Automotive Aftermarket Legislative Day Priority Bills
The Automotive Aftermarket Industry Legislative Day is fast approaching, and we'd like to share with you the legislation we will be focusing on during our visit to the State Capitol. The three bills we'll be discussing will all have an impact on the automotive industry if passed and signed by the Governor, including legislation that would mandate how you hire your own employees, an expansion of sales tax to cover services such as auto repair, and more. CSBA Small Business Advisory Council Meeting Summary
On Friday, April 7, ASCCA member James Justus attended the California Small Businesses Advisory Council (CSBA) meeting. State Senator Toni Atkins (D - San Diego) attended the meeting along with the President of CSBA Betty Jo Toccoli and other small business owners. Below is a summary of the meeting, provided by James Justus:
I voiced ASCCA concerns about the following bills:  
  • AB 5 (Gonzalez-Fletcher) - Burdens small and large employers with a scheduling mandate that requires employers to offer additional hours of work to employees before hiring a new employee or contractor, and exposes employers to multiple threats of costly litigation for technical violations that do not cause an employee any harm.
  • SB 640 (Hertzberg) - Penalizes small businesses and consumers by expanding the state sales tax to services. Businesses unaccustomed to collecting sales tax would have to develop accounting procedures to manage tax funds. These additional bureaucratic accounting procedures would be time-consuming, and would increase operating costs for affected businesses.
Betty Jo and the other small business owners agreed that both bills are bad for small businesses and should be opposed. Senator Atkins stated that she thought SB 640 was a long shot, but that we should continue to monitor the bill.
There was also a lively discussion about the need for workers' compensation reform. Betty Jo would like to see the issue included in regular health care insurance policies (24-hour care). She also feels that small businesses need to be more proactive on workers' compensation reform.
