Hi all,
The majority of our Region 3 members are on Spring Break this week - here in the office, we are anticipating a little quieter week...we'll be here, of course, but maybe we'll be spending more time cleaning out email instead of putting out fires.
From Secrets of a Successful Organizer:
Remember the
bulls eye chart from Lesson 3? You're not trying to move someone from disengaged to organizer in one conversation, but maybe from disengaged to supportive, or from supportive to active, or from active to part of the core group. Slow and steady wins the race.
There's one major exception to this rule. When people are in a high-stakes fight where they're forced into action against a powerful enemy, it can change their thinking overnight. But most times, you will make better progress, and be less prone to disappointment, if you expect people to dip their toes in gradually.
Don't give up on people because of one "no." They may warm up over time. There may be things they're willing to do that neither of you has thought of yet.

WEAC Region 3 Representative Assembly & All Presidents' Meeting
May 12, 2018 @ 10 AM

The WEAC Region 3 (WR3) Representative Assembly (RA) is scheduled for 10:00 a.m. on Saturday, May 12, 2018, at Comfort Suites, 1951 Bond Street, Green Bay. Continental breakfast and lunch will be provided. The All President's Meeting will follow.
Each local is entitled to send at least two (2)
local delegates, and possibly more, to the WR3 RA, in accordance with the WR3 Bylaws (paraphrased below):
- One (1) delegate per one hundred local association members or major fraction thereof. Each local, regardless of size, is entitled to at least one (1) delegate. Please note that delegates must be dues paying members.
- The president of every local (or an alternate) is a member of the WR3 Board of Directors and, therefore, a member-at-large to the WR3 RA.
- WR3 Officers and Zone Leaders are members of the WR3 Board of Directors and, therefore, a member-at-large to the WR3 RA.
Examples:
- Local X has 85 members. It is entitled to send 2 members: 1 delegate and 1 member-at-large (president or their alternate).
- Local Y has 85 members and its president is a Zone Leader. It is entitled to send 3 members: 1 delegate and 2 members-at-large (president's alternate & president/Zone Leader).
All legislative powers shall be vested in the Representative Assembly, which shall:
- Establish the Region's objectives.
- Elect the Region's officers, and the At-Large members of the Board of Directors and Executive Committee.
- Adopt the budget.
- Establish dues.
- Exercise final authority in all matters of the Region.
- Adopt the rules and agenda governing its meetings.
- Enact such other measures as may be necessary to achieve the goals and objectives of the Region which are not in conflict with the Constitution and Bylaws of the Region, WEAC, or the NEA.

2018 Kohl Fellowship
At least 36 WEAC members have been named Herb Kohl Educational Foundation 2018 Teacher Fellows, educators who have been chosen for their superior ability to inspire a love of learning in their students, their ability to motivate others, and their leadership and service within and outside the classroom. Each winner and their school receives an award of $6,000. The WEAC Region 3 members named as Kohl Teacher Fellows for 2018 are:
- Sam Appleton, Little Chute Middle School, Little Chute
- Amy Hanson, Chilton Middle School, Chilton
- Frank Juarez, Sheboygan North High School, Sheboygan

Appleton Education Association
WEAC Vice President Peggy Wirtz-Olsen talks with the members of the Appleton Education Association's Membership Committee, who are committed to honoring the rich legacy of the AEA. "We inherited a strong association," said AEA President Chris Heller. "Past presidents like Marcia Engen, Noelle Mudrak, Candi Breitengross, Mark Leschke and Dianne Lang built the AEA to be a strong local. We are working to keep it strong."

There is an upcoming opportunity for us to put your Budget Action Workshop training into practice. I hope you will!
The Blue Ribbon Commission on School Funding will be holding its next public hearing on Monday, March 26, at Foth in De Pere (2121 Innovation Court). Invited guests will begin at 1:00 followed by public testimony to end at 6 p.m. Remember to bring a printed copy of your testimony to leave with the committee. Instead of two minutes, your testimony may be five minutes long. If you cannot attend in person, please submit a written copy to committee chairpersons.
You will find complete details at the link below. There are additional public hearings scheduled around the state. Please try to attend one of them.
Your efforts during the Budget Hearings had a positive impact. Let's do it again! Hope to see you in DePere on Monday.

What's the latest on teacher licensing?
The state's biennial budget passed in September 2017 included a host of changes for teacher licensing. The Region 3 office gets a lot of calls asking about the changes.
The 2017-2019 Wisconsin state budget, also known as 2017 Act 59, requires DPI to issue a new three-year Provisional license to every educator who holds a valid Initial Educator license. This Provisional license is a new license with a new license number.
DPI has completed the conversion process for the creation of these new Provisional licenses. Educators who hold a valid Initial Educator license should now see a new three-year Provisional license on both our online License Lookup and in Educator Licensing Online (ELO). All existing five-year Initial Educator licenses will continue to appear in educators' license records and in the DPI
License Lookup
. The three-year Provisional license allows educators to fill the same teacher, administrator, and pupil services assignments as the five-year Initial Educator license. You can find more information about Provisional licenses by reading our
FAQ.
Starting Monday, March 26th, DPI will begin to notify by email all educators who have been issued a new Provisional license. All Provisional licenses that were issued via the conversion have a start date of July 1, 2017, and an expiration date of June 30, 2020.
DPI is continuing the process of converting current Professional Educator licenses to Lifetime licenses. Once that conversion is complete, DPI will notify Professional Educators in a similar manner regarding their new license.
