A shout out to Bridgeway Behavioral Health Services as they prepare their new integrated health services for Hudson County. Bridgeway Integrated Health Services is designed for residents of Hudson County to provide a comprehensive array of services needed to create rapid access, stabilize people in crisis, and provide the necessary treatment for those with the most serious, complex mental health conditions and substance use disorders, complete with physical health screenings.
As they prepare for launching later in September, information-seeking calls and pre-referral calls are being accepted. After launching, residents of Hudson County will have rapid access to a wide range if integrated behavioral and physical health services. Biden Administration Announces Actions
to Increase Supply of Affordable Homes in US
|
|
Yesterday, the Biden Administration announced a set of actions aimed at increasing the U.S. supply of affordable homes. These actions are part of the administration’s plan to create, preserve and sell nearly 100,000 additional affordable homes for homeowners and renters across the country over the next three years. One of the key actions is an agreement between the U.S. Treasury and HUD to restart the Treasury’s Federal Financing Bank’s support of the Federal Housing Administration’s (FHA’s) Section 542 (c) Housing Finance Agency Risk Sharing program, which was suspended in 2019.
Reinstating and removing the dollar cap of this risk sharing program will enable eligible state housing finance agencies to provide low-cost capital for the development of affordable multifamily rental housing. Another key action included in today’s announcement is an increase in the Federal Housing Finance Agency’s (FHFA) caps on Freddie Mac’s and Fannie Mae’s (the Government-Sponsored Enterprises, or GSEs) annual investments in the Low-Income Housing Tax Credit (LIHTC) market from the current annual limit of $500 million per GSE to up to $850 million each. The administration also announced that it is making more funding available to the Community Development Finance Institutions (CDFIs) and Capital Magnet Fund (CMF) programs to support affordable housing production. The announced set of actions also include policies aimed at boosting the supply of manufactured homes and properties with 2-4 units and working with state and local governments to overcome regulatory barriers to boost housing supply.

U.S. Supreme Court Rules
to Lift Federal Eviction Moratorium
|
|
New Jersey - Following a ruling of the U.S. Supreme Court striking down the Biden administration’s order extending the federal eviction moratorium, advocates for housing are taking steps to help ensure New Jersey will have access to housing. New Jersey's state eviction moratorium is currently extended until the end of 2021 for renters earning 80% of the average median income. Additional supports and information has been gathered including https://www.housinghelpnj.org/, which is operated by the Housing and Community Development Network of New Jersey.

HUD User Report Examines Shared Housing
History, Models, and Opportunities
|
|
HUD User publishes Insights into Housing and Community Development, a series of research papers examining a single topic or question in a concise format. Insights papers also offer recommendations relevant to policymakers and practitioners. The latest Insights paper discusses various shared housing models, provides a brief history of shared housing in the U.S., describes the models and challenges of home sharing and co-living, and offers examples of federal and state initiatives in shared housing. The paper determines that the formal and informal shared housing arrangements across the U.S. offer a range of benefits to residents, such as reduced social isolation, access to areas of greater opportunity, and flexibility in housing stock during times when supply is tight.
The researchers find that between 2000 and 2019 the number of households sharing housing has modestly increased, with home sharing and co-living being the most common arrangements. Home sharing helps homeowners lower their housing costs while also providing an affordable housing option to low-income families and underserved households. Housing constructed and designed specifically for co-living has become a rapidly growing sector of real estate markets and provides a convenient way for young professionals to move to a new city and live in communities with access to amenities and employment.
With the wide range of factors showing an increase in shared housing, as well as the need to adapt current housing stock, this report offers potential strategies to effectively engage shared housing models.

Coordinated Entry Equity Demonstration

HUD's Office of Special Needs Assistance Programs (SNAPS) is embarking on a second round of the "Racial Equity Demo," a cohort of Continuums of Care (CoCs) that will work together to design more equitable assessment and prioritization processes to improve conditions and outcomes for Black, Brown, Indigenous, and people of color. We are excited to invite you to join this cohort of communities in the second iteration of the Racial Equity Demo.
For years, communities have seen how assessment tools, prioritization processes, and general practices within coordinated entry systems (CES) create racial inequities in the provision of housing and services to clients and do not prioritize clients for appropriate housing in a racially equitable way.
In partnership with Black, Brown, Indigenous, and people of color as well as people with lived expertise, 8-10 CoCs will identify system disparities through local data, agree upon focus area(s), and test racially equitable CES processes in service of significantly transforming the experience and housing stability of those disproportionately represented in our homeless response systems.

The Northeast & Caribbean Mental Health Technology Transfer Center (MHTTC) at Rutgers, Department of Psychiatric Rehabilitation and Counseling Professions, is asking for less than ten minutes of your time to complete a short needs assessment. This needs assessment is intended to identify mental health training and technical assistance needs among individuals in New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands (HHS Federal Region 2). The primary focus of the Northeast & Caribbean MHTTC is to provide free training, resources, and technical assistance to individuals who serve persons with mental health conditions, including those in educational settings. Harvard Report Shows Effect of Pandemic on Landlords
|
|
With thanks to Enterprise for promoting this story, Harvard University’s Joint Center for Housing Studies (JCHS) published a new paper that explores the impact of the pandemic’s economic fallout on landlords across the country. JCHS researchers surveyed nearly 3,000 landlords in 10 cities across the U.S. to better understand the impact of the pandemic on landlords’ rental incomes and business practices. JCHS’ new paper highlights key survey findings, including that smaller and mid-sized landlords were more likely to have seen rental revenues drop by more than 50 percent, which reflects their tenants’ vulnerability to economic fallout. The survey also shows that landlords of all portfolio sizes adjusted their management practices in 2020, including a rise in the share of landlords offering rental extensions and forgiving back rent in response to the pandemic. The survey suggests that renters of color have disproportionately faced pandemic-related hardships, such as facing late rental fees and eviction notices due to nonpayment of rent.
The NHP Foundation, in collaboration with Enterprise Community Partners , is conducting a survey that will help produce a comprehensive look at what the housing industry is learning from 10 years of housing challenges, beginning with the Great Recession to the Covid-19 pandemic.

NJ DDS is Awarded $1.7M
to Address Traumatic Brain Injury
|
|
August 17, 2021 - The New Jersey Department of Human Services (NJDHS), Division of Disability Services (DDS) has been awarded a 5-year/$1.7M cooperative agreement from the U.S. Department of Health and Human Services - Administration for Community Living, to strengthen the existing infrastructure for addressing traumatic brain injury, and enhance statewide coordination of systems, services, and supports that maximize the overall health and well-being of people living with TBI.
Through this project, Improving Access to Equitable, High Quality, Evidence-based Services and Supports for New Jerseyans with TBI and Their Families, DDS will: (1) increase membership on the Advisory Council on Traumatic Brain Injury to include greater representation of TBI survivors; (2) develop a culturally competent TBI state action plan, with an emphasis on racial equity; (3) increase TBI screening; (4) increase TBI awareness and education; and (5) expand statewide resource facilitation capacity.
Anticipated outcomes of this project include increased consumer access to TBI services and support, increased utilization of TBI-related services among culturally and linguistically diverse individuals, increased TBI surveillance, and streamlined access to TBI information.
DDS is excited to implement this multi-year project with our key partners: New Jersey Advisory Council on Traumatic Brain Injury, the Brain Injury Alliance of New Jersey, NJ 211, and the New Jersey Department of Health (Center for Health Statistics and Informatics, Office of Minority and Multicultural Health, and the New Jersey Commission on Brain Injury Research).
The project will be funded through July 31, 2026.

Free CSH Virtual Community Academy:
Providing Another Housing Chance

CSH is excited to offer a free virtual community academy available to community partners in New Jersey interested in collaborating to increase access to low barrier housing for people with disabilities and behavioral health challenges.
The academy will be held from Fall 2021 to early Spring 2022, consisting of three to four 90-minute virtual sessions. Cohorts will be capped at 15 to 30 participants. The sessions will include sharing experiences and expertise in leasing to tenants with housing barriers (e.g. chronic homelessness, severe and persistent mental illness, substance use, other disabilities, justice histories).
Attendees will also learn about Housing First best practices, including harm reduction and building relationships across different New Jersey communities.

Organized by Caresparc Consulting in conjunction with city officials, these FREE, 3-day community-based health and wellness festivals offer attendees baseline health screenings and consultations, expert-led educational presentations, information on practical lifestyle products and many other healthy and fun activities designed for all ages, such as live music performances, art demonstrations, group fitness activities and more. This year’s festivals were designed with careful attention to current CDC guidelines, including use of face coverings, physical distancing, and open-air pavilions.
