FAA Publishes Legal Interpretation Regarding Flight ID
The Federal Aviation Administration recently published a Legal Interpretation regarding Flight ID that essentially requires the aircraft Flight ID (either aircraft call sign or aircraft registration number) to be accurate to the aircraft's flight plan. Therefore, if the aircraft operates or is likely to operate with a dynamic call sign, the ADS-B Out installation must be able to support pilot-entered Flight ID in order to be rule compliant.
This is not to say that approved equipment is deficient. The Minimum Operational Performance Standards (MOPS) for the equipment allows for either information to be programmed into the equipment. It is a sales issue, in that "one-size ADS-B Out doesn't fit all flight missions."

 Avionics Sales Increase 5.4 Percent Over Same Period Last Year
The Aircraft Electronics Association recently released its second-quarter 2017 Avionics Market Report.
In the first six months of the year, total worldwide business and general aviation avionics sales amounted to $1,144,973,499.06, or more than $1.14 billion as reported by the participating companies
.
The figure represented a 2.7 percent increase in year-over-year sales compared to the first six months of 2016 amount of $1,115,259,960.19.
Sales during the second-quarter months of April, May and June in 2017 were $578,793,718.45, a 5.4 percent increase compared to the 2016 second-quarter sales of $549,161,254.23.

 Five Aircraft Owners Win $1,000 from AEA for ADS-B Out Installation
To help incentivize owners of general aviation aircraft meet the FAA's ADS-B Out equipage mandate in the United States, the AEA randomly awarded five aircraft owners with $1,000 toward an ADS-B compliant upgrade during the EAA AirVenture Oshkosh, July 24-30, in Wisconsin.
Hundreds of aircraft owners registered to win during the week. Each of the five winners must use an AEA-member avionics repair station to complete the installation, and the installation must be scheduled by Aug. 1, 2018. The five winners were as follows:

 FAA Reorganizes Aircraft Certification Service
On July 23, 2017, the Federal Aviation Administration began implementing what it called its "new, functionally-aligned organizational structure to execute the certification strategy," as the agency revamped its Aircraft Certification Service (AIR) after officials spent several months crafting a reorganization plan.
According to the FAA, "The Aircraft Certification Service Transformation is aimed at increasing the FAA's efficiency and effectiveness. As part of the FAA's efforts to improve its responsiveness to the U.S. aviation industry as it certificates new products, the agency is refreshing its certification strategy, investing in management systems to improve performance and the organization. Streamlining its regulations and policies will help the industry move products to market faster and retain competitiveness."
The agency also confirmed that the directorate structure will no longer exist due to the realignment.
The long-term realignment strategy is part of the FAA's Blueprint for AIR Transformation.

At Indian Hills Community College in Ottumwa, Iowa, avionics and
aviation maintenance technology students clearly know aircraft electronics. In April, the Indian Hills Community College team placed first in the school division at the international AMC Aerospace Maintenance Competition in Orlando, Florida, which takes place annually in conjunction with Aviation Week's MRO Americas conference.
The team, which is composed of AMT and avionics students, also placed first in several other events, including the Barfield pitot-static troubleshooting contest. Having the fastest time won the

