Health Canada Revises Rules on Quarantine & Re-testing, Sampling 
CA Secures Last Minute Changes to Ensure CUSMA Compliance
Health Canada confirmed late Friday June 26 th that they will be issuing a DEL Bulletin outlining changes to provide for the full implementation of the benefits of CUSMA for our industry effective Wednesday, July 1 st . These changes were secured through a concerted effort by the CA Team after the release of Health Canada’s initial plans which did not incorporate the full scope of the CUSMA provisions.
 
To summarize, these changes allow for the full range of products included in the scope of
 
Re-Opening “In-Person” Cosmetics Retail
74 Participants Joined CA’s Webinar
As cosmetics “in-person” retail begins to re-open, it is important that good practices are in place to prevent the spread of COVID-19. CA has undertaken an initiative to help members understand and mitigate the risks to ensure the safety of beauty advisors and direct sellers, as well as their customers/clients.

A member webinar was held on May 28 th to review the draft materials that CA has collected and prepared with the help of subject experts, international partners, and other trade associations facing similar issues. Over 74 participants joined the webinar which was positively received and garnered valuable feedback via a post-webinar questionnaire. 

CA has since incorporated the input, finalized the content, and is now formatting the materials into a preferred web-based format that members can easily use to educate themselves on re-opening considerations and train staff. Information will include recommendations, check-lists, and detailed resource references related to cosmetics retail, the beauty advisor (at the beauty counter), the direct seller (in-home), and interacting with customers/clients (e.g. product demos, makeup tools). CA will inform members when the guidance is posted to our website after the Canada Day holiday!

Canadian Beauty Awards - Winners Featured
Media Coverage of Winners to Reach ~10 Million Impressions!
This year’s Canadian Beauty Awards, held on May 7 th , were an unprecedented success! The Awards, co-hosted by internationally known beauty blogger Dave Lackie and CA’s own Jim Hicks , were delivered via an innovative live webcast this year due to the coronavirus pandemic. Viewer engagement and social media results exceeded all expectations garnering ~17 million Twitter impressions globally! The Awards were seen by ~1,500 viewers on cosmeticsmag.com.

But the "impressions" didn't stop there! All of the winners are being featured in the Summer Issue of Cosmetics Magazine (now out), Fashion Magazines social media sites, the Style section of a recent Globe&Mail issue, and Rouge Media Women's Network - resulting in an additional 9.65 Million media impressions for winners!

Microplastic Restrictions in Europe
Join Free Webinar July 7 th - What You Need to Know!
After over a year of debate, the European Chemicals Agency’s (ECHA) Committee on Risk Assessment (RAC) recently voted to formally adopt the European Annex XV Restriction Proposal for intentionally added microplastics – June 10, 2020. With this opinion, ECHA is now proceeding with formal publication of its Socio-Economic analysis regarding this proposal, which will be published shortly for consultation by the Committee on Socio-Economic Assessment (SEAC), whose opinion is expected to be formalized by the end of the year. These developments are pivotal opinions that will be taken into account as the European Commission and EU Member States consider the formal adoption of these restrictions by the European Parliament under their chemical management legislation (REACh).

UPDATE: Hand Sanitizers Manufacturing Exchange
Building the Domestic Supply of Hand-Sanitizers for Canadians
CA continues to collaborate with CCSPA, Canadian Distillers, Responsible Distribution Canada, and Health Canada with respect to the Hand-Sanitizers Manufacturing Exchange (HSME). The HSME was established in March of 2020 to temporarily assist in linking manufacturers and suppliers during the rapid growth in demand for hand-sanitizers due to the COVID-19 pandemic.

From the initial 75 manufacturers and 30 suppliers who registered in the first week, CA is proud to report that the number of registrants has grown to 280 manufactures and 141 suppliers! The HSME has supplied over 1 million litres per month of USP grade ethanol on a temporary basis to manufacturers and is now assisting in securing a further 11.5 M litres/month of alcohol. Members have also helped to address shortages of various ingredients and have coordinated container/closure requirements to facilitate suppliers producing larger stocks. Additionally, the HSME has published over seven newsletters/updates to registrants with an average (best-in-class) open rate of 70%!

Importantly, the Exchange has also surveyed registrants and provided the results and other useful information to Health Canada, Industry Canada, and the National Research Council to assist with timely policy and regulatory developments. The HSME is now working to analyse the estimated demand and available supply for hand-sanitizers over the next 12 months, compile our learnings to date, and offer recommendations to the Government of Canada on how to address the significant challenge of meeting the hand-sanitizer demand throughout the pandemic. CA will continue to report on our progress!

CA’s Interactive Training Sessions A Hit!
Register Now for Upcoming Sessions
CA's first series of interactive training sessions kicked off on June 10 th . This series introduces natural health products (NHPs) and the regulatory requirements for market access.

The first session of the series provided an overview of product licensing and included exercises, interactive Q&A's, and a quiz.  The second session in the series included the Web-based e-Product Licence application (PLA) Form (Health Canada Version 4.0 released on June 15 th ).

The next interactive training session addresses Post-Licensing Changes (July 8 th ), followed by the Web-based e-Product Licence Amendment & Notification (PLAN) Form (on August 5 th ).

The July 8 th session will provide opportunities to learn the differences between a notification, an amendment and a fundamental change - and actions to take for each. You will also learn how Health Canada processes these types of changes.

In order to observe social distancing requirements and to help stop the spread of the corona virus, CA has simplified the process by accepting e-mailed applications. Most certificates are being processed within the requested timeline, and consulate and embassy legalization for many countries is still available.
