Dear Members and Friends,
Our meeting at AltaMed in February was reinvigorating. First, the work done by AltaMed to provide medical services in underserved and diverse communities is critical to maintaining a functioning society. Second, we had great membership attendance (over 100), and a large swath of elected leaders were able to learn about the impact of AltaMed in our broader LA community.
I expect to see even more of you at the next meeting in March in Long Beach for two reasons: location and elections. The Sky Room is an iconic spot for this meeting, with great vistas. We will also be holding our elections for next year's executive board officer positions. A slate of candidates will be presented and attendees will be asked to vote on the matter to cement our leadership for the coming year. My thanks to Gustavo Camacho and Mike Davitt for their work on the nominating committee. Show up. Engage. Make your voice heard.
Vice President Mike Davitt, Mayor Pro Tem of La Cañada Flintridge, is off and running with plans for the 58th Annual Municipal Seminar (AMS). La Cañada Flintridge has a strong history of organizing and planning these conferences (two prior presidents Laura Olhasso and Dave Spence hailed from LCF). Then again, they will need the experience to match the effort by Malibu's staff last year. One thing is certain: everyone will learn a lot and have some fun.
Our cooperation with Independent Cities Association continues to advance. Discussions among our leadership show positive signs that we can solidify a new strategic partnership. Such a partnership will better serve both our mutual organizations and the Southern California cities that make up our memberships. We held our first joint meeting on March 1st and will continue to meet twice a month. Keep an eye out for future updates.
On a somewhat related note, I will be working with the Executive Committee to propose some additional bylaw adjustments soon. These adjustments will be designed to reflect our expanded engagement level with leaders among our membership.

Registration Open for Annual Municipal Seminar

Strength in Numbers: That is the theme for this year's Annual Municipal Seminar - chaired by Vice President Michael Davitt with able assistance from his staff at the City of La Cañada Flintridge. The conference runs from May 12 - 14 in Indian Wells, CA. This year, the conference will emphasize the impact of uniting the voices of cities to take on the complex issues that affect our communities.

CCCA Legislative Advocacy

Contract Cities continues to aggressively push for legislation that improves our communities and monitor legislation that could undermine our local control. Legislative Committee Chair Jorge Morales has been managing a committee of members to study and take positions on legislation. Positions on legislation are developed in the following manner: the Legislative Committee makes recommendations to the Executive Board based on majority vote of the Legislative Committee. The Executive Board reviews recommendations and if a majority of the Executive Committee support a position, the position becomes the official position of CCCA. The Legislative Committee Chair then reports back to the full members of the Association with an update on the legislative positions taken by CCCA.
CCCA has taken the following positions:
SUPPORT:

SB1 and AB1 (Beall) (Frazier) These bills pertain to the necessity for transportation funding for road maintenance. There is currently a $136-billion-dollar backlog on road support and these bills aim to aid in that need.

Measure H carries with it a quarter cent sales tax that would aid in homeless services that are direly needed.
OPPOSE:

SB35 (Weiner) This bill would state the intent of the Legislature to enact legislation to streamline, incentivize, and remove local barriers to housing creation, as specified.
WATCH:

SB2 (Atkins) This affordable housing bill would impose a fee of $75 to be paid at the time of the recording of every real estate instrument, paper, or notice required or permitted by law to be recorded, per each single transaction per single parcel of real property, not to exceed $225
- SB3 (Beall) Affordable housing bond. This bill would authorize the issuance of bonds in the amount of $3,000,000,000 pursuant to the State General Obligation Bond Law. Proceeds from the sale of these bonds would be used to finance various existing housing programs, as well as infill infrastructure financing and affordable housing matching grant programs, as provided.

CCCA will vote on next year's leadership for the Association at the March 15th Board Meeting in Long Beach at the Skyroom. The membership will be presented with a slate of nominees from the Nominating Committee followed by a vote from the Board of Directors. The Nominating Committee has recommended a change to the By-Laws Committee which will now allow for up to four directors at large.

USC Sol Price
Over the past 85 years, the USC Sol Price School of Public Policy has earned the public trust by creating path-breaking research and scholarship. USC Price offers a unique multidisciplinary approach that bridges the public, private and nonprofit sectors to address the complex problems in our rapidly changing world. The school has long recognized that 21st century challenges can be met only by leaders who are able to think broadly, work collaboratively, and engage the public. The program is best known to CCCA Members for its ExecEd Program that provides an intense weekend of policy training and leadership development via instruction from some of the leading faculty at USC.

Mayor Pro Tem Michael Davitt, CCCA Incoming President
Mayor Pro Tem Michael Davitt's public service began in 2003 when the La Cañada Flintridge City Council appointed him to the Planning Commission. He was elected to the City Council in March 2011 and has served as Mayor. Mr. Davitt serves on the City Council Hillside & Open Space, Rockridge Terrace, and Specific Plan subcommittees, and is a liaison to the Joint Use Committee. He is also a City Council representative on the Business Support and Development Committee and Youth Council and a member of the Executive Board of the California Contract Cities Association. Mayor Pro Tem Davitt is a real estate professional, business owner and husband to wife Allison and father of their four children.
