 Dear Fellow Members,
Welcome to 2017! I hope you enjoyed the holiday season and had a chance to be with loved ones and experienced some rest, with time to reflect on the real joys in life of family and friends.
Now that we are rejuvenated, I am ready to have your energy and voice join the CCCA team for the Annual Sacramento Legislative Tour next week (January 9 - 11). This year, we have had a strong response to registration: we have doubled our attendee count from last year. Registration remains open, and I encourage you to contact our excellent CCCA Staff to determine your lodging options.
Making this annual trip to Sacramento is a core tradition of CCCA. Indeed, 2017 marks the 50th time we have taken this trip. There are not many groups in California that can claim fifty years of consistently visiting Sacramento to work with our state-elected officials on critical issues, and we all share in the responsibility and honor of continuing this proud tradition.
This year, we head to Sacramento more prepared than ever. The Legislative Affairs committee has drafted our Legislative Agenda for the trip; it will serve as our foundation to unite our voices and help us achieve connectivity and success in the Capitol. These priorities seek to address core issues that affect each of our communities.
The opportunity to make an impact increases with more voices. We will again be joined by members of the Independent Cities Association who share many of the same legislative concerns that we have. Together, we can achieve much more.
Expansion of the Liability Trust Fund Board is complete and awaits action by the County of Los Angeles. This has been a priority of Contract Cities to ensure that more of our cities are represented on a critical board that affects a substantial cost for public safety services. More details on CCCA's work on the liability matters will be shared soon.
Big things are in store for your CCCA in 2017, and it can only be a successful year with your involvement and support.

Contract Cities Declare Legislative Agenda

In preparation for the State Legislative Orientation Tour, the Legislative Affairs Committee, chaired by Council Member Jorge Morales from South Gate, has been vetting legislative priorities for CCCA. The goals for this effort include establishing specific policy areas that are a prio
rity to CCCA and developing key data points and observations about those policies. The Committee hopes to accomplish these two objectives prior to visiting the Legislators in the Capitol. "CCCA wants our members to speak with a unified voice to magnify the impact of our visit to Sacramento," stated Councilman Morales.
There are four Legislative priorities for CCCA this year.
They are:
1 - Overconcentration of Alcohol and Drug Abuse Recovery and Treatment Facilities (Rehabs)/Sober Living Homes Licensing
2 - Stormwater Infiltration Projects
3 - Housing Solutions for Homeless
4 - Funding for Law Enforcement Training

All members are encouraged to read these materials, ask questions of staff and fellow CCCA members, and be prepared for the visit to Sacramento. Our team's work in Sacramento can have a significant impact: the more effective CCCA can be during these first weeks of January, the more likely our efforts in Sacramento will positively affect our communities. |

Executive Education Forum for Policy
at USC Price offers a broad base of specialized non-degree certificate programs for local and global leaders. Designed to provide local elected officials and staff with a range of classes, the Local Leaders Program offers a focused curriculum in ethics, governance, leadership, and public policy. This educational program promotes and enhances commitment to public value while reaching across and between various sectors. Led by CCCA's own

, a USC professor and elected official from the City of Rolling Hills Estates, USC's target audiences for this program are mayors, council members, and senior staff from cities. Water Replenishment District
The Water Replenishment District manages groundwater for nearly four million residents throughout the 43 cities within Southern Los Angeles County. Further, it is the official Groundwater Level Monitoring Entity
for the Central Basin and West Coast Basin.
The 420 square mile service area uses about 250,000 acre-feet of groundwater per year (40% of total water demand) taken from the aquifers of the Central Coast and West Coast Basins. WRD has been a strong supporter of Contract Cities for the last several years, and has been a frequent host of our monthly meetings. Learn more at

Mayor Mark Waronek, CCCA Director at Large
City of Lomita Mayor Mark Waronek has been active in public affairs as both an elected official and consultant for many years. Providing a strong voice in the Contract Cities community, he is past Chair of the Legislative Committee and current Chair of the Marketing Committee for CCCA. New LA County Supervisor Janice Hahn has announced the appointment of Mark as her Field Deputy Director in LA County's 4th Supervisorial District.
