HHF-DPA Program Update:

As of 7/17/2019, the available funds for the Hardest Hit Fund Down Payment Assistance (HHF-DPA) second mortgage loan program are $1,600,000. Funds have been recaptured through payoffs, and the amount available are not new funds, they are recycled funds utilized by previous borrowers. These funds are based on a first-come first-served timing and are reserved only when a complete file has been submitted through THELMA, THDA’s on-line portal. THDA anticipates these funds to be exhausted by mid-August 2019.

THDA recommends lenders review the live data in THELMA before meeting with new applicants to verify funds are available, notify applicants of the availability of HHF-DPA and the urgency of submitting a complete application as soon as possible. Funds are reserved once the complete approved application has been received by THDA.

HOMEBUYER EDUCATION UPDATE

HUD COUNSELING TEAM AT A GLANCE
Jayna Johnson, Homebuyer Education Manager

THDA formed the team of HUD Housing Counselors in June 2017, with the idea of counselors working directly with customers who have loans with THDA and services by Volunteer Mortgage Loan Services. Now, two years in, our outcome and service provided has exceeded our initial vision. The HUD Counselors work closely with our Loan Servicing Department (VMLS) to assist borrowers who may be experiencing hardships or to prevent and reduce foreclosure throughout the state. They have also formed great external partnerships that have helped to create some new programs that help many Tennesseans with Rental Counseling, as well and Credit and Budget Counseling. THDA;s HUD Housing Counselors have assisted hundreds of customers in just 2 short years and we are proud of their success. 

Our team has also experienced some staff changes, which include:

       Josh McKinney, our former East TN HUD Counselor, accepted a new position in the agency. Josh was a great asset to our team and he is missed; however, we will still have the pleasure of working with him in his new role as the East TN Real Estate Industry Account Advisor. 

       Fortunately, Russell Catron's wealth of experience and history in East TN allowed an opportunity for him to transfer from the Middle TN HUD Counselor to the East TN HUD Counselor position. Therefore, Russell is now the THDA contact for any East TN foreclosure prevention education needs, HUD Study sessions, and THDA representative for Housing Counseling inquiries and needs in the East Tennessee Region.

  Filling the vacant position, we are pleased to welcome Montrice Brown-Miller as our HUD Counselor to Middle TN. Montrice is a North Carolina native and relocated to Nashville in 2010. She is a graduate of Hampton University where she earned a Bachelor of Arts in Political Science and North Carolina Central University where she earned a Master of Public Administration. Montrice has worked in housing, for 15+ years, with several housing authorities in North Carolina and Tennessee: most recently at Metropolitan Department and Housing Agency. 

       And of course, our team would not be complete without Kendra Love who covers West TN as HUD Counselor.

The HUD Housing Counseling Team is passionate about the work they do and are dedicated to assisting Tennesseans with creating realistic action plans to meet their personal goals and remain in their homes.

USE OF DPA FUNDS
As a reminder, THDA Great Choice Plus and HHF second mortgage loans can only be used for closing costs, prepaids and down payment assistance. Repair escrows, paying off debt to qualify for the mortgage loan or cash out above borrower’s amount that they paid in advance from their personal funds for earnest money, appraisal fees, credit report fees, and homebuyer education counseling is not allowed.


NEW CLOSING PROCESS
Effective immediately:

  • The maximum allowable amount for Hazard Insurance deductible will be the maximum of 1% of the loan amount, $2,500 or the maximum of guarantor’s guidelines for VA and USDA loans.

  • To align with industry standards, the verbal verification of employment (VVOE) utilized by lenders to confirm the borrower's current employment status within 10 business days prior to the note date must be included in the closing package.

FAIR HOUSING SURVEY
Tennessee Fair Housing Survey – Please share this!

Whether you are a renter or homeowner, fair and affordable housing matters to everyone. THDA and partners have released a survey for ALL Tennesseans to tell us about your housing experiences. THDA is conducting a study of fair housing in Tennessee called the Analysis of Impediments to Fair Housing Choice. As the name suggests, we are looking to identify barriers faced to fair and affordable housing choices and determine solutions to minimize those barriers.
 
All Tennesseans are encouraged to click the link below and share with friends, family, neighbors, colleagues, and clients. The survey is available in English and will be available in Spanish in the next few weeks.
