National Preparedness Month is recognized each September to promote family and community disaster and emergency planning now and throughout the year. The 2019 theme is "
Prepared, Not Scared."

This year features weekly themes including:

HHS Awards More than $50 Million to Establish New Health Center Sites
Congratulations to Mountaineer Community Health Center for receiveing the only new access point award in West Virginia.  On September 11, 2019,  the U.S. Department of Health and Human Services (HHS), through the Health Resources and Services Administration (HRSA), awarded more than $50 million to fund 77 health centers across 23 states, Puerto Rico, and the Commonwealth of the Northern Mariana Islands. This funding provides operational support for new organizations to become HRSA Health Center Program grantees and for existing health centers to establish new service delivery sites.

Registration Open - Emergency Continuity Plan Workshop: Morgantown and Charleston 
The WVPCA and BOLDplanning will host two seperate, in-person, one-day workshop fulfilling the conversion of the Continuity of Operations Plan (COOP) platform to the Emergency Continuity Plan (ECP) platform through WVPCAready software. The WVPCA continues to support health centers to ensure compliance with the most updated interpretation of the CMS Final Rule 3178. Under this rule each facility is required to have a 'facility-based' plan that addresses the below elements, based on a Hazard/Risk assessment, which is a shift away from the current Continuity of Operations Plan (COOP) toward an Emergency and Continuity Plan (ECP).

Southern West Virginia Health System Hosted Annual Heat N the Hills Health Fair and Chilifest
Mixing an annual Health Fair event with a dash of fun has proven to be a wild, wonderful, and successful event for Southern West Virginia Health System. Each August the organization turns up the heat in their community with the recipe of combining preventive screenings and family fun to produce a weekend that supports the foundation of health in the area they serve. Better yet, both days of community events and entertainment are free to the public to attend. Wondering if the events are well attended? With each passing year the crowd keeps growing. Proceeds from ancillary sales such as concessions and retail items made available at the event are utilized to help support their senior lunch program, which serves over 17,000 free lunches every year to area seniors. What a win/win for both Southern West Virginia Health System and the public they serve.

Navigator Funding Awards and the Updated 2020 Assister Certification Training
CMS recently announced  Navigator funding awards totaling $10 million to 34 organizations who serve as Navigators in Federally-facilitated Marketplace states. Grants have a two-year performance period. Navigators are required to assist any consumer seeking assistance, even if that consumer is not a member of the community or group the awardee expects to target, as outlined in their application. Questions about the Navigator program should be submitted to each entity's CMS project officer.
 
Also, the  2020 Assister Certification Training went live on August 30, 2019. In preparation for the Marketplace Open Enrollment Period starting November 1, 2019 , for the 2020 plan coverage year, CMS has updated the Assister Certification Training curriculum. There is a new identity verification process that must be completed by all new and returning Certified Application Counselors, Navigators and State Based Exchange-Federal Platform Assisters. Final Week: Apply to Become a Certified Application Counselor Designated Organization for Plan Year 2020
CMS invites organizations that would like to become Certified Application Counselor Designated Organizations (CDOs) to submit an application by Monday, September 16. Any organization seeking to use certified application counselors to provide enrollment assistance to consumers for plan year 2020 must be a certified CDO. Access the CDO application
 and email your questions to  CACQuestions@cms.hhs.gov.
 
The 2020 Open Enrollment Period runs from Friday, November 1, to Sunday, December 15.

Transgender Health ECHO 
Through the use of the groundbreaking Project ECHO model, TransECHO creates a network of health centers and faculty expertise to increase clinician access to knowledge and support needed to provide culturally responsible, comprehensive, primary care for transgender and gender non-binary patients.
 
Thus far the TransECHO clinic has serviced over 150 health centers all who have come together to share cases, receive advice and learn from expert faculty. Highlights of the program have included didactic presentations on topics such as "Feminizing  and Masculinizing Hormone Therapy," "Surgical Gender Affirmation," "Intersectionality," and "Provider Bias: Working with Transgender and Non-Binary Identified People." One participant said: "I am so grateful to be a part of this discussion! I wish this existed when I first started working with transgender patients 2.5 years ago!"
 
We are currently accepting applications for the November 2019 program.  Applications are due October 2nd, 2019 11:59pm EST.
 
Sessions will occur the 2nd Wednesday of the month from 2pm-4pm ET starting November 13, 2019. Attendance at all 12 sessions is required.
 
Please note that this is only available to FQHCs that have not previously participated in our TransECHO clinic.

The Appalachian Addiction & Prescription Drug Abuse Conference was developed in cooperation with the WV Board of Medicine, WV Board of Osteopathic Medicine, WV Board of Nursing, and WV Board of Pharmacy to meet the 3-hour CME requirement for all physicians, nurses, physician assistants, podiatrists, pharmacists and others who prescribe/dispense controlled substances.

