Civility Ordinance Passes
 
Over the course of the 2016 Fall season, the Greater South Post Oak/West Bellfort Coalition, which consist of businesses, churches, and residents of Willow Meadows, Willowbend, Westwood, Westbury, and Meyerland, collectively coordinated a petition drive regarding the City of Houston ordinance amendment of Chapter 40. This amendment would extend provisions of the existing civility ordinance to include the area defined by the Greater South Post Oak/West Bellfort Coalition.
 
"The Coalition's hard work paid off," states Council Member Green. "I, along with my council colleagues, passed this civility ordinance unanimously.
 
The City of Houston civility ordinance prohibits certain conduct on sidewalks (lying, sitting or storing personal possessions) during the 7:00 a.m. to 11:00 p.m. timeframe. Prior to the passage, the civility ordinance was only applicable to the Central Business District, Midtown, Old Sixth Ward, Avondale, Hyde Park, East Downtown Management District and the Historic Near Northside.  The ordinance contained provisions for a citizen petition procedure to extend the restrictions to other areas of the City.
 
"This was a great community collaboration. It was good to see adjoining communities come together to address a holistic issue in a grassroots manner," states Council Member Green.
 
Near Southwest Super Neighborhood Formation
 
   
Last year, the District K office was approached about forming a Super Neighborhood Council (SNC) within the Willow Meadows/Westwood area. From that interest, Council Member Green tasked Donald Perkins to initiate an informational meeting to fully explain the Super Neighborhood Program (SN). In September 2016, the District K office facilitated an informational meeting among the area's community stakeholders to seek their interest in pursuing this program and joining the other five (5) active District K SNCs - Braeswood, Westbury, Brays Oaks, Central Southwest, and Fort Bend Houston.
 
The first SN formation meeting occurred in November 2016, followed by a subsequent formation meeting in January 2017. "I'm glad to see the stakeholders within this  area are engaging each other to form a collaborative organization that will address community issues as a unified voice," states Council Member Green.  
 
To date, the SN formation team is steadily moving forward with finalizing the bylaws and reaching out to other interested community stakeholders. As part of this formation process, the group has decided to revise their original SN name to be more reflective of their boundary - Near Southwest SN.  The next SN formation meeting is scheduled for May 4 at 6:30 p.m. at Willow Meadows Baptist Church.

 District K Residents attend Homestead Workshop

 

On Saturday, April 1, 2017, the District K office hosted another Neighborhood 101 Workshop for our residents.  The Homestead Exemption workshop was held at the Fountain Life Center and proved to be extremely informative. This complimentary symposium provided residents with information needed to apply for the appropriate exemptions from the Harris County Appraisal District.  The workshop was in partnership with the Harris County Appraisal District and the Carl Earl Institute. 
 
If you missed the workshop please note HCAD will host another property tax workshop on May 4, 2017 at 6:30pm at he Hiram Clarke Multi-Service Center, located at 3810 W. Fuqua, Houston, TX 77045.
 

 Madison Alumni Scholarship Banquet

 


The Madison High School Alumni Association celebrated its inaugural scholarship fundraiser and banquet. "I was honored to be the guest presenter at the first Madison High School Alumni Association Scholarship Fundraiser and Banquet. As a 1983 graduate and an active member of the alumni association, it was important to highlight the necessity for this scholarship fundraiser event," states Council Member Green.
 
The theme of the event was "Building A Legacy". The inaugural event was well attended and the Madison High School Alumni Association team did a great job coordinating a successful event.
 
 

 New Faces of Houston's Law Enforcement Joint Community Meeting

 


The joint community meeting hosted by Council Member Larry Green and Council member Dwight Boykins was very well attended.  The two council members were honored to introduce the residents of District K  and District D to the new faces of Houston's law enforcement.  The attendees had an opportunity to meet Houston Police Chief-Art Acevedo, Houston Fire Chief-Sam Pena, Harris County Sheriff-Ed Gonzalez and Harris County District Attorney-Kim Ogg.

