ECONOMIC DEVELOPMENT INCENTIVES

Tax incentives have long been used by states to create jobs, attract businesses, and foster economic growth. More recently, states have begun to study incentive programs to ensure that they are receiving a return on their investment. While many states and some cities have implemented formal review processes, others have faced obstacles such as available and useful data.  As with all challenges, solutions can be found and The Pew Charitable Trusts has published the results of their research on this topic for review. 

Alison Wakefield from The Pew Charitable Trusts will be  speaking to the  Finance and Economic Development Committee  on the topic of Holding Businesses Accountable and Protecting Taxpayers.  The session takes place on  Wednesday, September 12th  during the Annual Meeting. ADVANCING DROUGHT MONITORING & PREDICTION

As a nation, we rely on our vast agriculture system for food and economic security. To maintain a robust production, access to abundant water resources is required. Periods of extreme drought, such as those experienced in recent years, have a significant impact on the agriculture industry that extend to many segments of our national economy. 

Through the use of research, monitoring, and management, the impact of droughts can be mitigated. Initiatives  such as the National Integrated Drought Information System (NIDIS) work with communities and governments to improve their preparedness resources and information networks. In their efforts, NIDIS has found that the application of research to operational capabilities helps improve the ability to monitor current drought conditions and better predict its onset.


Elizabeth Ossowski from National Oceanic & Atmospheric Administration's (NOAA) National Integrated Drought Information System (NIDIS) will be  speaking to the Agriculture and Water Committee  on their efforts to help western states prepare for drought.  The session takes place on Friday, September 14th during the Annual Meeting. WORKFORCE DEVELOPMENT FOR PEOPLE WITH DISABILITIES

An estimated 1 in 5 Americans live with a disability and have a desire to contribute to their local community, as well as economy through employment opportunities. In spite of legislative strides such as the Americans with Disabilities Act (ADA), and other state level laws, many people with disabilities face barriers to employment and self-sufficient lifestyles placing them at a disproportionately higher risk for poverty and economic insecurity. While many policies have assisted in addressing this challenge, to provide a more systematic approach state level policies will need to focus on a number of key areas. 

Members of the  Education and Workforce Development  Committee  will be discussing the national State Exchange on Employment and Disability (SEED) program and its efforts to help states integrate people with disabilities into the workforce.  The session takes place on  Saturday, September 15th  during the Annual Meeting.
