Dear Neighbor,

Spring is finally here and I hope you are ready to get outdoors and enjoy the sunshine. We are in the midst of one of the greatest pollen storms to hit the nation, we hope you are able to muster through. We want to thank all of the volunteers who came out early on a Saturday morning to beautify our great district and all of the city as well. The city budget is in full swing, please see below on how you can be involved, including community meetings. It is important to understand that the city budget is not a blank paycheck but a well calculated process that aims to fund the most important aspects of our daily lives including public safety, parks and recreation, as well as a host of other things.

Estamos en medio de una de las más grandes tormentas de polen que han golpeado a la nación, esperamos que puedan mantenerse fuertes durante este tiempo. Queremos agradecer a todos los voluntarios que salieron temprano el Sabado pasado por la mañana para embellecer nuestro gran distrito y también a toda la ciudad. El presupuesto de la ciudad está en moviendo asi adelante, vea a continuación cómo puede participar, incluyendo en varias reuniones de la comunidad. Es importante entender que el presupuesto de la ciudad no es un cheque de pago en blanco, sino un proceso bien calculado que apunta a financiar los aspectos más importantes de nuestra vida diaria, incluida la seguridad pública, los parques y la recreación, así como una serie de otras cosas.

Great American Litter Pickup Recap
We had over 250 volunteers come out to sites all over District 5 to clean up our city. Thank you to our volunteers at Mayfair, Capitol Park, Arbuckle, James Lick and the Church of Latter Day Saints on White. We picked up over 200 bags of garbage, reported illegal dumping in our neighborhoods and our neighbors got to know each other. In honor of Earth Day and the Great American Litter Pick Up our city is a bit cleaner today because of our community.








VTA's Proposed Final 2019 New Transit Service Plan
Valley Transportation Authority has released its final recommendation for the 2019 New Transit Service Plan. The plan had outlined approximately 70 proposed changes across  VTA bus and light rail services. In a six-week public comment period  VTA conducted numerous platforms to gather community input. VTA staff considered over 1,500 public comments while developing  the 2019 New Transit Service Plan. The Final 2019 New Transit Service Plan makes  seven changes from the Draft Plan including expanding service in Almaden, retaining late night Route 22 service and restructuring the Express Bus service model.  The majority of comments fell into five primary categories: Route 22 trips between 1 a.m. and 4 a.m.; Route 83 in Almaden Valley; VTA's Express Bus Network; Blue Line from Alum Rock to Baypointe Station; and Route 65. VTA's Board of Directors will vote on the 2019 New Transit Service Plan on May 2, 2019.

VTA is excited to introduce "Get on Board For Public Transit" day happening April 25th. As populations increase, we must be open to a community that is less reliant on cars. Get on board for free and enjoy the comfort of VTA bus and light rail service.  

"May Day" International Workers' Day   
Please save the date to support the men and women of our working-class. We have come a long way in the struggle for an 8-hour work day and from a time when death and injuries were common in the day to day lives of workers. A  time when workers worked 12-14 hours per day and an 8-hour work day or overtime pay seemed like radical ideas. We must continue to fight for men and women whom are exploited in the name of profits as well as a day when women are paid equal to men for doing the same work. There is still many who are in need of representation. Farm workers who are unable to unionize, teachers who continue to be underpaid for educating and nurturing our future workforce, and women who continue to experience harassment and sexual assault in the workplace. We must continue to fight for the working class, not allowing the sweat, blood, and tears to die in vain. We must collectively push the needle of progress even further.  

As your Council representative I am proud to have passed legislation to strengthen and add more teeth into our Wage Theft Ordinance, protecting some of our most vulnerable workers including those that work in construction. I am also proud to have fought and voted in favor of our Living Wage Ordinance for those who do contract work with the City of San Jose. When employers steal wages from their employees or do not pay a living wage they are jeopardizing that family's livelihood, time spent away from their children, or a single-mothers safety and well- being. Que siga la lucha!

 
LEADERSHIP FOR CHANGE: YOUTH FOR A GREEN NEW DEAL 
Please join the good folks from Human Agenda, a non-profit organization, that believes in the mission to  "envision a world where the human needs of all can be met, by engaging the community in forging local institutions that are democratic, cooperative, egalitarian, sustainable, and kind, and take individual responsibility to embody the change we would like to see." This year they will be hosting a conference highlighting issues around the current administration's policies on climate, as well as topics on immigration, women, people of color, LGBTQ+, health care, student loans, affordable housing, public funding for public figures, and environmental issues. Human Agenda hopes that this conference serves to bring awareness and politicize youth to the 2020 election year.   
2018-2019 San José Budget Proposal Process
The City of San José has started its budget process for the 2019-2020 fiscal year. With a population of over one million residents, our budget process is large ($3 Billion) and complex. That is why we highly e ncourage residents to attend budget hearings that will be taking place throughout the c ity listed below. With Council approval, the initial framework provides the City Manager with direction to prepare proposals for the Council's budget deliberations in May.  As of now you can visit and participate in an interactive online budget balancing exercise   and provide your in put on the upcoming budget. It is crucial to understand how the city spends money on Public Safety (police and fire), Community Services (libraries, parks, planning, building, code enforcement). The survey is also available in Spanish as well as Vietnamese.

