More Business Assistance Resources Now Available, Expanded, Extended

Both the state and federal government are rolling out additional programs and adding funding to existing programs to assist businesses during the COVID-19 pandemic. Locally, here are several resources to assist you sort through these programs:


Employee Retention Tax Credits (ERTC)

The Employee Retention Tax Credit Program provides refundable tax credits against certain employment taxes equal to 50% of the qualified wages an employer pays to employees after March 12, 2020. Participating eligible employers can use the credit by reducing employment tax deposits they are otherwise required to make or, if the employer's employment tax deposits are not sufficient to cover the credit, employers may request an advance credit.

Expanded Unemployment Benefits


  • The Pandemic Unemployment Assistance Program (PUA), which extends unemployment benefits for self-employed individuals, freelancers, and independent contractors, has been extended through March 14, 2021, and eligibility is extended from 39 weeks to 50 weeks.
  • Federal Pandemic Unemployment Compensation (FPUC), which is an additional payment for those collecting certain unemployment benefits above standard amounts, is reinstated at $300 per week and will run through March 14, 2021.
  • Pandemic Emergency Unemployment Compensation (PEUC), which is for people who have exhausted their regular unemployment compensation benefits, is extended until March 14, 2021, and eligibility is extended from 13 weeks to 24 weeks.

Many unemployment insurance accounts were suspended due to a high volume of fraud. The EDD is working to address these issues before new federal funding rolls out. If your account was suspended, please continue to certify as usual. EDD will send you an E-mail by January 14 with instructions to provide your personal ID documents. If there has been no movement on your account for two weeks, please call (805) 409-9159 for assistance.

Paycheck Protection Program (PPP)

Additional funding has been provided for the Paycheck Protection Program (PPP), which provides forgivable loans to businesses affected by COVID-19. The program is open to both new borrowers and for certain previous PPP recipients. If you have already received a PPP loan, please contact the same lending institution you previously worked with to identify your eligibility and next steps.

Economic Injury Disaster Loans (EIDL)

The Economic Injury Disaster Loan (EIDL) Program provides low-interest loans for working capital to help small businesses suffering substantial economic injury as a result of COVID-19. The availability of these loans has been extended to December 31, 2021.

California Small Business COVID-19 Relief Grants

California has already appropriated $500,000,000 toward its Small Business COVID-19 Relief Grants, and Governor Newsom has proposed increasing that by an additional $575,000,000 for a proposed total of $1.075 billion.
