State Legislative Session Wraps Up, 
Budget Shrinks

The 2018 fiscal year's budget was finalized this past week and the legislature wrapped up business on Wednesday, March 29. Most of the session was spent preparing state agencies for budget cuts and encouraging them to trim budgets moving forward. Prior to the end of session Governor Phil Bryant made another round of emergency cuts and dipped into the state's rainy day fund for emergency spending. The 2017 budget ends on June 30, and the Governor has requested that the legislature allow him authority to continue to use rainy day funds as needed between now and June 30. The Governor is currently allowed to withdraw up to $50 million every fiscal year for emergency spending, as of Friday, March 24, he had already withdrawn the maximum amount.
 
Additionally, the Joint Legislative Budget Committee voted to reduce the 2018 revenue estimate by $175 million, which resulted in significant budget cuts across the board for the upcoming fiscal year. The Mississippi Academy of Family Physicians is active in promoting the budget requests of the Mississippi Rural Physicians Scholarship Program, the Office of Mississippi Physician Workforce, the Mississippi State Department of Health, and then we monitor various other budgets. While the Department of Health's budget was cut, our voices made a difference in allowing for wording changes that freed up earmarked money in the department's budget. That money will be applied toward public health and safety services for all Mississippians. Thanks to MAFP members who contacted their legislators.
 
While the majority of the budget process was completed this week, lawmakers ended the session at a stalemate over the budgets for the Mississippi Department of Transportation and the Attorney General. The Governor will be forced to call a special session prior to July 1 for lawmakers to come to an agreement on these budgets.

Now's your chance to serve on the MAFP Board of Directors.  Board members are expected to attend meetings, and to take part in the decision-making process.  They are also required to exercise a reasonable degree of knowledge, skill and care in bringing their best judgment to the performance of their responsibilities.  It is the duty of the Board members to stay informed on the issues of the Mississippi Academy; to study the materials that are distributed to them; and to exercise sound judgment in arriving at decisions. At a meeting of the Board, it is important that Board members ask questions, express their thoughts, and receive ideas from other Board members to weigh pros and cons before reaching a decision. Please contact MAFP Executive Director  Beth Embry  or Nominating Committee Chair Dr. Samuel Crosby if you are interested. The following positions on the board will be filled by the Nominating Committee this year:

Dr. Brad Suggs has an Unusual 'Specialty'

One of our most fun events of the year happens at the MAFP Spring Conference - the Friday night Crawfish Boil catered by Dr. Brad Suggs, a family physician at MEA Medical Clinic in Flowood. Some would say preparing crawfish is his 'specialty,' as he is a native of Clinton, LA, near Baton Rouge.  Suggs, who has been catering for the conference for 5 years, says his parents come from Louisiana to help him.  The MAFP is one of two crawfish boils he does each year. For our event, he typically prepares 300 pounds of crawfish, sausage, potatoes, mushrooms and corn. He said some people at the conference mistake him for a full-time caterer and don't realize he's actually a family physician and a MAFP member. Suggs said he initially became involved with MAFP through the UMMC Family Medicine Interest Group, then attended the Annual Meeting and became active as a member. Shining the Light on Mental Health in Mississippi

Some things need to be illuminated, and the stigma of mental illness is one of them. Family physicians will benefit from the University of Mississippi Medical Center's upcoming seminar, 'Shining the Light on Mental Illness in Mississippi,' scheduled for Thursday, May 11, from 5 to 8:45 pm in Jackson. The event will feature Patrick Corrigan, Distinguished Professor of Psychology at the Illinois Institute of Technology, on the following topics: Erasing the Stigma of Mental Illness, Substance Abuse, Suicide, and Referral Guidelines. MAFP Foundation is partnering with Vicksburg Medical Foundation to bring the nationally-acclaimed FOODPLAY school assembly program  to eight elementary schools in the Vicksburg Warren School District, April 10-13. We need family physicians, medical students and residents at the 45-minute presentation to represent MAFP Foundation, introduce the program and answer questions from kids in the audience. FOODPLAY is a school-wide assembly performance featuring the power of live theatre, amazing feats of juggling, music, magic, and audience participation to empower kids with the skills to take charge of growing up healthy, fit and active.  The program promotes the importance of school breakfast and lunch, and motivates kids to eat the healthy foods offered. FOODPLAY Productions is the winner of 10 national nutrition awards plus an Emmy for Outstanding Children and Youth Special.

Now's your chance! If you're a resident, you can apply for a scholarship to attend the MAFP Annual Scientific Assembly in July, and it will cover your room, registration and meals at the 5-day event. The MAFP Annual Meeting provides opportunities for family physicians from across the state to connect with each other, network with those in collaborative roles and earn continuing medical education credits. If you're chosen, you'll enjoy the meeting at no charge.
 
A financial endowment was given to the MAFP Foundation in Dr. Dewitt G. Crawford's memory by Mrs. Dewitt G. Crawford to fund this scholarship. How does a resident qualify? One Dewitt G. Crawford, MD Scholarship will be awarded each year to a deserving resident who best demonstrates the character qualities of:
  • leadership gained through life experience in their job, education, and/or service or volunteer opportunities
  • shows a commitment to future involvement as a leader with the MAFP

MAFP Needs Medical Students 
to Help With  Summer Meeting

Are you a medical student interested in attending the Annual Scientific Assembly this summer? Have we got a deal for you! MAFP is looking for medical students interested in Family Medicine who can join us to help with registration, events, exhibits and more. In exchange for your help, your rooming and meals will be provided by MAFP. We promise there are lots of opportunities to network with members and enjoy a little free time at the beach! Leadership Opportunities  for 
Medical Students and Residents 

The MAFP and MAFP Foundation provide opportunities for the future leaders of family medicine to enhance their education, make connections and gain "real world" experience. We are seeking dynamic medical students (4) and residents (4) to serve a one-year term on the Board of Directors for either the MAFP or MAFP Foundation. 

Interested students and residents should complete a Board of Directors Application  and reviewCampaign Rule Information.

The Board of Directors Application and additional required documents must be received via mail, fax or email no later than Friday, April 7, 2017.

Elections for these board members will occur at Spring Fling Conference on Saturday, April 22.
