The Family Justice Center is a
warm and welcoming one-stop Center for people affected by domestic violence, sexual assault, elder abuse, child abuse, and human
trafficking. By locating many service providers in one place, the Center helps people in crisis to find hope, safety, and healing through a single door.
When survivors of family violence seek help, they are often frustrated by a fractured system. They may have to travel to multiple locations and tell their story repeatedly. National estimates show that victims may access as many as 32 different agencies for assistance. These hurdles can discourage their efforts, and cause many people to simply stop seeking help. The Center brings multiple partners, both public and community-based, to provide holistic services to victims of interpersonal violence.

Tips for Seniors and People with Disabilities During a Power Outage
|
Here are some tips and ideas that may help you during and after a power outage:
- Speak with your neighbors about setting up a check-in system. Decide how you will communicate with each other (by phone, knock on doors, etc.)
- Have information about your medical conditions, medications, emergency contacts, and insurance provider nearby.
- Wear medical alert tags or bracelets at all times. If you have a communication disability, make sure your emergency information notes the best way to communicate with you.Have a pen and notepad or paper handy.

Keep your refrigerator and freezer doors closed as much as possible. An unopened refrigerator will keep foods cold for about four hours. If in doubt about the safety of any food, throw it out.

Eat canned and non-perishable foods, and keep a manual can opener on hand. Meal/snack ideas that don't require cooking:

Peanut butter and jelly sandwiches

Salad

Prepared tuna salad kits, readily available in most grocery stores

Canned fruit or vegetables

Consider combining food and resources such as camping stoves, gas grill, or water filter to benefit your immediate community.

The Food Bank of Contra Costa and Solano, and other local food pantries, are available for people in need.

Unlock electric security gates and garage doors to ensure you can get in and out.

Disconnect appliances and electronics to avoid damage from electrical surges.

Keep a flashlight or battery-operated lantern within easy reach. Do not use candles for heat or light, as they can be a fire hazard.

Use portable generators cautiously. Operate them outdoors only in a well-ventilated area. Refuel generator only after it has cooled. Do not connect a generator to your home's electrical system.

ECCFPD Awarded Certificate of Excellence

We congratulate East Contra Costa Fire Protection District who just received the
District Transparency Certificate of Excellence by the Special District Leadership Foundation (SDLF) in recognition of its outstanding efforts to promote transparency and good governance.
"This award is a testament to East Contra Costa Fire Protection District's commitment to open government," said, Fire Chief Brian Helmick. "The entire district staff is to be commended for their contributions that empower the public with information and facilitate engagement and oversight."
To receive the award, a special district must demonstrate the completion of essential governance transparency requirements, including conducting ethics training for all board members, properly conducting open and public meetings, and filing financial transactions and compensation reports to the State Controller in a timely manner.
"I am ecstatic to hear that we have worked through the process, to acquire this certificate of excellence," said, President Brian Oftedal. "It is extremely important to me, that we are accessible, promote transparency and maintain public trust." The application process to obtain this certificate is not easy. There is an extensive list of requirements. "I am thrilled that we
are now able to showcase East Contra Costa Fire Protection District's commitment to transparency."
SDLF is an independent, non-profit organization formed to promote good governance and best practices among California's special districts through certification, accreditation, and other recognition programs.
Special districts are independent public agencies that deliver core local services to communities, such as water, wastewater treatment, fire protection, parks and recreation, healthcare, sanitation,
mosquito abatement, ports, libraries, public cemeteries and more. Districts are established by voters and their funding is approved by voters to meet specific needs through focused service. They can be specially molded to serve large regions or small neighborhoods depending on the need.

Buchanan Field Airport to Simulate and Extinguish Plane Fire
|

Buchanan Field Airport plans to hold live fire training exercises the week of October 7-11, 2019. The exercises include Contra Costa County Airport Operations, ConFire, Contra Costa County Sheriff, Office of Emergency Services and other mutual aid agencies. Buchanan Field Airport is the Federal Emergency Management Agency (FEMA) Logistic Support Area for rotorcraft in the event of major catastrophic events such as earthquakes or fires in the Bay Area.
Cross training with mutual aid agencies helps Buchanan Field Airport prepare for any emergencies that Buchanan Field and the surrounding community may face. Buchanan Field Airport maintains a strong safety record serving a mix of aviation and non-aviation businesses.

October 6-12, 2019 as Code Enforcement Officer Appreciation Week, and
October 6-12, 2019 as National 4-H Week.

