 FAA Issues Final Rule on Small Airplane Safety Certification Standards
On Dec. 16, the Federal Aviation Administration issued a final rule that overhauls the airworthiness standards for small general aviation airplanes. This rule will reduce the time it takes to move safety-enhancing technologies for small airplanes into the marketplace and will also reduce costs for the aviation industry. The
FAA's new Part 23 rule establishes performance-based standards for airplanes that weigh less than 19,000 pounds with 19 or fewer seats and recognizes consensus-based compliance methods for specific designs and technologies. It also adds new certification standards to address general aviation loss-of-control accidents and in-flight icing conditions

Legal Ease: Self-disclosure as a Safety Strategy
For many years, the FAA has had a voluntary reporting advisory circular (AC 00-58) that offers enforcement mitigation to certificate holders, including repair stations and manufacturers, who make voluntary disclosures.
In October 2016, the FAA issued AC 00-68. This new advisory circular offers a new voluntary self-disclosure program for manufacturers, and it provides a framework for such disclosures. AEA Meets with Transport Canada Leadership
The AEA met with Transport Canada Civil Aviation leadership at the end of October in an effort to bring the industry's voice to the table
. The AEA has worked with the TCCA for many years helping individual members, being the advocate for issues, and helping in the development of policy. The two new director generals for the TCCA and the new director of standards are individuals whom the AEA has not worked with in the past, and it was important to meet face to face to establish a direct relationship. still travels across Wisconsin in his red 2010 Scion xD, helping single- and twin-turbine owner-operators with their avionics inspections. Hangar to hangar, FBO to FBO, he logs some 50,000 miles every year, handling VFR transponder, IFR pitot-static and altimeter certifications, including RVSM and Mode S.
In August 2014, Kostlevy, along with two partners, purchased Airtronics Plus, a 13,000-square-foot avionics service center at Clintonville Municipal Airport in Wisconsin. The service center, which began operating in 1975, gives Kostlevy a new home base for serving his clients

completed its first production run of the CES Ed-Lab 651 Electronics Trainer after acquiring CES Industries in early 2016. This achievement marks a significant milestone in restoring the CES brand and its line of Ed-Lab electronics trainers used in classrooms worldwide.
STANDARDAERO was awarded a contract by the U.S. Air Force to perform Rolls-Royce T56 engine module and engine maintenance. The one-year contract is a "bridge" contract that sustains T56 overhauls while the USAF prepares for a future commercial competition that will result in a multiyear maintenance contract.

KANSAS STATE POLYTECHNIC's unmanned aircraft systems program and Westar Energy have been collaborating the past year to integrate unmanned aircraft into the power company's services. The partners have been working to establish an in-house UAS team at Westar Energy as well as redefine inspection and maintenance techniques using unmanned aircraft for transmission lines, powerplant boilers and electrical substations.
CUTTER AVIATION completed the necessary requirements to begin operating the new HondaJet on its FAA Part 135 Air Carrier Certificate.

CMD achieved FAA certification of AML STC (ST04159CH) covering aircraft flying with the Honeywell Primus II Communications Unit paired with three compliant GPS sources: the Honeywell GNSSU; the Universal Avionics UNS-1(x)w or the Honeywell/BendixKing KGS-200.
