VICA and CJAC Explain COVID-19 Workplace Regulations
|
Yesterday, VICA partnered with the Civil Justice Association of California (CJAC) and the Greater San Fernando Valley Chamber of Commerce (GSFVCC), hosting a VICA University Webinar in an effort to bring our members up to speed on how to stay in compliance with workplace regulations in the age of COVID-19. During the webinar, attendees received valuable information on COVID-19 related updates for Extended Family Medical Leave, Paid Family Leave, Unemployment Insurance and Workers' Compensation. Attendees also learned how to lawfully take actions to protect the health and safety of employees.

City Council Rushes Consideration of Expensive Vacancy Tax Measure
|
 On Tuesday, the Los Angeles City Council moved forward with a consideration to impose a vacancy tax throughout the City of Los Angeles. The vacancy tax would create an additional tax on residential units that are not currently occupied. VICA raised major concerns over the rushed process of pushing a vacancy tax with a serious lack of public oversight. Despite several concerns from stakeholders, the Council voted to instruct the City Attorney to draft an ordinance on a vacancy tax and they are expected to consider placing it on the November 2020 ballot next week. Placing a vacancy tax on the November 2020 ballot would cost the City $12 million and would make the already excessively high costs of housing even higher. VICA continues to engage with the City Council and their staff, urging them to allow more public input and urging them to reject placing a vacancy tax measure on the November 2020 ballot.

Oppose Statewide Right of Recall
|
 VICA opposes Assembly Bill 3216 (Kalra / Gonzalez) which would create redundant paid leave requirements, create a statewide right of recall and place unnecessary financial burdens on the business community already grappling with a major economic crisis. On top of the emergency federal and state measures regarding paid family and medical leave, AB 3216 would require employers to foot the bill for an additional 7 days of paid sick leave. Such an expectation is unrealistic considering the impact COVID-19 has already had on California businesses. Additionally, AB 3216 would take away employers' flexibility with a right of recall. The City and County of Los Angeles have already established their own right of recall ordinances, which VICA fought hard against. A statewide right of recall would burden employers with duplicate regulations and increased liabilities. A strong recovery plan would work to help businesses and not tie their hands. |

Urge the Governor to Delay Implementation of VMT Requirements
|
 VICA is urging Governor Newsom to extend the July 1, 2020 deadline for the implementation of Vehicle Miles Traveled (VMT) CEQA requirements for development projects. Last year, the City of Los Angeles adopted a VMT methodology and thresholds, which has already impacted development construction for a number of projects that have been proposed. While the City has allowed projects that have already been approved through the entitlement process before the July 1 deadline to move forward without the new VMT requirements, the cancellation of public hearings and the backlog of projects awaiting approval in the entitlement process makes it impossible for projects to be approved before July 1. Amid the ongoing COVID-19 pandemic, it is important to consider the potential economic impact of VMT implementation and to delay it while our state economy recovers. |
