Also, a Category E Management 80- hour course is scheduled for next month and will be conducted ONLINE via ZOOM. Learn more about this change and how to register in our second story of the morning.

Also, brake safety might not be only thing officers will be checking for this week, Texas has a little-known move over/slow down law that Texas Highway Patrol will be enforcing over the remainder of the summer.

Last, but certainly not least is getting feedback on PERC's Propane Construction Incentive Program. The program had tentatively been on the chopping block for 2021, will be continued, but will look different. PERC wants guidance on the 2021 incentive program that awards rebates for builders and remodelers that install propane to make it better. Do you use it? Would you use it? Did you never receive your Form 4's or is there anything else you are missing from the Railroad Commission? Due to staff reassignments at the RRC, the pandemic and the post office issues, maybe you haven't received Form 4's or other documents or approvals from the Railroad Commission.

TPGA members can contact the association at (800)325-7427 so we can assist you in getting in touch with the right person or getting you a document so you can operate while you are waiting on said documents or decals.
The Category E Management Course Has Gone Online Dates
are Scheduled for September
The LPG Category E Management Course is an 80-hour course offered every 6 months by the Railroad Commission. This course is intended for new Category E Management level certification applicants. The course is broken into two, weeklong sessions and will be an interactive Zoom based online class with exams conducted in-person on the last day in Austin. The first week of this online course will be given September 14-17, 2020.  The next week September 21- 25, 2020. There will be no interim week. The course will be back to back weeks.

This 80-hour fast-paced online course covers all the material in courses 2.1, 2.3, 3.2, 3.3, 3.8 and 3.11 the Railroad Commission LP-Gas Safety Rules; National Fire Protection Association (NFPA) 54, National Fuel Gas Code and NFPA 58, LP-Gas Code. All new Category E certification applicants must complete this course.  There will be IN-PERSON exams administered on September 25, 2020 in Austin. Only course attendees may take the exam.

In previous years, course had been limited to 20 due to classroom size. Although, capacity has more than doubled to now accommodate 40-45 students online, space is expected to fill, so if you plan to attend, sign up sooner than later.

Texas DPS Ramping Up
Move Over/Slow Down Enforcement
In addition to CVSA Brake Safety Week that is scheduled for this week that we covered in the previous Messenger, the ⁦‪Texas Department of Public Safety (TX DPS)‬⁩ is reminding motorists during the summer months that the department is continuing its enforcement efforts across Texas focusing specifically on violations of the state’s Move Over/Slow Down law.

The Texas Move Over/Slow Down law requires all Texas drivers to move one lane over or slow down when approaching an emergency vehicle or TxDOT workers and TXDOT vehicles parked on the shoulder with warning lights in operation.

National Propane Construction Incentive Program
The 2021 National Propane Construction Incentive Program will go up for consideration to the PERC Council in November of 2020. The incentive program, which was recently featured in Texas Propane magazine, currently does not have a line item in the 2021 PERC budget but will be funded at some level in 2021 with undocketed resources. The 2021 new construction incentive program will look different. PERC has formed a task force of propane industry members from across the country to review all incentive programs at PERC. Sam Fox from McCraw Propane is serving on that task force and represents Texas. The task force will bring a proposal to the PERC Advisory Committee in October 2020, so it is in the proper posture for council action in November.

The more the propane industry can demonstrate where the incentive program works best, the better PERC can make the program.