Contra Costa County Public Works will perform work along the shoulder of the eastbound lane of
Marsh Creek Road, approximately 0.3 miles west of its intersection with Morgan Territory Road
starting October 8 through October 31, 2019 weather permitting.
The Public Works Department's contractor will repair a sinkhole along the shoulder of Marsh Creek
Road.
Traffic may be affected by temporary lane closures between the hours of 9:00 am - 3:00 pm,
Mondays through Thursdays.
Drivers can expect delays of approximately 5 minutes. A changeable message sign and other construction signs will be placed in advance of the construction activities.
Delta Bridge Closure Alert
Beginning October 1, Isleton, Three Mile Slough, and Paintersville bridges will begin alternating overnight closures for repair.
Rio Vista Bridge on Highway 12 and west of Highway 160 will remain open with a current nighttime work schedule using one-way traffic control. Vehicle traffic is open during daytime hours for all bridges. Currently, and at least through the nighttime vehicle traffic closure dates below,
Three Mile Slough Bridge is not open to boating traffic except small recreational boats that do require the bridge to open.

Mobility Matters Needs You!
|
Mobility Matters is a nonprofit agency that provides free, door-through-door, one-on-one rides to ambulatory seniors and veterans who cannot take other forms of transportation primarily for medical appointments and grocery shopping.
In September, John Muir's Caring Hands program ended their senior ride services and Mobility Matters is now providing rides for those seniors. Since Mobility Matters took over several new clients all at once they are in great need of new volunteer drivers.
Each ride is only about 3 hours and you get to schedule your own hours. Most volunteer drivers provide one ride every week or two.

Voting by mail gives you flexibility in casting and returning your ballot. It's simple too. Ballots are mailed 29 days before Election Day along with voting instructions and information on how to return your ballot.
Place your marked ballot in the return envelope and seal it. Be sure to sign the addressed return envelope. Without a signature the ballot cannot be counted.

The Council on Homelessness (COH) is an advisory board appointed by the Board of Supervisors.
The COH is the planning body that coordinates the community's policies, strategies, and activities toward preventing and ending homelessness in Contra Costa County, California. It is a regional, year-round collective planning body of stakeholders ranging from non-profit service providers to local governmental entities.
The Council's work includes gathering and analyzing information in order to determine the local needs of people experiencing homelessness, implementing strategic responses, educating the community on homeless issues, providing advice and input on the operations of homeless services, and measuring performance as related to serving the homeless population in Contra Costa County.
All Council members must reside or be employed in Contra Costa County and be willing to sign and abide by the Code of Conduct and Conflict of Interest policy upon being seated as a Council member and annually thereafter.
Council members must demonstrate a professional interest in, or personal commitment to, addressing and alleviating the impact of homelessness. A person must contribute unique expertise, opinions, and viewpoints on homeless issues. The Council is comprised of 17 seats designated by area of expertise.
Council on Homelessness members serve for a two-year term, which may be renewed.
Council on Homelessness meetings take place the first Thursday of the month from 1 pm - 3 pm in Concord. Continuum of Care meetings take place on the third Thursday of January, April, July and October from 1:00-3:00 pm, in Concord. Members of the Council also participate in various subcommittees.

The Council on Homelessness is seeking applicants for three (3) seats:
- Health Care Representative: Candidates must work in the Health Care field in Contra Costa County in a role that includes shaping and/or implementing policy at agency or in field of Health Care.

Library Commission

The Commission serves in an advisory capacity to the Board of Supervisors and the County Librarian; provides a forum for the community to provide input concerning Library operations, and recommends proposals to the Board of Supervisors and the County Librarian which may improve the Library.

Assessment Appeals Board

The Assessment Appeals Board conducts impartial hearings on property assessment disputes between taxpayers and the county assessor. Based on the evidence presented at these hearings, the appeals board determined the value of the disputed property or determines other matters of property tax assessment within the board's jurisdiction.
Qualifications:
Applicants should possess five or more years of professional experience in California as one of the following: licensed real estate broker, attorney, certified public accountant (CPA) or public accountant, property appraiser accredited by a nationally recognized professional organization, property appraiser certified by the Office of Real Estate Appraisers, or property appraiser certified by the State Board of Equalization.
Compensation:
This is a volunteer position. Assessment Appeals Board members are compensated for their time at hearings and reimbursed for their mileage to attend assessment appeals hearings.
The Assessment Appeals Board meets every Thursday at 9:00 a.m. located at 651 Pine Street, Room 107 in Martinez.