Parker Elementary School Construction Update
 
New School Opening Delayed Until January 2018
The somber truth has been revealed and the HISD Bond team admits now that it was overly optimistic to say that the new Parker Elementary building would be ready for move-in by the start of school in August of 2017. The HISD construction team discussed that there have already been 95 rain-delay days on the Parker project. Even though it might be possible to move in for start of school in August 2017, while still finalizing construction, it is not recommended or desirable based on experiences at other schools. The new schedule is that the move will be made over the school break in December of 2017, and that students will start in the new building in January of 2018.
 
The Project Advisory Team (PAT) for the Parker Elementary School project met on February 15 to discuss the current construction status. School Principal Lori Frodine questioned why so little progress has been made. Construction was released in April 2016 for the new building, and the structural framing went up in October 2016. The owner for Patriot Construction and the site construction manager discussed that the rain delays have been significant. The slowest and most critical part of the project will be the completion of the utilities, mechanical, and heating/ventilation in "part C" of the building (the wing closest to the city park). The heating and ventilation systems must be working to do the sheetrock work. Once the roof is completed and the mechanical systems are working, then progress will go much faster.

Now in its fifth edition, the 2017 Willow Waterhole MusicFEST is a two-day event featuring  20 hours of FREE diverse music, provided by 16 Pro Bands and 7 Student-School Bands. New this year is a dynamic Art Fair and expanded Food Truck service, all happening at the naturally
beautiful  290-acre Willow Waterhole Greenway.





Westbury High School Groundbreaking
 

In February, Westbury High School held a celebratory groundbreaking ceremony to mark the start of construction as part of the voter-approved 2012 Bond Program. Westbury High School is programmed for a $40 million addition and renovation that will feature 26 new class-rooms, replace current portable buildings, add flexible learning centers, a commons area designed to serve a dual purpose as both a dining and gathering space, and two gymnasiums. Last month, WHS held a grand opening of the new baseball and softball fields that were included in an early phase of the overall school renovation project.
  
HISD sponsored a community meeting to address final design plans and provide an overview of what students, staff, and constituents can expect during the construction phase of this project. Read more about this meeting on the next page.
  
Westbury is among 40 schools, including 29 high schools, being renovated or rebuilt as part of the 2012 Bond program. Active construction is currently underway on roughly three dozen projects - more activity than at any other time in district history. On Tuesday, February 28, Westbury Christian School's Wildcat varsity baseball team "played ball" on its new home field, Mark Chapman Field, following a brief dedication ceremony recognizing the late Mark Chapman, his wife Cheryl Mellenthin, the current and former WCS board members and volunteer project co-chairs - Randy King and Lee Martin - and WCS West Campus facilities director Mark Hall, all of whom gave so generously, of their time and financial blessings, to make the "field of dreams" a reality.
During the ceremony, WCS parent Rick Peters, the friend of Mark Chapman who introduced Mrs. Mellentin to the school, described Chapman as a savvy "Renaissance man" who excelled in many areas: business, poetry, art, philosophy, law and athletics. Chapman grew up in Kansas and competed as a student-athlete in high school - for which he held a shot put record for 47 years - and college. He earned his undergraduate degree at Kansas State University, also the Wildcats, and has generously supported scholarships and other programs at his alma mater for many years.
"Mark Chapman had a passion for life, and today we celebrate his life and thank Cheryl for her generosity, as his passions and memory live on at Chapman Field," Peters said. "We at WCS are quietly exceptional, and we celebrate Mark and Cheryl, an exceptional team, who quietly do their thing for the benefit of so many."
With the completion of Chapman Field, the Wildcat Athletic Complex on the school's West Campus is now home for varsity boys and girls soccer and varsity baseball, as well as several middle school sports, athletic practices, and the Fine Arts Department's dance program.


Westbury Christian School Boys Basketball Champions Honored at City Hall
 

Council Member Green recognized and acknowledged the Westbury Christian School varsity boys basketball team and coaches before City Council with a mayoral proclamation for their state championship win. "These outstanding champions exemplify true sportsmanship and dedication to the game of basketball," states Council Member Green. On February 25, 2017, the Westbury Christian School boys' varsity basketball team defeated the Legacy Christian Eagles from Frisco to win their fifth consecutive Texas Association of Private and Parochial Schools state title. For the past 26 years, the Westbury Christian School Wildcat basketball teams have been making their mark at the TAPPS state tournament.
 
