Legislative Update

Last week was a successful week for the State Board of Directors meeting and legislative appointments.  Thank you to all State Board members and others who took time and expense to come to Juneau and participate.
 
1. The Senate Labor & Commerce heard SB45, a bill relating to sale of new construction by owner-builders who do not have a contractor's license.  (Many of you remember this bill as HB81 from last year.)  This was the first hearing this session on the bill, so there were several questions from Senators to reacquaint with the bill and the issue.  One area of questioning was the penalties and how they apply to the "true" owner-builder.  We are working on answering these questions, and expect SB45 to be scheduled for a hearing in the near future.
 
2. At the ASHBA Legislative Committee meeting, we heard from the Department of Labor about how current state law applies the Uniform Plumbing Code to residential construction.  This was important information for consideration as we try to move forward with drafting a bill that will adopt a state residential building code.
 
3. Governor Bill Walker met with us, and was interested in hear our questions and concerns about language in HB79, workers' compensation reform, that changed how the law regards subcontractors.  Here's a copy of the bill:
