CARES Act Funding and Attestation Form Process
Governor Tom Wolf announced Wednesday, May 20, 2020, the state will distribute $51 million in Coronavirus, Aid, Relief, and Economic Security (CARES) Act funding to support child care providers.

CARES Act funds will be distributed to eligible, certified child care providers through Early Learning Resource Centers (ELRCs) and will be available in June 2020. Providers may be deemed ineligible for a variety of reasons including unpaid tax liens, inspection by the Office of Inspector General, and/or health and safety concerns cited by OCDEL. Providers deemed ineligible will receive direct communication from OCDEL.

To receive CARES Act funds, each provider must complete the Provider Attestation Form.

OCDEL determined eligibility and amount of award based on provider type, Child Care Works (CCW) subsidy enrollment and regional capacity.

States are authorized to utilize CARES Act funding for the following:
  • Make payments and assistance to child care providers in the case of decreased enrollment or closures, and to assure the providers can remain open or reopen;
  • Cleaning and sanitation, and other activities necessary to maintain or resume the operation of programs during COVID-19;
  • Providing child care assistance to health care sector employees, emergency responders, sanitation workers, and other workers deemed essential during COVID-19, without regard to the income eligibility requirements;
  • Any other allowable Child Care Development Fund uses.
