Wayne, McCreary County Health Groups Split $5,000 as Healthy Kentucky Policy Champions of the Year
The McCreary County Health Coalition and the Wayne County Health Council each received $2,500 from the Foundation for a Healthy Kentucky today upon being named "Healthy Kentucky Policy Champions of the Year" in Kentucky. The Foundation award recognizes the efforts of many civic and community leaders in the two counties to improve local health in the face of sometimes daunting challenges.
Health for a Change: Webinar to Address Kentucky Law Preventing Local Tobacco Control and Other Health Ordinances
Cities and counties in Kentucky cannot pass ordinances that raise the legal age to purchase tobacco products or ban tobacco flavors that appeal to youth, among other measures, even when local citizens and elected officials strongly support them. That's because Kentucky law preempts local regulation of the distribution, sales and regulation of tobacco products. 
 
The Foundation for a Healthy Kentucky is offering a free webinar as part of its Health for a Change training series to help health advocates, elected officials and others better understand the threat preemption laws pose to public health. Presenters in the one-hour webinar will discuss how preemption relates to tobacco control and other health policies, share their experiences, and discuss advocacy strategies for countering and repealing state preemption.

  • Understand Kentucky law that prohibits local regulation of the distribution, sales, or display of tobacco products.
  • Describe the history of preemption in Kentucky including the tobacco control policies that are currently prohibited for consideration by local governments.

Louisville's Children's Meal Ordinance Effective October 5, 2018

Beginning October 5, 2018  restaurants that provide children's meals will be required to provide at least one of the following as the default beverage: milk, non-dairy milk, water, sparkling water, flavored water with no added natural or artificial sweeteners, fruit juice combined with water or carbonated water, or a beverage containing less than 25 calories per 8 ounces with no artificial sweeteners added. Customers will still be able to purchase sodas, juices and other sugary drinks upon request.

The ordinance also requires at least one of the following menu options as well:
  • At least one - quarter cup of unfried fruit or unfried vegetables, excluding white potatoes;
  • A whole grain product that contains not less than 51 percent by weight in whole grain ingredients, or list whole grain as the first ingredient; or
  • A lean protein, defined as a food containing less than 10 grams of fat, 4.5 grams or less of saturated fat and less than 95 milligrams of cholesterol per 100 grams and per labeled serving.
This childhood obesity prevention policy goes into effect today, however civil fines will not be assessed until Friday, June 7, 2019.

Because foster parents play a critical role in supporting children in foster care, who often have experienced trauma, the Casey Foundation developed ARC Reflections, a nine-session program that child welfare agencies can use to train foster parents to better care for children who have had traumatic experiences.

New FAQ on Tobacco Treatment Coverage for Health Professionals

State legislation enacted in 2017 effectively reduces barriers to tobacco cessation treatment. Under this law, Kentuckians who have fully-funded health benefit plans, Medicaid, or are receiving services through Managed Care Organizations are entitled to obtain comprehensive tobacco treatment.

The Kentucky Cancer Consortium Lung Cancer Network's new FAQ on Tobacco Treatment Coverage in Kentucky is targeted for health professionals. Please disseminate this new product to all health professionals in your region.

This document produced by the Centers for Disease Control and Prevention (CDC) includes 11 ways to promote healthy eating and physical activity in a school classroom.  

Helping Children and Youth Who Have Traumatic Experiences Report

The Substance Abuse and Mental Health Services Administration (SAMHSA) has released a new report: Helping Children and Youth Who Have Traumatic Experiences. The report addresses the issue of Adverse Childhood Experiences (ACEs) and shows how children and youth who have experienced traumatic events are at risk of developing serious emotional disturbances or serious mental illness, along with other health problems.  The report also highlights how children who experience trauma and receive treatment through systems of care show significant improvements in their behavioral and emotional health. This framework enhances care coordination across multiple systems that work with children's services.
