U.S. Department of Labor Approves Final Overtime Rule
The U.S. Department of Labor announced a final rule to make 1.3 million American workers eligible for overtime pay under the Fair Labor Standards Act (FLSA).
"For the first time in over 15 years, America's workers will have an update to overtime regulations that will put overtime pay into the pockets of more than a million working Americans," Acting U.S. Secretary of Labor Patrick Pizzella said. "This rule brings a commonsense approach that offers consistency and certainty for employers as well as clarity and prosperity for American workers."

PA Crack Down on Drivers Who Don't Remove Snow Off Cars
A bill moving in the Pennsylvania General Assembly would allow police to ticket drivers who do not remove snow and ice from their cars in a timely manner.
Drivers in Pennsylvania could face fines for failing to clear ice and snow from their cars after storms under a bill making its way through the state legislature.
As written, the legislation would give police officers the authority to pull over drivers who do not scrape snow and ice from their vehicles within 24 hours after a storm. Violators could face a $75 fine.
Under current law, drivers can only be cited if snow or ice comes loose from a moving vehicle and strikes a car or pedestrian, causing death or "serious bodily injury." The proposed legislation increases the maximum fine for that offense, from $1,000 to $1,500.
State Sen. Lisa Boscola has been pushing the bill since 2005, when a woman was killed after ice dislodged from a truck and struck her car. The measure, dubbed "Christine's Law," unanimously passed the Senate last year but stalled in committee and did not receive a House vote before the end of the legislative session.
The current iteration was unanimously approved by the Senate Appropriations Committee and goes next to the full Senate.
The trucking industry opposed previous versions of the bill, but Boscola said the legislation is meant only as a proactive measure to protect motorists and pedestrians.
"My bill would help prevent injury and death on our roadways," she said in a statement. "It would emphasize safety and responsibility-building public awareness so that more people are vigilant about clearing snow and ice from their vehicles."

$77.3 Million in Grants to States and Educational Institutions Awarded
The U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA) today announced that it has awarded $77.3 million in grants to states and educational institutions to enhance commercial motor vehicle (CMV) safety.
"Safety is the Department's top priority and these grants will further assist state and local officials in their efforts to prevent commercial motor vehicle crashes," said U.S. Transportation Secretary Elaine L. Chao.

Amtran Asked to Plan for Buses
In 2018, Amtran received money from PennDOT and the Federal Transit Administration to buy 16 new Compressed Natural Gas buses, as part of a PennDOT initiative to promote the state's natural gas industry.
That same year, the FTA authorized an additional grant - contingent on funding from PennDOT - for seven more CNG buses in 2021.
Now, PennDOT is asking Amtran to plan for three additional CNGs in 2024 - with the continuing presumption they'll be fully funded - so by then, Amtran's entire 26-bus fleet should be powered by natural gas.

FMCSA Opens Registration for Commercial Driver's License Drug and Alcohol Clearinghouse
The U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA) today announced
that registration is now open for the Congressionally mandated Commercial Driver's License Drug and Alcohol Clearinghouse. Commercial driver's license (
CDL) holders, employers, medical review officers, and substance abuse professionals
can now visit https://clearinghouse.fmcsa.dot.gov and register to create a secure online user account.
"As this Congressional mandate is enacted, FMCSA's goal is to ensure drivers, employers, and everyone who will be using the clearinghouse are registered as efficiently and effectively as possible. FMCSA is here to be helpful during this implementation, and we strongly encourage all CMV stakeholders to get registered in the clearinghouse now," said FMCSA Administrator Raymond P. Martinez.
Registration is required to be able to access the clearinghouse once it is fully implemented on January 6, 2020. To access the clearinghouse, authorized users must register. These users include:
- Drivers who hold a commercial driver's license (CDL) or commercial learner's permit (CLP).
- Employers of CDL drivers. This includes those who employ themselves as CDL drivers (owner-operators), typically a single-driver operation.
- Consortia/Third-Party Administrators (C/TPAs).
- Medical Review Officers (MROs).
- Substance Abuse Professionals (SAPs).
There is no cost for registration. Commercial drivers are not required to immediately register for the clearinghouse, but will need to register to respond to an employer's request for consent prior to a pre-employment query or other full query being conducted.
FMCSA's clearinghouse website contains important resources, including user brochures and instructional aids with step-by-step registration instructions for all users. Users can visit https://clearinghouse.fmcsa.dot.gov to access these resources and to start the registration process.
The clearinghouse will be a secure online database that will allow FMCSA, CMV employers, State Driver Licensing Agencies, and law enforcement officials to identify - in real-time - CDL drivers who have violated federal drug and alcohol testing program requirements, and thereby improve safety on our nation's roads.

Westmoreland Transit Authority to Seek Bids for Bus and Shared Ride Operator
The Westmoreland County Transit Authority (of Greensburg, PA) will not renew its contract with the operator of its bus and shared ride system in 2020 because the authority could not reach an agreement with that company on the rates for next year.
National Express LLC, wanted to charge rates the transit authority considered too high, Frank Tosto, transit authority chairman, said following the authority's meeting in Greensburg.
