County decisions on reopening phases remain mixed as the State opens the doors for a move toward Phase Three of the Roadmap to Recovery plan. Phase Three allows for the reopening of indoor theaters and outdoor venues at a limited capacity, and increased capacity for retail and religious establishments. While most counties feel that they meet the necessary measures to proceed with the Governor's plan, there are still some who feel their numbers are too high to safely move into the next phase. Conduit Street has the latest coverage on which jurisdictions are ready for Phase Three, and those that are proceeding with more caution to curb their coronavirus cases.
