 Advocating for ADS-B now is Good Business for Part 135 Operators
A number of Part 135 directors of operations, chief pilots and directors of maintenance that were surveyed for an article recently published in Avionics News made it clear that the Part 135 industry is not ready for the Jan. 1, 2020, ADS-B Out mandate in the U.S. Part 135 certificate holders face a special challenge in meeting the 2020 mandate in that these operators typically don't own the aircraft they use for charter operations, and therefore, don't control the budget or schedule for an avionics upgrade. So how can Part 135 air carriers convince their managed aircraft owners that equipping for ADS-B sooner rather than later is a smart move? What benefits will an equipped aircraft -- and its passengers -- receive?

 FAA Updates 'Performance-Based Navigation Strategy 2016'
The Federal Aviation Administration has deployed thousands of performance-based navigation procedures and routes throughout the National Airspace System, and aviation stakeholders are realizing the benefits. It is now possible for aircraft to leverage PBN during all phases of flight, navigating free from the constraints previously imposed by the physical locations of ground-based navigation infrastructure. PBN services are laying the foundation for the NAS of the future by enabling many NextGen operational improvements, capabilities and initiatives. This updated "PBN NAS Navigation Strategy 2016" provides a compelling view of a future that builds upon past PBN accomplishments. It also provides the context for defining and refining implementation plans and resource requirements necessary to fully transition to a PBN-centric NAS.

International Rotorcraft Safety Conference:
Oct. 25-27
The FAA Rotorcraft Directorate will host its second International Rotorcraft Safety Conference, Oct. 25-27, with the goal to reduce the national helicopter accident rate. FAA Administrator Michael Huerta is expected to attend the first day of the conference. The free event will take place at the Hurst Conference Center near Ft. Worth, Texas. The target audience is rotorcraft pilots, mechanics, small-company owners, students, industry executives, operators, and government regulators from the U.S. and abroad. The conference will feature presentations from major industry and FAA leaders. Topics include improving decisions, creating a culture of safety, performing autorotations, choosing the best protection equipment, basic helicopter safety and maintenance, how flight training schools promote safety, and a presentation by a pilot who safely landed his helicopter after the engine failed. The FAA Civil Aerospace Medical Institute will bring its Helicopter Spatial Disorientation Demonstration exhibit that allows participants to experience various flight scenarios. Conference attendees will receive Inspection Authorization credits and WINGS pilot proficiency program credits.

GOGO BUSINESS AVIATION announced it
is developing its next generation ground-based technology to better serve the connectivity needs of business and commercial aviation in North America. According to the company, this technology will offer a ground-like performance, including the ability to stream videos, for business aviation aircraft, commercial regional jets and select narrow-body aircraft operating within the United States and Canada
. In addition, Gogo Business Aviation said that CONSTANT AVIATION will be one of the first Gogo dealers to develop STCs for the Gogo 4G service.
GUARDIAN AVIONICS received the first FAA approval to install manufactured products into certified aircraft as "Non-Required Safety Enhancing Equipment" (NORSEE) under the requirements outlined in PS-AIR-21.8-1602. According to the company, this new authorization allows all models of the Guardian Avionics iFDR Panel Mount line for iPad and iPhone and all iFDR Power 150 and 250 USB Power Supplies to be installed in all Part 23 certified general aviation aircraft and Part 27 and 29 normal and transport category rotorcraft.
UNIVERSAL AVIONICS SYSTEMS CORP. and HELI-ONE announced STC approval for the FMS upgrade for the Airbus AS332L and AS332L1 from the European Aviation Safety Agency and Transport Canada. Heli-One also received STC approval for its Universal Avionics EFI-890H Advanced Flight Display upgrade from the EASA and TCCA. The two companies also announced cockpit upgrades to be performed on a fleet of Sikorsky S-61A-4 NURI helicopters for an Asian operator, featuring Universal's EFI-890H Advanced Flight Displays and Multi-Missions Management System. Heli-One is set to perform the design and installation for the initial aircraft with an Asian MRO organization performing the upgrades for the remainder of the fleet.
SMARTSKY NETWORKS' patented SmartSky 4G radio system received FCC certification, clearing the way for deployment of the ultra-fast SmartSky 4G air-to-ground network later this year, with nationwide service launching in mid-2017.
DUNCAN AVIATION recently compiled and published a new edition of its Business Jet Model/Market Summary, and it entered into an agreement to be the exclusive U.S. distributor of INAIRVATION's Integrated Smart Cabin Upgrade for Gulfstream 450 and 550 business aircraft. Duncan Aviation also signed an agreement with Honeywell to extend its engine service authorizations designating the Lincoln, Nebraska, location as a Honeywell TFE731 Heavy Maintenance facility. Duncan also signed a five-year agreement with Bombardier Business Aircraft for service center authorizations for three Duncan locations.
GULFSTREAM AEROSPACE CORP. sold the last Gulfstream G150, marking the end of the mid-size aircraft's more than 10-year production run. The final G150 will be delivered to a customer in mid-2017. MATTHEW MURPHY was named regional vice president for international sales in Florida and Latin America.
CONSTANT AVIATION and Nextant Aerospace partnered with Rockwell Collins to introduce the next generation 400XTi flight deck now available to Beechjet 400A/XP owners as a stand-alone upgrade. Constant Aviation also received an STC for installation of the ATG-8000 equipment package on the Embraer Legacy 600/650/Shuttle.
SAFE FLIGHT INSTRUMENT CORP. received the Safety Award from the Eastern Region Helicopter Council for its Powerline Detection System for helicopters. The award is in recognition of Safe Flight's life-saving products and for its 70-year commitment to making flying safer.
FIELD AVIATION delivered the fourth missionized Challenger aircraft to Cobham Aviation Services, just three months after delivery of the third aircraft.
L-3 COMMUNICATIONS' WESCAM division launched its smallest and lightest electro-optical/infrared airborne imaging system, the MX-8.
JETSUPPORT BV extended the 145-approved maintenance organization