Established in 1975, Westbury Christian School has been the visionary support of Westbury Church of Christ. Although staffed by members of the churches of Christ, the school is independently operated by a Board of Trustees. The congregation at the Westbury Church of Christ has donated the use of their facilities for the school since the beginning, but does not contribute funds for its operations. In 1988, Westbury Christian School received accreditation from two prestigious accrediting agencies; the Southern Association of Colleges and Schools and the National Christian Schools Association. These two agencies have allowed the Westbury Christian School credits to be acceptable at any accredited educational institution in the United States. Moreover, its graduates attend the finest colleges and universities.
 
Other than academics, Westbury Christian School has an outstanding athletic program. The athletic program is actively supported by parent volunteers who have formed the Westbury Christian School Athletic Association. This Association provides valuable support to the success of athletics at the school, receives generous contributions from several businesses in the community, and affectionately refer to these supporters as their "Wildcat Backers."

Friends of Westbury High School Foundation Celebrates Annual Scholarship Gala
 

It's that time of year again! The Friends of Westbury High School Foundation is celebrating their 25th annual scholarship gala on April 29th at the Braeburn Country Club. The open reception is scheduled to begin at 6:30 pm., followed with dinner and the scholarship program. This year's gala will honor Al Campbell, Donna Edmundson, Master Sergeant  David Garcia and Chief Master Sergeant Cynthia Frank. This year's theme is "Mardi Gras - 25 Anniversary".
 
The Friends of Westbury High School Foundation, an all-volunteer, non-profit, tax exempt organization, was founded in 1992. Thanks to the generous support of Westbury alumni, friends, and business partners, the Foundation from 1994 to the present has raised over $200,000 for scholarships for deserving Westbury students. In addition, the organization supports school projects; such as campus landscaping, mentoring, serving on school committees, and maintaining the Foundation website.

HCC Responds to Community Education Needs
  
The new Houston Community College (HCC) Brays Oaks Center is responding to the increased demand for affordable workforce training in the Brays Oaks community. The state-of-the-art 28,000 square-foot facility bridges the gap between high school and a successful career by offering students in the community an opportunity to graduate and start working within six months to one year.
According to the Brays Oaks Management District, over 26 percent of residents ages 25 and older do not have a high school diploma. Another 23 percent have only completed high school or have received a GED. Additionally, more than 40 percent of the Brays Oaks population is Hispanic and many speak only Spanish.
The HCC Brays Oaks Campus opened at the beginning of this year. Enrollment continues to rise as the center provides a diverse community a variety of courses and certifications. The goal is to make going to college convenient, relevant and affordable.       
Technology (IT) courses and certifications are among the options at the new center. It offers Network+ Certification, MS Office Suite Professional and A+ Certification classes. The classes all are designed to get a student started in a new career or give an existing professional an extra certification to either receive a promotion, a salary increase or apply for another job.
Having technical and professional certifications are increasingly more popular and important these days.  "Community colleges, like HCC, play a critical role in training new workers and retraining veteran workers," said Moji Amini, HCC Division of Extended Learning Program Manager. "People interested in becoming computer support specialists generally need certificates in a computer-related field, as well as significant hands-on experience with computers to land good jobs."
The $12 million Brays Oaks Center sits near the intersection of West Bellfort Street and Riceville Road.

Cigna Sunday Streets, a project of the Mayor's Office of Special Events and the Health and Human Services Department, provides a family-friendly opportunity for being physically active. For four hours one Sunday a month during the spring months, selected Houston streets are closed to motorized traffic, allowing Houstonians to cycle, walk, run, dance, and socialize in the street. Stores and restaurants along the routes will also be open for business.  We hope to see you there!

On Monday, February 27, 2017, Council Member Green joined the members of the Five Corners Management District and the executives of SolarCity for their official ribbon cutting ceremony. Located in the Beltway 8 Southwest Business Park, SolarCity will allow us to have clean and more affordable energy delivered to homeowners, businesses, schools, non-profits and government organizations at a lower cost than they pay for energy generated by burning fossil fuels like coal, oil and natural gas.

The 12th Annual Tour de Houston Rolls through District K to Blue Ridge Park in Fort Bend, Houston
 
The annual Tour de Houston bike ride, presented by Apache Corporation, took take place Sunday, March 19, 2017. The annual fundraising bike ride consisted of a 20, 45, and 60 mile route. Now in its 12th year, the annual bike ride offers Houstonians and visitors a unique way to view the city with routes winding through Houston's neighborhoods, scenic districts and parks while raising funds for the City's Reforest Houston program. 
 
This year, over 4,000 cyclist rode from City Hall (downtown) through District K - hitting the South Braeswood, Brays Oaks, and Fort Bend Houston communities. The 30 mile turnaround point was in the heart of Fort Bend at Blue Ridge Park.
 
Donald Perkins and Martha Castex-Tatum enjoyed riding through the amazing district we also serve. Thanks to all of the Fort Bend residents who came out to cheer us on.
Stimley-Blue Ridge Neighborhood Library Becomes a Family Place Library
 
Family Place Libraries redesigned the library environment to be welcoming and appropriate for children; connect parents with the resources, programs and services offered at the library and other family service agencies; and reach out to non-traditional library users. Through Family Place Libraries, the following core components will be implemented into the Stimley-Blue Ridge Neighborhood Library:
  • A robust collection of books, multimedia materials for babies, toddlers, parents and service providers.
  • A specially designed, welcoming space within the children's area for families with young children.
  • Parent/Child workshops that involve toddlers and their parents and caregivers; feature local professionals who serve as resources for parents; facilitate early intervention; and teach strategies for healthy child development and early literacy.
  • Develop a neighborhood coalition by building relationships with community agencies that serve families and young children to connect parents to community resources and develop programs and services tailored to meet local needs
  • Outreach to new and non-traditional library users.
  • Developmentally appropriate programming for very young children and their parents such as the "Very Ready Reading Program" story times, After School Zones, and Summer Reading Program that encourage a love for reading amongst all family members.
The Stimley-Blue Ridge Neighborhood Library is being reimagined as part of the Houston Public Library new Strategic Master Plan. After renovations, the library will reopen in partnership with the City's Health Department, with a fully operational mini-WIC (Women, Infants and Children) center located inside. The library's new family friendly design will include a large youth collection, a children's nook, an early learning center and a living room style lobby. Training and meeting spaces, including the computer lab, conference room and large meeting room will be constant programming spaces where both the library and WIC will provide targeted family programming that promotes family engagement and learning for all ages, in addition to nutrition classes for pregnant women and workshops and classes for new parents. The grand opening date is slated for May 13, 2017 at 10:00 a.m.

District K Hosted Neighborhood 101 Symposium - Estate Planning

 

On Saturday, March 18, 2017 the District K office facilitated a Neighborhood 101 symposium in the lecture hall of Westbury High School.  Board Certified, Attorney, Christine Willie delivered an informative presentation on Estate Planning.  Despite your wealth level, everyone should have these four estate planning documents:
- A Durable Power of Attorney
- A Medical Power of Attorney
- A Directive to Physicians
- A Last Will and Testament
Over 80 residents attended the workshop and were able to have their questions pertaining to there estates answered.  "Being able to provide these types of workshops to our resident is invaluable.  It is our desire to make sure our residents have the information they need to enhance all aspects of their quality of life," states Council Member Green.

Officer Mary Young to Take on New Role

 

Texas Southern University has announced that Senior HPD Officer Mary Young has been named the new acting chief of police for the Department of Public Safety at the University.  Officer Young is a graduate of James Madison High School.  She received her BA and Master of Arts degree from Prairie View A&M University.  Officer Young has made a tremendous impact in the area of community policing in District K.  We are going to miss her advocacy for our youth and her extraordinary drive for making sure our Back to School and After Dark in the Clarke events are stellar.  We wish Officer Young the very best as she retires from HPD and assumes her new role as the first  female police chief at Texas Southern University. 

District K Hosts 2017 Capital Improvement Plan (CIP) Meeting at Hiram Clarke Multi Service Center
On Thursday, March 9, 2017, Council Member Green hosted the annual Capital Imprvement Plan at the Hiram Clarke Multi-Service Center, 3810 West Fuqua St., 77045 from 6:30 p.m. to 8:30 p.m.
 