Join the community input meeting of how Veggielution should look in the future. May 4th from 1pm to 3pm. Veggielution is seeking community input on how to design the future of Veggielution, including the next generation of buildings and programs.

Eastside Multimodal Plan / East San José En Movimiento 
East San José En Movimiento is a transportation plan designed to make it easier to walk, bike and take transit in East San José. We want to identify projects that reflect your values and priorities, and identify high priority transportation improvements in the area.

En Movimiento: A Transportation Plan for East San José (formerly East San José Multimodal Transportation Improvement Plan) is a community-driven transportation plan to bring together and build on past planning efforts, reflect the priorities of this culturally diverse neighborhood, and define a path forward for implementing multimodal transportation improvements within the study area. 

East San José includes six planed Urban Villages, a planned BART station, operating Bus Rapid Transit (BRT), many other operating transit routes, trails, freeways, and bike and pedestrians networks and gaps. With all of these transportation options and development plans, East San José is quickly becoming a regional multimodal transportation hub.

Community Gatherings 
This year I would like to meet with our neighbors in your living room or backyard. I want to bring City Hall and policies I will be working on to your block or neighborhood. It is always important to meet and listen from our East San José constituents; you deserve an accessible Councilmember. Whether it is a city issue or concern, we will not turn you away instead we will guide you in the right direction. Many times, we have residents who are just eager to meet me, since we have neighbors who have never met their Councilmember.  Bring your family and friends to meet members in your community with myself, my team, and city staff such as our Police Department and other City Departments. 
 
Community coffees, pizza and policy, as well as pancake breakfast are coming to a neighborhood near you. 2019 Pavement Maintenance Program Update 
In December of 2018, the Department of Transportation (DOT) released an information memorandum to the City Council regarding the 2019 Pavement Maintenance Program and provided a list of streets on the 944-mile Major Street Network expected to be maintained in the 2019 construction season. A map highlighting these streets can be viewed on the City's website at http://www.sanjoseca.gov. This list did not include streets on the 1490-mile Local and Neighborhood Streets Network. The legal challenge to the VTA 2016 Measure B funding was resolved in January 2019, paving the way for the City to access $42.8 million in accumulated Measure B funds and initiate maintenance on local and neighborhood streets in the 2019 construction season.

Due to the delay in Measure B funding mentioned above, maintenance on the Local and Neighborhood Street Network was not possible in the 2018 construction season. However, $23.8 million in funds were collected in FY 2017-2018 and are now available to use. Combining these funds with the FY 2018-2019 allocation of $19 million, DOT plans to deliver two-years of planned street maintenance on the local and neighborhood streets, totaling approximately 196 miles, in the 2019 construction season.

Building Permits & Home Safety Open House
With a record-breaking 500 attendees last year ! So we know your constituents appreciate this event, where homeowners can talk with building inspectors and plan reviewers, learn about ADUs and popular energy-efficiency installations, find out if they live in a flood zone, pick up emergency preparedness information, and more. This year, we hope to videotape the presentations for folks who can't make it to the event, and we're holding the presentations in the Council Chambers for a better listening experience.

Gerald and Dorothy Erich Endowment Fund
Rotary Club of San Jose East/Evergreen is back at it again, giving back to the community. 
This year through the 'GERALD AND DOROTHY ERICH ENDOWMENT FUND Scholarship Program' they will be sponsoring  16 scholarship of $4000 each to East Side Union High School District students who will attend a 2-year community college program. We are grateful to those who give back to the community, particularly to those whom are undeserved and more often than not have to work twice as hard to achieve half the success. Internship Opportunities 
My office is looking for interns who would like to gain valuable work experience at my district offices this fall.  These internships provide students with an opportunity to get involved in local government. Students can gain experience in a professional work environment, and build their resumes.  Qualities sought in applicants: The ability to write well; reliability; attention to detail; initiative; and proficiency in typing.  An intern's duties include: data entry; research; helping constituents; and community outreach, such as staffing events and projects. Interns are also expected to work an occasional weekend or evening event. Internships are an unpaid position.