AVMAX recently
purchased five Embraer EMB-145LRs msn 145240, 145321, 145382, 145498 and 145510 from GECAS. The aircraft are currently leased to ViaAir, Florida, and this is Axmax's first acquisition of Embraer products and part of the company's plan to expand its aircraft leasing portfolio.
JEPPESEN successfully integrated its Crew Rostering solution with GOL to optimize crew planning for the international carrier.
ASPEN AVIONICS received FAA certification to interface its Evolution 1000 Pro Primary Flight Display with the System 55X autopilot by Genesys Aerosystems. The STC will cover hundreds of light single and twin piston aircraft platforms. The company also received FAA certification for its latest software upgrade to include several additional ADS-B display features on its Evolution 500/1000 multifunction display.
HONEYWELL was selected by Turkish Airlines to provide its Fuel Efficiency software, part of Honeywell's GoDirect suite of connected aircraft services, to reduce fuel use and associated costs.
CMD FLIGHT SOLUTIONS received EASA validation of AML STC ST03424CH for ADS-B Out, which provides the approval necessary for the installation and activation of ADS-B Out on thousands of aircraft registered in the 26 EASA countries. It also received FAA approval for its fourth GPS pairing, the Honeywell HG2021GD07 GNSSU, and its AML STC now includes the Citation 750 aircraft to provide a low-cost ADS-B Out solution to those aircraft that are outfitted with the Rockwell Collins TDR-94/94D.
FLIGHTSAFETY INTERNATIONAL announced that training for the Dassault Falcon 8X aircraft has begun at its Paris-Le Bourget Learning Center.
ASTRONAUTICS CORPORATION OF AMERICA signed agreements with AEROTEC and Southeast Aerospace to become official
dealers of the RoadRunner electronic flight instrument.
AEROTEC will sell, install and service the RoadRunner EFI to operators on Astronautics' behalf. Astronautics will provide the equipment, training and any other needed support to AEROTEC.
SEA will sell and install the RoadRunner EFI to operators and serve as an authorized support center. In addition, both AEROTEC and SEA may help secure any STCs needed to enable installations in aircraft.
ALTO AVIATION announced the expansion of its proud mount and DECU keypad product offerings by introducing the new ALTO Cadence Switch System, or CSS, a new series of modular switch panels that allow fit-compatible sizes and functionality through discrete logic and no software.
SOUTHEAST AEROSPACE's Part 25 AML STC for ADS-B Out/In will be available for non-TCAS II Beechjet, Citation, Hawker, Learjet, and Falcon Jet by Nov. 1, 2016. The prototype installation was performed on a Cessna Citation III.
