 Safety Assurance System: What does the FAA's new Oversight System Mean to You?
In a recent
Avionics News column titled, "The View from Washington: Don't Shoot the Messenger," the Aircraft Electronics Association's Ric Peri highlighted confusion over the Federal Aviation Administration's latest safety initiative, the SAS, or Safety Assurance System. For many AEA member companies, SAS is a rather ambiguous concept -- something the FAA inspectors recently started tossing out in conversation. In a lot of cases, those same inspectors are (understandably) uncertain how and when to apply it to industry.

 AEA to Host Regulatory Forum on NORSEE and Commercial Parts for Part 23 Aircraft
The Aircraft Electronics Association will play host to a two-day forum at its headquarters in Lee's Summit, Missouri, Feb. 14-15. Last year was
an interesting and exciting year from a regulatory perspective, ending with the release of the long-awaited Part 23 rewrite. With this rewrite came a philosophical change by the FAA often referred to as the safety continuum. This philosophy utilizes a risk-based approach to the design and certification of products. Industry witnessed the first practical application of this on Feb. 5, 2014, when the FAA announced its policy for the approval of angle of attack (AOA) indicators. In 2016, we witnessed this new philosophy with the approval of two new attitude indicators. And again in 2016, we received the agency's most recent policy on NORSEE (Not Operationally Required Safety Enhancing Equipment).
Since the application of this new philosophy in 2014, there has been an unprecedented level of confusion in the application of both NORSEE and commercial parts. In order to assist the aviation industry in understanding these new "tools" available for the design, certification and production of aviation products (not limited to avionics), the AEA has proposed, and the FAA has accepted, this two-day forum to allow for an open discussion on the potential of this invaluable, cost-effective process.
This two-day forum, hosted by the AEA and supported by representatives of the FAA's Small Airplane Directorate and Headquarters, will review and update the industry on the agency's policy on what the association considers the next generation of retrofit parts for legacy aircraft. There is no fee to attend this forum; however, you must register in advance.

CONSTANT AVIATION entered into an exclusive agreement to acquire StarPort, a full-service MRO and FBO based in Sanford, Florida.
DUNCAN AVIATION updated
its Straight Talk book on the NextGen initiative ADS-B and is available on the company's website. Duncan Aviation also announced the upgrade and installation of ADS-B Out avionics equipment on a Challenger 850 SE, which was an industry first in the United States. The Duncan Aviation facility in Las Vegas, Nevada, upgraded the displays, GPS sensors, and software in the cockpit before upgrading the Rockwell Collins TDR-94D transponder, bringing the aircraft into compliance with the FAA's ADS-B Out mandate.
SANDIA AEROSPACE received an additional TSO from the FAA on its SAI 340 Quattro multifunction indicator. In addition to attitude, altitude, airspeed and slip, the SAI 340 is now TSO'd for instantaneous vertical speed. Unlike a standard VSI that has a six to eight second lag, the SAI 340 gives virtually immediate vertical speed indications. The vertical speed is shown on the SAI 340 in both a tape and digital format. In addition to the IVSI, the new software version adds an adjustable altitude bug.
VECTOR AEROSPACE signed a contract with a major European government for the overhaul of Rolls-Royce T56 turboprop engines. The contract, which has a multiyear term, covers the overhaul of T56 engines, modules, components and accessories. The company also received FAA STC approval to extend its ADS-B solutions to cover the Airbus Helicopters H120/EC120, H125/AS350, H130/EC130 and H135/EC135 series, with operators able to choose from either the L3 Lynx NGT-9000 or Garmin GTX-345 transponders.
JEPPESEN and the Joint Aviation Authorities Training Organization signed an initial memorandum of understanding to determine the potential for co-offering European-based aviation training programs. The agreement will look to integrate JAA TO expertise in multiple fields of aviation safety with Jeppesen's pilot training, flight dispatch and licensing preparation capabilities. Jeppesen also agreed to a new three-year service contract with Swiss International Air Lines, Ltd. (Swiss), the national airline of Switzerland.
PACIFIC COAST AVIONICS received the Genesys Aerosystems (S-TEC Autopilot) Top Dealer Award for the 14th consecutive year. The Oregon-based avionics dealership received this distinction from more than 700 other Genesys Aerosystems dealers worldwide every year since 2002.
AVIONICA was selected by Cathay Pacific Airways as the integrator and supplier for its e-Enabled, airborne global connectivity program. Starting in early 2017, Cathay Pacific's second-generation e-Enabled system will be deployed across the Cathay Pacific and Cathay Dragon fleet, including the B777, B747, A320 and A330 aircraft types.
ESTERLINE Avionics Systems signed a dealer agreement with Sabena technics to distribute the Esterline CMA-6800 LCD Display to ATR 42/72 operators, principally located in Europe. In addition, Esterline CMC Electronics signed a dealer agreement with Southeast Aerospace to distribute its complete line of aviation GPS products.
STANDARDAERO recently completed a Falcon 900EX Dassault Falcon Jet full Elite II avionics retrofit for a Seattle-based operator at the company's Springfield, Illinois, facility.
GULFSTREAM AEROSPACE CORP. announced that its Gulfstream G280 aircraft recently set a speed record between Carlsbad, California, and Kalaoa, Hawaii, completing the overwater flight in just 4 hours and 47 minutes.