VECTOR AEROSPACE
Canadian employee, LINDSAY HAI, was selected for inclusion in the 2017 "Top 20 Under 40" report produced by Wings and Helicopters magazines. The company was also presented with two awards from Rolls-Royce for its support of the AE 2100 turboprop's quick engine change nacelle.
TRUE BLUE POWER
announced that the FAA granted type certification for the company's
TB17 (17-amp hour) lithium-ion, engine-start battery
on Robinson R66 helicopters. In addition to this recent certification, the TB17 is now STC approved on Robinson R44 helicopters and type certified as standard equipment on Bell Helicopter's new 505 Jet Ranger XTM.
DYNON introduced its Dynon Certified line of products at AirVenture Oshkosh 2017, which features SkyView HDX, Dynon's flagship integrated avionics platform that replaces legacy equipment with a modern system. The system also includes an
independent backup EFIS. SkyView HDX is additionally compatible with IFR navigators like the Avidyne IFD series and the GTN/GNS series. Dynon expects to receive STC and PMA approval for the Cessna 172 and Beechcraft B58 Baron shortly, with additional aircraft types to follow.
GARMIN announced several new enhancements and an expanded feature set for the Garmin Pilot application on Apple and Android mobile devices. New for Android, Garmin Pilot customers can now access synthetic vision, as well as pilot-configurable checklists within the app.
TRUTRAK FLIGHT SYSTEMS announced that, together with the EAA, it has completed the STC of the Vizion autopilot system. The STC was awarded July 19, 2017, and is the first autopilot manufactured by TruTrak to be approved for certified aircraft.
GENESYS AEROSYSTEMS announced its new S-TEC 3100 Digital Flight Control System, developed for FAA Part 23 single- and twin-engine aircraft. In addition to Envelope Protection and Straight and Level Recovery, the next-generation S-TEC 3100 two-axis Digital Flight Control System offers many other features.
uAVIONIX introduced SkyBeacon, the world's first zero-install ADS-B Out solution meeting the FAA's 2020 ADS-B mandate. SkyBeacon's design combines LED navigation light technology with an ultra-compact Universal Access Transceiver ADS-B Out solution. SkyBeacon will be available in the first quarter of 2018 for experimental and light sport aircraft.
ELLIOTT AVIATION successfully integrated the new Garmin GTX 3000 ADS-B Transponder into the Citation Excel/XLS.
UNIVERSAL AVIONICS SYSTEMS CORP. announced that Envoy Air selected Universal Avionics SBAS-FMS for the regional airline's WAAS upgrade program on its fleet of Embraer EMB-140 and EMB-145 aircraft. In addition, Universal Avionics and Chicago Jet Group announced EASA approvals for multiple retrofit Future Air Navigation System supplemental type certifications.
GEORGETOWN INSTRUMENT SERVICES purchased Castleberry Instruments & Avionics May 27, 2017. Castleberry Instruments & Avionics was a pioneer of aircraft instrument manufacturing and has manufactured more than 100,000 gyros. It maintains an FAA/EASA Part 145 repair station with Class 1, 2, 3, radio; Class 1, 2, 3, 4, instrument and limited airframe ratings; and FAA PMA authorization.
JEPPESEN and ForeFlight recently announced that Jeppesen flight data is now available within ForeFlight Mobile.
RBR MAINTENANCE was awarded Elite Partner status with MILLENNIUM INTERNATIONAL. RBR Maintenance will handle sales and installations of Millennium International avionics packages for Cessna Citation aircraft.
SEND SOLUTIONS, the manufacturer of Airtext, a communication text messaging product, announced PlaneSense as the launch customer for its new program, Fleetlink -- a fleet management and messaging tool.
SPIDERTRACKS unveiled a strategic partnership with cloud-based aviation software company, Aeronet, to "revolutionize" the process of maintaining a current and accurate flight log and maintenance schedule.
L3 TECHNOLOGIES' WESCAM division received an order from Airbus Helicopters to provide 37 MX-15 electro-optical and infrared imaging systems for installation on multiple fleets of H225M Caracal helicopters.
BENDIXKING announced its new AeroWave Text & Track system, which uses Iridium's low-Earth-orbit satellite network to ensure reliable, global coverage. The portable device can connect to any smartphone, providing two-way tracking and messaging. BendixKing also reached an agreement with ACSS where BendixKing will be the exclusive distributor of the MST 70B transponder to the business jet and military market. BendixKing also
is upgrading existing flight computers to AeroCruze -- a new autopilot system that moves pilots away from analog systems toward digital capabilities. AeroCruze is available for single-engine piston and light twin-engine aircraft, and those with existing BendixKing legacy autopilots will receive two more years under warranty.
APPAREO announced another addition to its Stratus family of certified avionics. The new Stratus ES is a certified 1090 Extended Squitter ADS-B Out transponder designed with the common 1.65-inch form factor to replace existing transponders. While Stratus ESG includes built-in WAAS GPS for all-in-one-box 2020 compliance, Stratus ES was designed without GPS in order to provide affordable ADS-B Out to aircraft that are already equipped with WAAS GPS, according to the company. Stratus ES will make an aircraft rule-compliant when paired with any of the following navigators: Garmin 430W, 530W, 650, 750, or Avidyne IFD440 or IFD540.
INNOVATIVE SOLUTIONS & SUPPORT INC. entered into an agreement with Blackhawk Modifications Inc. of Waco, Texas, to partner as a distributor and installation center for IS&S' NextGen Flight Deck and its Integrated Turboprop Autothrottle for the King Air 200 and 350 platforms.
DALLAS AVIONICS and TracPlus signed a dealership agreement. Dallas Avionics will sell the new TracPlus RockAir global connectivity device to operators in North America.
DUNCAN AVIATION announced that four Project SEARCH interns at its Battle Creek, Michigan, facility received their high school diplomas or certificates of completion in June. The Duncan Aviation satellite avionics shop in Fort Lauderdale, Florida, upgraded the Rockwell Collins TDR-94D transponders on a Challenger 604, bringing the aircraft into compliance with the FAA's ADS-B Out mandate. Duncan Aviation's aircraft sales team also is celebrating its 25th anniversary of aircraft acquisition service.
AVMAX recently leased one Embraer ERJ-145LR msn 145679 to ALS Ltd., Kenya.
ACR ARTEX launched the ARTEX TPS 8715, a specially designed test and programmer set for the general aviation market. The ARTEX TPS 8715 will program, test, and decode ARTEX 406 MHz ELT models: the ME406, ELT 1000 and ELT 345.
METRO AVIATION company PAC International recently completed maintenance and exterior refurbishments on the first of two Bell UH1-H aircraft for the Michigan State Police.
COMLUX announced that Comlux Completion signed a VIP interior completion for an ACJ320 neo aircraft. The aircraft is to be delivered green by Airbus in September 2019 and is scheduled to take approximately 10 months to complete within Comlux' Indianapolis facilities.
PRO STAR AVIATION, with support from its in-house ODA delegation, and in partnership with Honeywell Aerospace, obtained approval from the FAA for a multiple-use STC -- Installation of a Honeywell DLMU-W (Wireless Data LAN Management Unit) in support of Honeywell Primus EPIC avionics systems.
GOGO BUSINESS AVIATION introduced ADVANCE, which combines the company's hardware and software technology into a fully integrated, aviation-grade in-flight connectivity and entertainment platform.
DAC INTERNATIONAL announced that its latest Analog-Digital converter model, the GDC62, has been approved as part of an FAA STC to interface a Garmin GTN series navigator to Sperry AA-300 or Collins ALT-55 radio altimeters.
JETSUPPORT completed an ADS-B out upgrade on a Cessna Citation incorporating
the Rockwell Collins transponders and use of a Universal FMS unit. The aircraft is now compliant with the DO-260B EASA mandate requirements.
SMARTSKY NETWORKS initiated deployment of the nation's first airborne 4G LTE-based air-to-ground network.
