Nonprofit Independence: More Important Than Ever

The rain is splattering down across the state starting the greening process we all relish with the autumnal rains. It also looks like we missed a bad fire season this year (knock wood), so Happy Fall!
I'm excited to have seen a great number of you in either Sunriver for the High Desert Conference or in Ontario at the Eastern Oregon Nonprofit Conference. There were great trainings and conversations at both events and lots of opportunities this fall to engage in more. NAO is kicking off our fall series of learning networks and workshops around the state and virtually through webinars. NAO strives to support all nonprofits (small, medium and large; rural and urban; staffed and all volunteer) with tailored learning opportunities and convenings for timely discussions all across the state.

Best Practices - Fact or Myth? New Research Challenges Convention in Nonprofit Management
Thoughts from: Scott Schaffer, Principal, Public Interest Management Group and Jim White, Executive Director, Nonprofit Association of Oregon
Public Interest Management Group conducted an applied research project in partnership with the Nonprofit Association of Oregon, The Impact Foundry and 43 charitable nonprofits between 2015 and 2017. The research objective was to identify nonprofit management practices linked to organizational success. In this paper we present findings and discuss implications for nonprofit leaders, funders and capacity-builders. The results confirm some commonly-held assumptions about best nonprofit practices and challenge others. The findings further suggest that nonprofits and technical assistance efforts may be out of synch with a range of success factors. We summarize a prevailing approach employed by successful nonprofits in the study and identify important questions for further research.

NAO invites all 501(c)(3) nonprofit organizations in Oregon to participate in the 2019 Oregon Nonprofit Sector Survey.
Your collective input is critical for all of us to understand the state of the nonprofit sector and will allow us to identify trends, issues, and challenges affecting Oregon's nonprofit landscape. (The last Oregon sector report was released in 2016.) The 2019 survey findings will be a valuable resource to inform the work and decision making of nonprofits, funders, policy makers, those who serve Oregon's nonprofit sector, and others. The survey results will also help NAO shape our future programs and services.

Changes to the U.S. Federal Overtime Rules
The Overtime Final Rule does three things of significance to charitable nonprofits.
On September 24, 2019, the U.S. Department of Labor announced its Overtime Final Rule that adjusts the salary level test, part of a three-part test for determining when white-collar workers are exempt or must be paid overtime for working more than 40 hours in a week. The Labor Department announced further that it intends to propose updates to the salary and compensation levels on a regular basis, to ensure that these levels provide useful tests for exemption. The Final Rule goes into effect on January 1, 2020.

Guidance on Payroll Deduction Requirements in the City of Portland
Employees can make contributions to political
committees
through payroll deduction
In November of last year, voters amended the City of Portland Charter relating to the election of City of Portland candidates (mayor, commissioners, auditor) by requiring contribution and expenditure limits in campaigns as well as requiring: disclosures on certain campaign communications, additional registration of expenditures with the Secretary of State, and employee political deductions via payroll. As of September 1, 2019, the post-tax payroll deduction to political committees is required to be available for employees if an organization already provides similar deductions, otherwise it is voluntary.