Funding Opportunity Available -  WV Cancer Coalition, Mountains of Hope
The West Virginia Cancer Coalition, Mountains of Hope (MOH) is soliciting project proposals that support community level projects. The intent of the Request for Proposals (RFP) is to fund projects help reduce the burden of cancer in West Virginia including work that identifies aims, objectives, and/or strategies from the 2016-2020 West Virginia Cancer Plan. 

GRANT APPLICATION GUIDELINES
  • Applicants must conduct all project activity in collaboration with MOH and the WV Comprehensive Cancer Program.
  • Applications must be submitted by 11:59 PM Eastern Standard Time on October 9, 2019; incomplete and/or late materials will not be accepted.
  • Applicants are required to be a Mountains of Hope member and attend at least two coalition meetings. To join, go to MOH.WV.GOV and select membership or Click Here.
    • Applicants must demonstrate community support and collaboration with community members, local businesses, local health-related organizations, cancer patients, members of the priority population, and/or others in implementing cancer education activities.
    • Applicants are required to select two ways to report back to MOH.
      • Write a Mountains of Hope newsletter article about project efforts.
      • Present posters or presentations at state (or national) meetings, conferences, webinars, etc.
      • Share project progress on social media.
      • Work with mass media to share information about the project.
      • Present another option to the MOH Manager
    • Only applicants with fiscal agents located within the state of West Virginia are eligible to receive funding.
    • Grant awardees will be ineligible to apply for future funding until any previous grant requirements have been satisfactorily completed.
    •  All submissions must be received by October 9, 2019 by 11:59 PM.

Round 2: Medline Community Impact Grant Program for Community Health Centers.
 
Medline is pleased to announce the second round of the Community Impact Grant Program for Community Health Centers.  Medline and the Medline Foundation will award results-focused grants addressing prevalent healthcare challenges that help improve patient care or enhance the quality of life for their patients and the community at-large. Each grant will be capped at $10,000 and the total will not exceed $50,000.
 
Earlier this year we launched the first cycle of the Community Health Center grant program and awarded five CHCs each a $10,000 grant to fund essential programs throughout the US. Totaling $100,000 over the two cycles, these grants will help address funding shortages at these vital care settings, where many underinsured and uninsured patients receive care. Read about the winners from our first grant cycle  here .
The second round of the 2019 Community Impact Grant cycle is now open and the application deadline to apply is November 1, 2019. Applications may be submitted at any time during this funding cycle. Applications must be completed in full and submitted online to be considered. Submitting an online application does not guarantee funding.
 
The 2019 grants recipients will be announced on or before December 6, 2019.

HHS and CDC Recommendations to Expand the Use of Naloxone-A Life-saving, yet Underutilized Drug for Reversing Opioid Overdose
About 48,000 drug overdose deaths involved opioids in the United States in 2017. Naloxone is a life-saving drug that can reverse the effects of an opioid overdose. Despite recent progress in naloxone dispensing, naloxone remains under-prescribed and underused, often in a variable pattern. Healthcare providers and pharmacists play a critical role in ensuring patients receive naloxone, as they have a frontline view and can make progress in prescribing and dispensing of naloxone. The 2016 CDC Guideline for Prescribing Opioids for Chronic Pain recommends that healthcare providers consider prescribing or dispensing naloxone to patients at risk for overdose.

During this COCA Call, clinicians will learn about HHS and CDC recommendations for the prescribing or dispensing of naloxone to patients at risk for opioid overdose.

This call will discuss topics covered in the Vital Signs MMWR from August 2019 "Life-Saving Naloxone from Pharmacies."

Updated Flu Vaccine Recommendations for 2019-2020 Season
The Centers for Disease Control and Prevention's Advisory Committee on Immunization Practices (CDC ACIP) has shared updated flu vaccine recommendationsfor the 2019-20 season. The committee still recommends healthcare providers offer flu shots to everyone six months and older with no contraindications by the end of October. The updated recommendations reflect the Food and Drug Administration (FDA) changes for the age indication of the Afluria Quadrivalent vaccine and approved dosages of the Fluzone Quadrivalent vaccine.
OFAM Hosts Financial Management Webinar on September 17 
The Office of Federal Assistance Management (OFAM), Health Resources and Services Administration (HRSA), is hosting a  financial management technical assistance webcast   Sept. 17, 2019 , from 2:30 to 3:30 p.m. (ET).

During the webcast, OFAM experts will engage in a round-table discussion on topics, such as:
  • HRSA's top audit findings and how to avoid them;
  • Legislative mandates outlined in Consolidated Appropriations Act;
  • Time and effort reporting;
  • Adequate documentation for federal grants;
  • Internal controls; and much more.
