HCPF's 2017 Legislative Agenda

The Department's legislative agenda this session focuses on improving value and sound stewardship.  Our agenda bills:
  • Implement Conflict-free Case Management
  • Improve Program Integrity Efforts
  • Reduce Opioid Overdoses by Accessing the Prescription Drug Monitoring Program
  • Contingency Planning for Changes to the CHIP Funding
  • Align Statute with Federal Home Health rules 
FY2017-18 HCPF Budget Highlights 

All of the Department's discretionary requests focus on improving the delivery system for members and provide for smarter use of limited administrative resources. In total, the non-caseload requests are budget negative, and in many cases, reduce General Fund expenditure in FY 2017-18. For an overview of the Department's discretionary requests click here
Legislative Resource Center & Welcome Videos on HCPF Website

As highlighted in our last newsletter and at the SMART Hearing, we created a Legislative Resource Center on our website to help legislators and legislative staff easily find helpful information and reports. This resource center includes links to reports, fact sheets and overviews of the budget process.
 
Recently, we added short videos to this site where our office directors introduce themselves and provide basic background about Medicaid and other programs for new and returning legislators.  We will continue to post additional videos over the next month and hope you find them helpful and informative. 
JBC Hearings  

The Department recently presented at three JBC hearings (Executive Director's Office, Office of Community Living/Division of Intellectual and Developmental Disabilities and Behavioral Health).  All of our hearing responses and presentation materials can be found here
HCPF Submits New Reports to General Assembly

The Department submitted three reports to the General Assembly this month  on topics ranging from quality care for children to in-home support services.
Accountable Care Collaborative Phase II Update

The Department would like to thank the more than 255 providers, advocates, potential vendors and other stakeholders who provided individual comments on the draft Accountable Care Collaborative Phase II draft request for proposals (RFP) .

Since April 2014, the Department has been in ongoing conversations with stakeholders across the state regarding the next iteration of the Accountable Care Collaborative. Most recently, the Department released the draft RFP for the next phase of the Accountable Care Collaborative. The Department sought targeted comments between November 4, 2016 and January 13, 2017 on the draft RFP from stakeholders to help refine the content for the formal release of the RFP in the spring 2017 . In order to gather stakeholder comments on the draft RFP the Department conducted statewide meetings and webinars and provided an online form for individuals to submit comments. The snapshot below shows the Department's outreach efforts since November 2016 on the draft RFP.

 
All comments submitted to the Department have been made publicly available and can be found on Colorado.gov/HCPF/ACCPhase2 . The Department is diligently reviewing the comments received from stakeholders and plans to release the final RFP in Spring 2017.

COMMIT Update

The Department is implementing a new claims payment system on March 1, 2017. Our new system, the Colorado interChange, will replace our current Medicaid Management Information System (MMIS), which pays providers for services to our members. The Colorado interChange includes a new Provider Web Portal, where providers can submit claims and verify member eligibility. 

As part of the transition to our new system, we are implementing the enhanced screening requirements from the Affordable Care Act. We have dedicated substantial resources to reach providers and ensure they re-enroll and complete a revalidation application
.



We understand the process has been challenging for some providers and have provided many resources to assist them with the process. To access these resources, providers should visit our Provider Enrollment Webpage or call the Health First Colorado Enrollment and Revalidation Information Center at