The CIP meetings are held every year to inform citizens of upcoming projects scheduled in their respective communities.  Mayor Turner addressed the residents in attendance giving an overview of the city projects and progress.  CIP meetings afford citizens an opportunity to learn, voice their concerns and address City of Houston officials regarding project planning & delivery.  Attendees were able to ask questions from various city departments and all left with a post card from COH Department of Public Works & Engineering summarizing the reconstruction, rehabilitation and repair projects throughout District K.  An update on the city's implementation of Rebuild Houston was also provided during the meeting.

CM Green Hosts Brays Oaks/Westbury Community Public Safety Forum

 

Council Member Green , in collaboration with the Brays Oaks Super Neighborhood Council, Westbury Super Neighborhood Council, and the Brays Oaks Management District, hosted a Brays Oaks/Westbury Community Public Safety Forum at Fondren Middle School. "This community forum allowed Houston area law enforcement agencies to introduce themselves to the constituents of the Brays Oaks and Westbury communities and allow them the opportunity to explain their agency's roles and responsibilities as well as discuss coordinated initiatives per other partnered law enforcement agencies," states Council Member Green.
 
Invited guests included HPD Chief Art Acevedo, HFD Chief Sam Pena, Harris County Precinct 7 Constable May Walker, METRO Police Chief Vera Bumper, Houston Municipal Courts Presiding Judge Elaine Marshall, and representatives from HISD Police, HCC Police, Harris County Attorney's Office, and the Harris County District Attorney's Office.
 
"Public safety is a key initiative to me and the constituents of District K. I was pleased with the number of constituents that attended the forum from the Brays Oaks and Westbury communities," states Council Member Green. "This forum also provided an opportunity for Chief Acevedo to announce the new Assistant Chief and new Captains assigned to both the South Gessner and Southwest Patrol Division."

Meet Beyond Careers

 

 

Beyond Careers is a community-based, 501(c)(3), non-profit organization; founded on July 7, 2003 and received its federal and state tax-exempt certifications on July 9, 2004. On July 10, 2016, Beyond Careers began its 13th year of project development and management and serving low-to-moderate income clients.

Beyond Careers is one of several Volunteer Income Tax Assistance (VITA) programs across the country that the IRS relies on to help people who make less than $58,000 file their taxes every year, completely free of charge. In 2016 alone, our IRS certified volunteers helped individuals in Houston qualify for and keep 100% of their refunds and claim all the credits that they have earned.

Our tax preparation teams consists of accounting students from the University of Houston-Downtown (UHD), Houston Community College (HCC), CTE Finance Pathway students from Westbury High School and Northside High School, who have completed VITA training to become IRS-Certified tax preparers at the Advanced level or Greeters.

In partnership with Houston Community College, Beyond Careers will have our 6 th Annual Education Symposium in November 2017. High school students from Houston Independent School District, Fort Bend Independent School District, Alief Independent School and others will be invited to this event.

The Spring and Fall season is the time of year a significant number of civic associations host their annual civic association meetings. Since coming into office, Council Member Green has continued to make a commitment to visit every civic association within the District. If you are receiving this e-newsletter and Council Member Green has yet to attend your annual civic association meeting, please contact the District K office at 832-393-3016 or [email protected] to schedule an appointment.

Periodically, the District K office sends pertinent information about District K news and City of Houston topics of information relating to your neighborhood and neighborhood association. Hire Houston Youth offers youth ages 16 to 24 internship and job opportunities at public and private employers in the Houston area. All positions are at least 7 weeks and pay at least $8.00 an hour. Most opportunities will begin June 19, 2017 and end no sooner than August 4, 2017.

Beginning in April, Hire Houston Youth, in partnership with the McDonald's Owners/Operators Association of Greater Houston, will host various on-the-spot hiring events open to all youth ages 16 and up. These events are open to the public and do not require applicants to pre-register or be pre-screened. Past participating employers include McDonald's, Jack-in-the-Box, Whataburger, Cash America, Corner Store, and Walgreens. Please see below for the time and location of each event:
