COVID-19 UPDATE

At a special meeting Friday, May 8, the City Council endorsed a list of acceptable businesses in Coronado that may conditionally conduct retail curbside commercial activity beginning May 8.
Council members met to discuss how the state of California and County of San Diego’s Phase II reopening guidelines affect Coronado and what actions to take for local businesses. The new guidelines take effect May 8.
A “reopened business” is defined as a business that is not an essential business as stated in previous public health orders but that is low risk and can reopen in conformance with the state’s Resilience Roadmap. Those that reopen must develop and post a Safe Reopening Plan to ensure certain employee and customer safety, sanitation, physical distancing and general business practice and communications guidelines are implemented. The County of San Diego has a copy of the guidelines on its website.
The Council approved the following language to define curbside retail: “Curbside retail is defined as the delivery of goods to the customer outside of the interior retail space or in a vestibule or foyer just inside the front door.”
The Council agreed at the meeting to discontinue the curbside take-out pickup zones the City implemented April 7 to help restaurants that could no longer offer sit-down dining. The Council also agreed to delay the re-institution of parking meter fees until it could review the matter again at its next meeting.
Finally, the Council directed staff to draft a letter to state and County officials that would highlight the inequities between large and small retail businesses as outlined in the current guidelines to help open the conversation in support of local small businesses. The Council would review the letter at its next meeting.
Businesses that may conduct curbside commercial activity include retail stores inside the Hotel del Coronado, if curbside pick-up can be provided. The list includes the following business types:

- Home and Furnishing Stores
- Sporting Goods Stores
- Antique Stores
- Music Stores
- Florists
- Picture Frame Stores
- Stationery or Paper Stores
- Office Supply Stores
- Candy Stores – with pre-packaged goods (no self-serve)
- Cigar or Smoke Shops (no congregating or trials allowed)
- Beer, Wine, and Liquor (no tasting)
- Specialty Food Stores (no tasting)
- Vehicle Rental including Golf Carts
- Fine Art Stores
- Novelty Shops

City parks have reopened in Coronado for sitting and even picnicking if visitors follow proper social distancing measures. This does not include Sunset Park and Dog Beach, which remain closed at this time. The reopening of most parks in Coronado is in accordance with the latest changes to the San Diego County public health order.
Recreation Services staff will begin monitoring City parks to ensure that visitors are complying with the updated health order. A phone number has been set up for those who have questions or concerns about park gatherings.
Staff members are being instructed to advise groups that are not from the same family or household, regardless of size, of the rules, ask them to disperse and, if warranted, call the Police Department.
The phone number is (619) 964-6646 and will be staffed for calls seven days a week from 8 a.m. to 4:30 p.m., beginning Saturday, May 9.

Lifeline Business Loan Program Update
The City Council this week was informed that the Lifeline Business Loan Program would be opened up to Tier 2 businesses on May 18, a week earlier than planned. The City has so far paid loans totaling $985,000 to 68 eligible Tier 1 businesses.
The City Council approved the Lifeline Business Loan Program on April 21. Council members asked staff to quickly help local businesses who have been forced to close or vastly reduced their operations due to the coronavirus pandemic. Within a week, City staff developed application forms and loan agreements, and began issuing checks May 1.

Neighbor to Neighbor
The Neighbor to Neighbor, or N2N, program is a venture created through a partnership of local volunteers and your neighbors along with the support of the City to help people look out for one another.The program is run by local volunteers and services four areas in Coronado -- the Cays, the Shores, the Village and Navy Housing. Each area has a different approach in organizing. American Red Cross Blood Drive
Coronado residents are stepping up and saving lives. A third blood drive is scheduled at the Coronado Community Center on Wednesday, June 10, from 10 a.m. to 4 p.m. In partnership with the American Red Cross, Coronado has scheduled and filled all the appointments for blood drives in April and May. Appointments for the June event are available at the link below. All donors are screened prior to entering the facility and COVID-19 protocols are in place to keep donors safe.

PAWS Needs Foster Volunteers
|

PAWS Helping Paws is a program that PAWS of Coronado is providing to support local pet owners during the COVID-19 outbreak in the event that they become too ill to care for their animals. If you are not well enough to care for your pet, PAWS is available to provide temporary housing and coordinate foster families as needed to make sure your pets are cared until you are able to do so yourself. Safe at Home but Not Alone
|
|
The Safe at Home But Not Alone program was created to let the community know that just because we cannot physically gather does not mean we cannot connect, be enriched and get fit at the same time. Recent additions to the Coronado TV line-up include various yoga sessions, including strength and flexibility, restorative and chair yoga, as well as Tai Chi. The videos are led by local instructors who offer the classes through Recreation Services and the John D. Spreckels Center or at local studios. Also, a new series on Brain Health is screening twice daily courtesy of Sharp Hospital.
The City also produces arts programming in partnership with the Library and Cultural Arts Commission. Be sure to watch Coronado TV on Spectrum 19 or AT&T 99. You can also watch online. New content is being created every week. Tune in to see Library Storyhour and Cultural Arts videos. The City is engaging staff, local creatives and teachers to provide programming that otherwise would not be available to our citizens during this time.

The Coronado Chamber of Commerce and Coronado MainStreet have pages dedicated to local restaurants and businesses, those that are open, their hours, addresses and websites. Check it out if you need a meal or want to know the hours of gas stations, pharmacies and grocery stores. As things are changing hourly, call in advance to be sure a business is open. Thanks to the Chamber and MainStreet for this service.

The Coronado Chamber of Commerce has created a guide that offers invaluable information on financial resources available to local Coronado businesses. For small businesses who are trying to navigate during a pandemic, it begins with an "Overview of Available Aid" answering your most pressing questions, then looks at "Federal Programs" including the Paycheck Protection Program, Small Business Debt Relief Program and Economic Injury Disaster Loans. Coronado SAFE
Due to the mental health effects of the COVID-19 pandemic, SAFE's counseling services (teletherapy) now provides free brief wellness checks available to all community, particularly to those most vulnerable or at-risk of anxiety and depression. At the end of the check-in, appropriate resources and referrals will be made. SAFE can also help residents navigate other resources within the community and greater San Diego.

The City issues a newsletter – the COVID-19 Update – which contains the latest on the pandemic twice weekly to help residents stay informed with the latest information.
