ORDINANCE AMENDMENT NOTICE:
 
STORMWATER MANAGEMENT UTILITY AMENDMENTS
TO ESTABLISH DOWNTOWN REGIONAL STORMWATER DISTRICT

At the July 16 council meeting, the City of Lake Elmo will consider amendments to Chapter 53 Storm Water Management Utility ordinance to establish a Downtown Regional Storm Water District and connection charge, and a Regional Infiltration Basin Storm Water District and volume control use charge. The Downtown Storm Water District establishment will enable properties to utilize the existing City infrastructure that currently has excess capacity available to meet City and watershed permitting requirements instead of constructing new infrastructure for their projects.


NOTICE OF PUBLIC HEARING:
 
NOTICE IS HEREBY GIVEN that the Lake Elmo City Council will hold a public hearing on August 20, 2019 at 7:00 p.m. at Lake Elmo City Hall, 3800 Laverne Avenue North, Lake Elmo, Minnesota. The purpose of the hearing is to hear interested persons regarding amendments to the Water Surface Use Ordinance. 

Amendments may include the repeal the of the high water conditions in city code 97.21 (A)(2) as well as the repeal of other sections of 97.21through 97.25 relating to water surface use, winter lake regulations, structures and uses and city review. Interested persons are welcome to attend the hearing or to submit written comments.

Written comments may be submitted to the City no later than 5:00 p.m. on Tuesday, August 13, 2019; or emailed to Kristina Handt at khandt@lakeelmo.org no later than noon on the day of the meeting. Proposed amendments are available for review at City Hall (Monday - Friday; 8:00 a.m. - 4:30 p.m. (excluding holidays)). Please call City Hall if you have any questions.

The City is currently looking for name suggestions for the newly approved park that will be located between the Wildflower and Village Preserve developments.  Park names deemed derogatory or offensive in nature will not be considered.  Park names shall not be duplicated or named after a specific development.   For more information, and to submit a name, see the documents linked below.

Reminder: Please Follow the City's Watering Restrictions!
 
Staff has been receiving a number of calls from residents who have seen others watering during the prohibited hours of 10:00 AM and 5:00 PM. Property owners are prohibited from watering, sprinkling, or irrigating their lawns between these hours.

Additionally, property owners having even numbered postal addresses may only water, sprinkle, or irrigate their lawns, only on even-numbered days, and property owners having odd numbered postal addresses may water, sprinkle, or irrigate their lawns only on odd numbered days.

CSAH 17 (Lake Elmo Avenue) Phase 3 Project Update

Last Week
  • Crews worked on embankment areas on County Road 17B.
This Week
  • Crews will finish working on embankment areas on County Road 17B.
  • Tolerancing of the road base to prep it for paving on CSAH 17 between 20th and 30th was completed.
  • Crews paved the east half of the road on Lake Elmo Avenue between 20th and 30th Street. Traffic has been switched to the east half of the road. Traffic will continue in the southbound direction only.
  • The west half of the road was milled and will be reclaimed. This will be followed by storm sewer work.

Upcoming Work
  • Crews will work on installing storm sewer on the west half of the road.
  • Curb and gutter will be constructed on the west half of the road.
  • A storm sewer pipe culvert crossing is anticipated to be installed on County Road 17B.

Campfire Programs Continue with "Reptiles," July 20th
 
Pollinate Minnesota will present "Reptiles" at 7:15 p.m. Saturday, July 20, at Lake Elmo Park Reserve.

The programs are free, with a vehicle park pass, $7 daily, $30 annually.

The program will be in the campground amphitheater. Call 651-430-8370 or see www.co.washington.mn.us/parks for additional information on this and other programs.


Enjoy guided fitness hikes in Washington County Parks, next one July 19
 
Explore the Washington County Parks trail system with guided fitness hikes, with the next hike at 9:30 a.m. to 10:45 a.m. Friday, July 19, at Lake Elmo Park Reserve.

Meet at the Nordic Center.

The hikes involve a warm-up and fitness challenges along the way. Trails are a mix of turf, gravel, grass, snow, and pavement depending on trail conditions, time of year, and location. Plan to arrive 10 minutes early. If light rain or snow, hike will go on as scheduled. The program is for those ages 13 and older. All minors must be accompanied by an adult.

These programs are free with a parks vehicle permit ($7/day or $30/annual) with the exception of Free Tuesdays.

Outdoor yoga continues at Lake Elmo Park Reserve through Aug. 22
 
Tune into the sights and sounds of nature and release stress through guided yoga sequences designed to improve balance, flexibility, breath awareness, and muscle tone 6-7 p.m. Thursdays through Aug. 22 at the North Picnic Pavilion at the Lake Elmo Park Reserve.

The program is open to all levels. Dress for outdoor yoga, bring a mat, and arrive 5 to 10 minutes early. Check the county website or the park office for information. In case of inclement weather, class will be at the Nordic Center.

Registration is required for Outdoor Yoga; each class is $7 per person, or a discount season pass is available for $75 per person. Vehicle permits are also required, which are $7 daily or $30 annually, which is not included in the individual class or season pass price. Call the Lake Elmo Park Reserve Contact Station for information at 651-430-8370 or see the Washington County website at www.co.washington.mn.us and search "outdoor yoga" to register online.

Lake Elmo Park Reserve is at the intersection of County Road 19 and County Road 10 (one mile north of Interstate 94) in Lake Elmo.

Kids Around the World will reuse playground equipment from Lake Elmo park
 
Kids Around the World will dismantle and reuse the playground equipment at the Lake Elmo Park Re
serve modern campground, after the Washington County Board of Commissioners approved an agreement with the organization 
July 9.

The modern campground playground is 17 years old with limited handicap accessibility and a sand base surface. The playground has been well maintained by county staff, but the equipment is out-of-date and parts for repair and upgrades are no longer manufactured. Landscape Structures will install a new playground, and the county will sign a contract with Kids Around the World for the removal and disposal of the existing equipment.

Kids Around the World is a non-profit that works with agencies to remove and salvage existing playgrounds and refurbish and redistribute them to communities in more than 60 countries. The playground equipment is used to help make a positive impact for children in countries that are affected by war, poverty, diseases, or natural disasters. The removal of the existing playground and disposal of all play equipment will be done at no cost to the county.

Spot Mowing and Spraying for Noxious Weeds Continuing through July 22
 
Washington County staff will begin spot mowing and spraying for noxious weeds in the more than 220 miles of rural roadsides June 24 through July 22, and again in October.

This is being done to help comply with Minnesota State Noxious Weed law (Minnesota Statute 18.75) administered by the Minnesota Department of Agriculture. Mowing will be used to prevent seed set and the following herbicides will be used to spray mowed area: Escort XP, Milestone VM, and Liberate.

Property owners who not want their roadside sprayed or mowed, and are willing to take responsibility for controlling and eradicating noxious weeds on the adjacent roadside, may visit the Washington County North Shop at 11660 Myeron Road in Stillwater Township to obtain signage, or call 651-430-4300. Be prepared to provide an address, the nearest cross street, and a description of where "Do Not Spray" signs will be located.
