendly Sunday this Sunday, November 10 from 11:30 a.m. to 12:30 p.m. This monthly event that allows visitors with sensory-sensitivities to explore the Nature Center in a calm, quiet environment before it opens to the general public. Although walk-ins are welcome, Robinson Nature Center encourages participants to make a reservation for this event by calling 410-313-0400.
Join Recreation & Parks for its disc golf clinic and cleanup event at Rockburn Branch Park on Saturday, November 16 th , from 10:00 a.m. to 1:00 p.m. This FREE event is a great opportunity to learn or practice disc golf fundamentals and help Recreation & Parks with sprucing up the Rockburn disc golf course. We’ll be meeting at 6105 Rockburn Branch Park Road in Elkridge (meet at the pavilion near holes 3, 4 and 5 near the sand volleyball court). Please note, all participants must register by November 13 th to take part in this event.
Tickets are now on sale for Recreation & Parks’ annual Holiday Mart! Celebrating its 47 th year, this annual craft fair (set for December 7 th ) at the Gary J. Arthur Community Center , offers seasonal gifts and handcrafted items from 130 juried artisans. November 6 - Howard County General Hospital’s Living Well with Chronic Disease
This six-week workshop (Wednesdays, October 9 th to November 13 th ) is designed for those living with or at risk for chronic conditions such as heart disease, diabetes, cancer, depression, arthritis, lung disease or other long-lasting health concerns. Participants will learn techniques to cope with feelings of frustration, fatigue, pain and isolation, develop skills to communicate more effectively about their health and learn exercises and healthy eating habits to maintain and improve well-being. November 9 - Transition Symposium: Stop Waiting and Start Planning!
The County’s Departments of Recreation & Parks and Community Resources & Services, Howard County Public School System, Howard County Autism Society, Howard County Health Department, NAMI Howard County and The Arc of Howard County have partnered together of host a “Transition Symposium” from 8:00 a.m. to 3:15 p.m. on Saturday, November 9 th at Wilde Lake Middle School . Geared towards transitioning youth (ages 14 to 24) with IEP/504 plans, their families and professionals. This year’s event will feature a keynote presentation by Dr. Josie Badger on “What Do You Want to Be When You Grow Up?”, preparation for a successful adulthood and employment starts during childhood. For youth with disabilities the question of “what do you want to be when you grow up?” is often avoided. Families and youth need to start these conversations early. Dr. Badger will discuss what “growing up” looked like for a family with high expectations for their daughter with a disability within the complicated, inaccessible and often scary path to adulthood. November 13 - Coffee with a Cop
Join Howard County Police Department (HCPD) for its monthly Coffee with a Cop on Wednesday, November 13 th from 9:30 a.m. to 11:30 a.m. at Howard Community College’s Galleria, 10901 Little Patuxent Parkway in Columbia. Come meet face-to-face with HCPD's Community Outreach Officers in an informal and neutral space to discuss issues, ask questions and build relationships one cup of coffee at a time. November 14 - Giving Thanks Luncheon and Dance
Howard County older adults are invited to join Howard County Executive Calvin Ball and the Department of Community Resources and Services’ Office on Aging and Independence, for its annual Thanksgiving celebration featuring music by Sly 45 , a Baltimore-based blues, jazz and classic pop band. Attendees are encouraged to bring a non-perishable food item to be donated to the Howard County Food Bank. Tickets are $15 per person and are available for purchase at all Howard County 50+ Centers . November 16 - Thrive By Five: A Family Institute Essential Parent Conference
According to the Rauch Foundation, 85 percent of a person’s brain is developed by the time they are five years old. Early brain development has a lasting impact on a child’s ability to learn and succeed in school and life. Join the County’s Office of Children and Families on Saturday, November 16 th for “Thrive by Five,” a Family Institute essential parent conference. The event will feature early childhood experts, including a keynote address by Frank Kros, resources, prizes, breakfast and lunch, and child care for ages two and up (spaces are limited, so registration is required for child care). Admission is free, but pre-registration is requested .
