The State health care system is rapidly moving towards a payment structure that prioritizes value over volume and emphasizes the role of social factors in determining health outcomes. During this transition, it is important that the nonprofit human services sector be informed of new developments and opportunities. Accordingly, I am pleased to introduce HSC's value-based payment newsletter. This topical email, which will go out when I accumulate a critical mass of updates, is tailored to community-based organizations. If you would like to receive future editions, please sign up here. News and Publications
  • Video: Watch the Medicaid Redesign Team's latest whiteboard video, "Best Practices in DSRIP Year 3," here!
  • Tools: The Nonprofit Finance Fund has released the following tools:
    • For CBOs and healthcare organizations already engaged in partnerships, the Partnership Assessment Tool for Health outlines the characteristics of effective collaborations and provides guiding questions to help assess areas for further development.
    • For CBOs considering partnering with healthcare organizations: the Nonprofit Readiness for Health Partnership tool helps identify capacity or investment needs so they can be well positioned to explore partnership opportunities.
  • New Partnership: The MCTAC+ partnership was recently created "to provide individualized and hands-on training and technical assistance to behavioral health providers."
  • Presentation: NYS DOH has published the slides from its September 29th webinar on the Children's Medicaid System Transformation Draft Transition Plan and Stakeholder Feedback.
  • Videos: The Institute for Community Living (ICL), a behavioral health services organization, is developing a four-part video series about its experience. The first two videos are up:
    • Part 1: Finding Our New True North - David Woodlock, President & CEO, shares his perspective on the alignment between health care reform and the behavioral health community.

The Medicaid Redesign Team recognizes three tiers of community-based organizations in the VBP context, but do you know the definitions of those tiers?  They are:
  • Tier 1 - Non-profit, non-Medicaid billing, community based social and human service organizations (e.g., housing, social services, religious organizations, food banks).
  • Tier 2 - Non-profit, Medicaid billing, non-clinical service providers (e.g., transportation, care coordination).
  • Tier 3 - Non-profit, Medicaid billing, clinical and clinical support service providers (licensed by the NYS Department of Health, NYS Office of Mental Health, NYS Office for Persons with Developmental Disabilities, or NYS Office of Alcoholism and Substance Abuse Services).
