President's Message - Terry Myer, Sr.

I am pleased to come to you as your new NCISS President. We had a great time at HTH!
We were able to meet with so many Senators and Congressmen to discuss certain House Bills and share our needs in the industry. Personally, I was able to meet with Ohio Congressman Patrick Tiberi and visit as always, we discussed the GPS Bill and asked that we be exempt from the Bill.

We had a luncheon at the Capitol in the Senator Visitor Center, there Ohio Congressman Steve Stivers was able to speak to our group, he agreed that to work some cases, we need trackers.

If you were able to attend thank you for making this a successful year. If you were unable to attend, maybe next year you will share another successful HTH with us.

We had about 50 members in attendance, which is almost double from last year.

After HTH a couple of our members had to leave D.C. to attend Wisconsin's annual conference (PAWLI). The attendance there was small but our 2nd VP Dean Gluth was able to sign up a large percentage of the attendees as new members for NCISS. Dean Gluth will be one of our top performers this year.

We are kicking off to an exciting year! Looking forward to seeing you at the next conference.

News from Lobbyit - Keith Nelson 
T he month of March was dominated by preparations for and execution of the official NCISS 2017 Hit the Hill (HTH) event. NCISS members and management gathered in Washington, DC for their Annual Meeting and Hit the Hill (HTH) legislative action day.
 
On Monday, March 27, Lobbyit attended a portion of the annual meeting and spoke about what to expect from our Hill visits given the current political climate. Lobbyit also attended that evening's NCISS reception, where we caught up on developments since the NCISS mid-term meeting in Las Vegas in late 2016.
 
On the morning of Tuesday, March 28, Lobbyit attended the NCISS HTH breakfast and orientation, where we prepped the attendees on what to expect during their Hill meetings, discussed the legal and legislative topics we were presenting, and covered how best to conduct effective advocacy. Later that morning, as part of HTH advocacy, Lobbyit took NCISS leadership to sit down with legislative staff for Congressman Jason Chaffetz (R-Ut3), the sponsor of the GPS Act, which NCISS opposes. The GPS Act would make it a criminal offense to track persons and property via electronic means without their consent. We explained to Chaffetz's staff how and why private investigators (PI) utilize GPS, and solicited their agreement to carve out/exempt PIs from the Act's prohibitions. Staff took voluminous notes, and asked us for legislative language which would accomplish our goals. Lobbyit and NCISS are currently in the process of reviewing the relevant state exclusions and drafting language for their consideration.

Later in the day, Lobbyit had a quick meeting with counsel from the Senate Judiciary Committee (the committee of jurisdiction for the Senate version of the GPS Act [Wyden, D-Or]), as part of a meeting Brad Duffy had with Senate Judiciary Chairman Senator Charles Grassley - Lobbyit had to high-tail it to lunch to meet our speaker, Congressman Steve Stivers (R-OH15). Judiciary staff were equally interested in reviewing language exempting PIs from GPS prohibitions, and Lobbyit will be following up with them in the near future. This is a critical relationship, because as Chairman, Grassley can hold Wyden's bill until Wyden concedes to our amendments. Consequently, even though the Chaffetz meeting went very well, we are heartened that we have a solid backstop in the Senate committee of jurisdiction.
 
NCISS then attended the luncheon in the Capitol Visitors Center, during which we were addressed by Congressman Steve Stivers, Member for Columbus Ohio, who sits on the Financial Services Committee and is now the Chairman of the National Republican Congressional Committee (NRCC), the political body responsible for getting Republicans elected to the House of Representatives. Congressman Stivers spoke for about 15 minutes, then took questions for another 10 minutes. In the process, Cong. Stivers very graciously recognized incoming NCISS president, Mr. Terry Myer. In turn, Mr. Myer secured Cong. Stivers's commitment to help NCISS with the GPA language in the House.
 
Overall, a resounding success. Finally, at the end of the day, NCISS hosted its "after action" reception for Members and staff in a room in the Cannon House Office Building. The event was well attended.
 
Also look for an Advocacy Hub letter next week to send to your Members of Congress on the GPA bill.

IMPORTANT UPDATE FOR RETIRED / INACTIVE MEMBERS:
A new bylaw was passed at the Annual Meeting, adding a new category for membership.

Section 3.05   Regular Inactive.
A Regular member who has been a member in good standing for at least ten consecutive years and has reached the age of 65, and retired from their business shall be entitled to waiver of one-half of regular dues commencing with the first renewal period following their sixty-fifth birthday. Regular Inactive members shall have the right to vote.

  • Regular Member: $175 -- includes the NCISS Legislative Fund and receives all rights and privileges of membership.
  • Inactive / Retired: $87.50 for inactive / retired members over the age of 65 years with at least 10 consecutive years of NCISS membership.
  • Affiliate Member: $175 -- Investigative & Security employees of government agencies, law firms, insurance firms or related business.
  • Associate Member: $75 -- Unlicensed employee of a Regular Member agency.
