Dear Neighbors,
Change is constant, and in the past 24 hours we have had significant movements within the Federal, County, and City governments that impact our business community.
FEDERAL
The $3 Trillion
HEROES ACT will be voted on this Friday.
The House Democrats will have to pass the House and the Senate in order for it to be signed by the President. T
here is a lot of skepticism that this bill will not pass in its current form.
Here is what they are proposing:
- Extending 8 week period to 24 weeks for PPP borrowers
- Eliminating the 25/75 rules for use of loan
- Mandating forgiveness on data collection and reporting
- Harmonizing the use of proceeds with forgiveness
- Creating a safe harbor for those who cannot hire back in the prescribed timeline
- Clarifying the hold harmless provisions for employers
- Possible eligibility for nonprofits to apply
In addition:
- A second round of stimulus payments for individuals at $1200 per family ($6000 per household)
- Extension of an additional $600 per week for unemployment through January 2021
- Mortgage assistance and rent relief
- Additional funding for frontline workers and first responders
Again, there is a lot of skepticism that this act will not pass in its current form. We will continue to share updates. Here is a summary of the Heroes Act.
COOK COUNTY
Cook County announced an extension for property tax payments. The August 3rd date has been extended until October 1st. No penalties for late payments.
CITY OF CHICAGO
Delivery apps like GrubHub and Doordash will be subject to new rules regarding transparency on the charges added to a customer's bill. Many customers do not realize nearly 30% of their delivery bill goes
to the the delivery company and not the restaurant. Here are the
NEW RULES FOR DELIVERY APPS.

for all local restaurants/bars. If your business would like a sign, stop into the UPS Store at 3023 N. Clark to pick one up. This UPS Store is also printing black-and-white paper disposable menus for 5 cents each.

We will continue to bring you more updates as they become available. We are currently working on a recovery plan to include the use of outdoor space, PPE supplies, and understanding of any temporary mandates for opening our business district. We are awaiting news on the delivery of cocktails from bars and restaurants.
Our security is working seven days a week overnight checking on our stores and we will continue this until further notice.

Local Businesses' Good Deeds

Many of our local businesses have stepped up to selflessly support our community during this crisis by donating meals to first responders and hospitality workers, supplying PPE to frontline and hospital workers, offering free or heavily discounted services to other area businesses, and performing general good deeds throughout the community.
Thanks to them, thousands of meals, supplies, and resources have been donated.

Mayor Lightfoot and Chicago Department of Public Health Announce Framework for Reopening Chicago Amid Covid-19
|

The Lakeview East Chamber of Commerce is dedicated to helping our businesses reopen safely once given the green light to do so by the State of Illinois. Though all state businesses will not be able to open until Illinois is in the Revitalization phase (and not at full capacity), we will be providing our businesses with the resources needed to prepare. We will be following the 5 Phase plans set out by Governor Pritzker and Mayor Lightfoot, and the necessary precautions set out by the Centers for Disease Control and Prevention.
Right now, we are in Phase 2. Our restaurants and bars are still open for pick-up and delivery only. Non-essential retail businesses are now allowed to open for curbside pick-up and delivery as well. Non-essential services (salons, gyms, etc.) are still closed and will only be allowed to open with limited capacity under Phase 3 of the State's plan.

MODIFIED STAY AT HOME ORDER - MAY 30
|
|
The new executive includes the following modifications and is effective as of May 1:
* OUTDOOR RECREATION: State parks will begin a phased re-opening under guidance from the Department of Natural Resources. Fishing and boating in groups of no more than two people will be permitted. A list of parks that will be open on May 1 and additional guidelines can be found on the Illinois Department of Natural Resources website
HERE . Golf will be permitted under strict safety guidelines provided by the Illinois Department of Commerce and Economic Opportunity (DCEO) and when ensuring that social distancing is followed.

NEW ESSENTIAL BUSINESSES: Greenhouses, garden centers and nurseries may re-open as essential businesses. These stores must follow social distancing requirements and must require that employees and customers wear a face covering. Animal grooming services may also re-open.
* NON-ESSENTIAL RETAIL: Retail stores designated as non-essential businesses and operations may re-open to fulfill telephone and online orders through pick-up outside the store and delivery.

FACE COVERINGS: Beginning on May 1, individuals will be required to wear a face-covering or a mask when in a public place where they can't maintain a six-foot social distance. Face-coverings will be required in public indoor spaces, such as stores. This new requirement applies to all individuals over the age of two who are able to medically tolerate a face-covering or a mask.

ESSENTIAL BUSINESSES AND MANUFACTURING: Essential businesses and manufacturers will be required to provide face-coverings to all employees who are not able to maintain six-feet of social distancing, as well as follow new requirements that maximize social distancing and prioritize the well-being of employees and customers. This will include occupancy limits for essential businesses and precautions such as staggering shifts and operating only essential lines for manufacturers.

SCHOOLS: Educational institutions may allow and establish procedures for pick-up of necessary supplies or student belongings. Dormitory move-outs must follow public health guidelines, including social distancing.

National Restaurant Association Blueprint for Recovery: Take Action Now

T
he National Restaurant Association has launched a new nationwide grassroots campaign to encourage Congress to support the restaurant
Blueprint for Recovery
. The Blueprint calls on Congress to:
- Authorize and Appropriate a Temporary Emergency $240 Billion Restaurant and Foodservice Industry Recovery Fund ("RFIRF")
- Replenish Funding and Fix the Structural Issues of the Paycheck Protection Program ("PPP")
- Create a Tax Credit or Grant Program for "Healthy Restaurants"
- Provide Federal Relief for Employer's Share of Unemployment Insurance
- Enact the "SNAP COVID-19 Anti-Hunger Restaurant Relief for You Act of 2020" (SNAP CARRY Act) Proposal
- Increase Funding for Economic Injury Disaster Loans (EIDLs)

Sewer Main Replacement Project#7322
Department of Water Management (DWM) and MAT Asphalt Construction crews are scheduled to have Barry, from Broadway to Sheridan, resurfaced by the end of May.
Parking Restrictions: Crews will post "No Parking" signs on both sides of the street as needed restricting parking between the hours of 7:00 a.m. and 3:30 p.m., Monday through Friday, in order to perform this work. Parking outside working hours and over the weekend.
Traffic Impacts: During milling, structure adjustments and repaving phases of this work crews may restrict vehicles from entering the street from Broadway and Pine Grove during work hours for safety reasons. A traffic lane will be maintained outside of working hours and on weekends. |

Work Hours: 7 am - 7 pm weekdays and some weekends. The alley will be closed at all times.
Work Activity: Micropile Drilling and Installation
Local Impact:
- The alleys will be closed to through traffic at all times.
- Vehicles will be unable to enter/exit garages and parking spaces in the alley between W. Roscoe Street and W. Newport Avenue during this closure.
- Vehicles access to garages and parking spaces located in the alley west of N. Sheffield Avenue and east of N. Seminary Avenue will be maintained (except for 3406 N. Sheffield Avenue).
- If you need further information about alternative parking and temporary parking passes, please contact the contractor, Walsh-Fluor, at 708-253-9772.
- The contractor will maintain garbage and recycling pickup.
