1. Today,
House Bill 413
was formally introduced and given its first reading in the Ohio House of Representatives; this bill is the
Life at Conception Act
,
which will prohibit abortions in Ohio.
That's correct: prohibit, not regulate. House Bill 413 eliminates the "regulatory framework" that props up the abortion industry in Ohio and makes performing an abortion a felony tied to criminal murder statute penalties. The bill has 21 Sponsors: Co-lead Sponsors Representatives Candice Keller of Middletown and Ron Hood of Ashville and Co-Sponsors Niraj Antani of Miamisburg, John Becker of Clermont County, Tom Brinkman of Cincinnati, Paul Zeltwanger of Mason, Jena Powell of Laura, Bill Dean of Xenia, Susan Manchester of Lakeview, Tracy Richardson of Marysville, Mark Romanchuk of Mansfield, Darrell Kick of Loudonville, Todd Smith of Germantown, Nino Vitale of Urbana, Jon Cross of Kenton, Craig Riedel of Defiance, Tim Ginter of Salem, Derek Merrin of Monclova, Phil Plummer of Dayton, Kris Jordan of Ostrander and Riordan McClain of Upper Sandusky. Unbelievable
. It is stunning and unbelievable that Governor DeWine's Department of Health (ODH), led by his hand-picked Director Dr. Amy Acton, has done the unthinkable and handed abortionist Martin Haskell ANOTHER license to operate his death-mill in Kettering
-after the Ohio Supreme Court just last month sided with the same ODH who moved to
revoke
his licensure, which they have been after now for three years and could finally do so this month. The Department of Health gave the new license along with a variance that allows Haskell to avoid needing a transfer agreement with a local hospital for when (
not if
) he once again injures a woman while killing her unborn baby. Watch RTLACO's emails for action steps to make your disapproval known.
3. There's another new face in the Ohio House
, as Mark Frazier of Newark was appointed and seated this week to replace former Rep. Scott Ryan (also of Newark), who accepted a position in Governor DeWine's Administration. Frazier, a recently-elected member of the Newark City Council, was chosen over six other candidates for the seat. Frazier was seated on Wednesday and one of his first votes was
voting in favor of HB 164, a bill to ensure the religious liberties of students in primary and secondary education
, which can help pro-life student groups from being excluded or discriminated against. A good start and we will let you know more about the newest State Representative as the session moves along.
4. Cleveland area Rep. Stephanie Howse (D) is becoming a jet-setter
. Specifically, she has taken a fully-paid-for
junket
to
Central America courtesy of The State Innovation Exchange, a leftist-progressive lobby. The junket is to visit El Salvador to see the supposed dire effects of a policy that bans abortion. Three things: 1. We hope that no state taxpayer dollars are being used in any fashion for this trip. 2. If you are going to do
a
comparison
, at least pick a place that has a similar governmental, demographic and economic structure to your own state; and 3. Howse could have saved her time: once HB 413 is adopted, Ohio will be a state that deeply respects and protects both the lives of unborn babies and their mothers!
5. A new measure has been introduced by two Democrat members of the House
:
Representatives Alison Russo and Beth Liston, both are members of the House Health Committee, introduced HB 407 this week. The "Enact Clinician Integrity and Medical Accuracy Act"
would work to allow medical providers to ignore state and local laws if they judge the requirement not to be "medically accurate" defined in the bill as information, etc. approved by the American Medical Association (an industry trade lobby) or other national and international medical trade associations. HB 407 is targeted against innovative practices related to the abortion reversal pill and the data that is growing about the connection between abortion and breast cancer prevalence and PTSD symptoms. It has yet to be assigned to committee.

United States Supreme Court Associate Justice Ruth Bader Ginsberg
-the notorious RBG, as she is known to the progressive left, is a strident defender of abortion and "gay rights" on the Court. Ginsberg was first appointed to the D.C. Court of Appeals in 1980 by President Jimmy Carter and nominated for the U.S. Supreme Court by President Bill Clinton; she was confirmed and joined the high court in August of 1993. Ginsberg received her B.A. from Cornell University, attended Harvard Law School and received her LL.B. from Columbia Law School. From 1961-1963, she was a research associate and then associate director of the Columbia Law School Project on International Procedure. She was a Professor of Law at Rutgers University School of Law from 1963-1972 and Columbia Law School from 1972-1980 and a fellow at the Center for Advanced Study in the Behavioral Sciences in Stanford, California from 1977-1978. In 1971, she was instrumental in launching the Women's Rights Project of the American Civil Liberties Union and served as the ACLU's General Counsel from 1973-1980 and on the National Board of Directors from 1974-1980. She is 86 years old.
U.S. Congress-Congressman Bob Gibbs
, 7
th
District, of Holmes County in Northeast Ohio, has served the district since taking office in 2011, serving the 18
th
District until re-districting changed the district to the Seventh District in 2013. The Seventh District encompasses all of Ashland, Shelby, Holmes, Knox and Coshocton Counties and parts of Lorain, Richland, Tuscawaras and Stark Counties. Gibbs, a former state legislator, sits on the House Committee on Transportation and Infrastructure and is the ranking member of the Sub-committee on Coast Guard and Maritime Transportation and a member of the Subcommittee on Highways and Transit. He also serves on the House Committee on Oversight and Reform and the subcommittee on the Environment. Congressman Gibbs receives high grades from Freedom Works (90%) and Americans for Prosperity (88%); he receives low marks from the ACLU (4%), the Human Rights Campaign (0%) and Planned Parenthood Action Fund (0%). Gibbs has been a consistent Pro-Life Vote during his tenure in Congress.
Ohio State Board of Education District 4, Dr. Jenny Kilgore
-Dr. Kilgore is from Hamilton County and is serving her first term on the Board. She graduated from Deer Park High School, earned a Bachelor of Science and Master Degree in Education from Xavier University and a Doctorate in Educational Leadership from Miami University. She teaches undergraduate education majors at Miami University and education graduate students at Indiana Wesleyan and taught middle school English students for 15 years at Landmark Christian School. Dr. Kilgore has been an elected member of the Village of Glendale Council since 2004 and served as the village's vice mayor. She is on the West Point Society, Cincinnati, Board of Directors; West Point Leadership & Ethics Seminar Planning Committee; the Freedoms Foundation at Valley Forge, Cincinnati Chapter; Mid-Western Educational Research Association Board and a variety of county committees that encourage collaboration and fiscal responsibility. She serves on the Assessment and Accountability Committee of the Board. Dr. Kilgore will be eligible for re-election in 2022.
Ohio House Criminal Justice Committee
-the standing committee with jurisdiction over laws that affect criminal procedure, sentencing and standards is arguably the busiest committee in the House. It has currently been assigned over 40 bills to review, to include computer crimes, prostitution, theft in office, child abuse, domestic violence and drug cartels. There are 13 members of the committee, eight Republicans and five Democrats. The committee is chaired by Rep. George Lang of Butler County and meets at 11:00 a.m. on Thursday mornings.
Ohio Senate Finance Primary and Secondary Education Sub-Committee
-another standing permanent Subcommittee of Finance, the Primary and Secondary Education Subcommittee deals with budgetary provisions in the areas of funding of education of children in the K-12 classrooms and transportation issues for those schools. Senator Andrew Brenner, a resident of Powell, is Chair of the Subcommittee, which consists of five Republicans and two Democrats. The subcommittee meets when called upon by the full Senate Finance Committee assigning bills or topic areas to the subcommittee. The subcommittee has not convened since finishing the work on Ohio's biennial budget in May.
