"Keeping Regulation Weird?!"

Washington, DC is a leader in developing innovative for-hire transportation pilots and programs to advance public interest. So I am proud to represent the Bowser Administration at the International Association of Transportation Regulators Conference.  The IATR Conference  is scheduled for September 24th to 27th in Austin, Texas.

Taking a cue from the phrase  "Keep Austin Weird" as a theme to guard against irresponsible overdevelopment, t he exchange of ideas and best practices from among stakeholders in the for-hire vehicle industry from all around the world helps to maintain awareness of  trends and policies for resolving common issues.

Public Hearing - Digital Taxicab Solution (DTS)

The Department of For-Hire Vehicles (DFHV) conducted a Public Hearing on September 22 to obtain feedback from industry stakeholders and the general public about the transition to a digital meter platform. The Modernization Rulemaking to establish the Digital Taxicab Solutions, or DTS, furthers the evolution of the ride with dynamic pricing to offer discounts and provide frequent rider points; allows electronic receipts; reduces the cost of operation; and sets the foundation for technological development and innovation.

Grant Funding For DTS
   
As the deadline to transition to DTS approaches on October 31, 2017, DFHV is offering a grant funding opportunity to obtain back seat tablets and printers. Those drivers  and vehicle owners interested in finding out about the limited funding assistance that remains available should visit Grant Funding to find out more.
 
DFHV has an ongoing commitment to help vehicle owners transition to a digital platform in order to remain competitive. The chart below outlines grants awarded which are clear evidence of the agency's support.

As a reminder, taxicab owners may consider from among any  approved DTS providers in order to determine the best deal for their business. Operators with their own tablets may choose freely among DTS providers offering a BYOD (bring your own device) solution.


A New Approach to Enforcement
   
DFHV is taking a more practical approach to enforcement by adopting these principles:
  • Team up with other agencies (DDOT, MPD) to keep traffic flowing in high-volume areas
  • Maintain continuous patrols during times of high traffic volume in targeted areas
  • Implement 3-step escalating process to issue penalties 1) verbal warning; 2) written warning; 3) issue Notice of Infraction (ticket)
The objective is to demonstrate that the agency is a partner that cares about supporting the for-hire business while maintaining compliance. All stakeholders must share responsibilities for sustaining the industry. Feedback can be directed to [email protected].

Client Services Office Hours

As of October 1, 2017, Client Services will accept all application types Monday through Friday from 8:30 am to 3:30 pm. This adjustment means One Stop Forms and Face IDs can be processed during any weekday.

Resource Center
DFHV has created a Resource Center for ALL operators and owners  to provide direct support to navigate agency services, products, and special permits. You will receive one-on-one support to assist with processing services, including online applications, website navigation, and grant and permit applications. The Resource Center is located at Client Services and is available every Tuesday and Thursday from 4:30 pm to 6:30 pm.
   
Contact Information
All owners and operators licensed by or registered with the Department of For-Hire Vehicles are required to maintain their current contact information on file which must include a current mailing address, phone number and email address. Client Services will not conduct a transaction without verification.
