OPWDD August 27 Webinar on Containing COVID-19
The Office for People with Developmental Disabilities (OPWDD) announced a webinar scheduled on August 27 from 1:00 to 2:00 p.m. The webinar will touch on COVID-19 containment strategies. Registration for this webinar can be completed here.  

DOB Approval of Rates and OPWDD COVID-19 Data
OPWDD confirmed on yesterday's 4 p.m. call that the Division of Budget (DOB) has approved the 1/1/20 and 4/1/20 rates. They will be posted as draft rates to providers via the Office of the Pool Administrator (OPA) by Tuesday (but hopefully by the end of this week). There will be a brief period of at least one week for initial review by providers, which will ensure there are no systemic errors. Final rates will be loaded in the eMedNY system thereafter. Per regulation, providers will have 90 days from the receipt of the rate in order to file for a correction of any material calculation errors.

The 1/1/20 rates include adjustments for minimum wage increases and the 2% DSP increase. The 4/1/20 rates include the 2% DSP and Clinical increase.

We will provide additional updates once the rates have been posted.

Also during the call, OPWDD shared data regarding the number of confirmed cases of COVID-19 and deaths due to COVID-19 within the service system. 

As of August 12, 2020:
  • 3,299 individuals supported have been confirmed to have COVID-19
  • 2,669 of these cases involve individuals residing in certified residential facilities
  • There have been 445 deaths relating to COVID-19
    • 90% of deaths are located in the downstate region (NYC, LI, Rockland, Putnam, Westchester, Orange, Nassau, Suffolk)
    • 83% of deaths are attributed to individuals that are 50 or older 
    • 61% of deaths are men
    • 80% of those who have passed away also had one or more comorbidities (i.e. hypertension, diabetes, dementia, cancer, etc...)
  • 3,968 staff have been confirmed to have COVID-19
OPWDD has not yet supplied more detailed data regarding COVID-19 cases by setting. As a reminder, New York state maintains data on cases by county here.

NYDA COVID-19 Impact Data 
New York Disability Advocates (NYDA) released a summary of weekly COVID-19 Impact Survey Results from NYDA members, which includes all Chapters of The Arc New York. The summary is of data collected through July 30. Members of The Arc New York State Office continue to work closely with NYDA and Syracuse University to collect and analyze this data.

Additional Person-Centered Reviews (PCR) Update
In our August 12 COVID-19 Update, we addressed the status of OPWDD's Division of Quality Improvement surveys. We confirmed with OPWDD that they would be resuming Person-Centered Reviews (PCRs). OPWDD has since published a memo that details the process that they will follow to conduct these reviews. These will be completed via off-site desk reviews. OPWDD also finalized the "Person-Centered Review Documentation Request" guide that we shared in the August 12 update. Chapter staff involved in quality assurance activities should closely review both documents and prepare for notification of these reviews.
 
NYS DOB Q1 Budget Update 

According to the DOB press release, the state "projects a $14.5 billion General Fund revenue decline and a 15.3% All Funds tax receipts decline from the Budget forecast released in February, creating a total loss of $62 billion through FY 2024 as a direct consequence of the COVID-19 pandemic. The $14.5 billion projected revenue decline for FY 2021 represents a $1.2 billion decline from revenue estimates made in April in the Enacted Budget Financial Plan.

In the absence of Federal funding to offset this revenue loss, the Financial plan shows the State reduced spending through June by nearly $4 billion compared to FY 2020 spending over the same period. The State has done this by freezing hiring, new contracts and pay raises, and temporarily holding back 20% of payments."
