No Code. No Confidence. & Inspect2Protect Go Live

Disaster safety stakeholders marked the beginning of the 2019 Atlantic hurricane season equipped with exciting new ways to promote community resilience thanks to the FLASH Partnership. The research-informed No Code. No Confidence. campaign and Inspect2Protect website came online in May, swiftly garnering news coverage as well as online attention with NPR's Weekend Edition, CardRates, The Weather Channel, and many others featuring the ground-breaking initiative.

Saturday, June 1, NPR's Weekend Edition aired No Move To Tighten Building Codes As Hurricane Season Starts In Florida. The story featured Habitat for Humanity homeowner Christina Harding, whose "Habitat Strong" home was still standing after Hurricane Michael. FLASH President and CEO Leslie Chapman-Henderson discussed the importance of adopting and enforcing current, modern building codes.

#HurricaneStrong Home Partners
Resilience Leaders Commemorate the # HurricaneStrong Home

On May 30, FLASH partners gathered to commemorate the completed rebuild of Diane Hellriegel's new #HurricaneStrong home. The home served as a signature, multi-year demonstration project supported by BASF Corporation, FEMA, Huber Engineered Woods, Insulating Concrete Forms Manufacturers Association, Kohler, Lightning Protection Institute, New Jersey Institute of Technology, +LAB Architect PLLC, National Weather Service, Portland Cement Association, Simpson Strong-Tie, Trex Company, and Smart Vent.

The new home replaced a house built in 1955 by Hellriegel's grandfather that was destroyed during Superstorm Sandy in the fall of 2012.

According to the project leader, the longstanding Breezy Point project may have come to a close, but the emblematic story of resilience is only just beginning. FLOOD FEST 2019: The Mitigation & Resilience Tour

On May 21, Leslie Chapman-Henderson joined Chad Berginnis, Executive Director - Association of State Floodplain Managers (ASFPM); Todd Bridges, Senior Research Scientist - US Army Corps of Engineers; Maria Cox-Lamm, State Coordinator - South Carolina DNR; and Mark Osler, Senior Advisor, Coastal Inundation and Resilience - NOAA for the opening general session address at the 43rd ASFPM Conference in Cleveland, OH.

Chapman-Henderson delivered a briefing entitled, Groundbreaking Building Code Awareness Through Consumer Research - The No Code. No Confidence. Campaign, to more than 1,000 flood-risk professionals. During her presentation, cell phone screens lit up across the room as attendees immediately searched their locations on the new Inspect2Protect.org website.

"B uilding codes may not be exciting to the public, but once they understand that they may not have codes in their town, that changes swiftly," said Chapman-Henderson. "This new campaign is bringing needed attention to the issue of missing and outdated codes using clever advertising and transparency, and it is already driving improved resilience through leadership awareness."  Read More >

Leon County News Conference Participants
Capital City Paves the way for Florida Resilience

On Friday, May 31, Leslie Chapman-Henderson and James McGowan joined Leon County, FL community leaders for a news conference in advance of the 2019 hurricane season. Leslie provided an overview of the five steps of #HurricaneStrong, the Community Designation Program and why it's an important designation for Leon County - the first to receive the designation in 2018. Additional speakers included Commission Chairman Jimbo Jackson, Mayor John Dailey, Sheriff Walt McNeil, and Leon County Emergency Manager Kevin Peters.

"Leon County is proud to be recognized by FLASH and FEMA as the first #HurricaneStrong leader in the nation, which recognizes our commitment to learning and improving after every disaster," said Jimbo Jackson. "Keeping our citizens safe and informed has always been a top priority, and each year we gather community leaders to remind citizens to prepare for hurricane season."

Cape Coral Looks to Become # HurricaneStrong

Nearly 50 people gathered at the Cape Coral City Council Chambers on May 22 to hear local experts discuss hurricane preparedness for the 2019 season. Speakers included Jim Farrell, Chief Meteorologist - WINK News; Alvin Henderson, Manager - Cape Coral Emergency Management Division; Bill Johnson, Jr., Construction Expert; Ryan Lamb - Fire Chief - City of Cape Coral; Mike Rimoldi, SVP Education and Technical Programs - FLASH; and Riley Tuff, Coordinator - City of Cape Coral Emergency Management.

Mike's presentation featured the #HurricaneStrong Community Designation and how the City of Cape Coral can qualify for the program. Attendees also heard about important concepts such as how hurricanes form and develop, how to prepare, and the importance of finding a licensed contractor should your home suffer any damage during the storm. Q: How did you get interested in disaster safety?

My entire professional career has been linked in some way with building construction and design. As a licensed professional engineer, I have had occasion to observe structures that have performed well over time and, conversely, structures that haven't fared so well when subjected to high loads. I have always had a professional and personal curiosity about why certain buildings show no signs of damage during storms or seismic events. If some buildings survive disasters, why can't we extend that experience so that all buildings survive storms or other natural disasters? As I have gained experience and knowledge of structural building systems that work, I have been more in tune with resilient, sustainable building design, and construction practices. Read More >

PCA Releases New Report on the Value of Resilient Design and Construction

Legacy Partner Portland Cement Association (PCA), representing America's cement manufacturers, released a new report focused on resiliency titled The Real Value of Resilient Construction. The report demonstrates through historical data, evidence from external sources, and comparisons of building materials that resilient design and construction built with concrete leads to longer-lasting buildings due to concrete's ability to stand up to normal wear and tear and resistance to extreme weather events.  Read More >
FEMA Seeks Public Comment for New Pre-Disaster Hazard Mitigation Grant Program

The Federal Emergency Management Agency (FEMA) is announcing an invitation for the public to comment on the development and implementation of Disaster Recovery Reform Act (DRRA) Section 1234: National Public Infrastructure Pre-Disaster Hazard Mitigation Grant Program. Building Resilient Infrastructure and Communities (BRIC) will focus on reducing the nation's risk by funding public infrastructure projects that increase a community's resilience before a disaster.

Communities from all levels of government federal, state, local, tribal, and territorial, as well as key stakeholders, including private businesses, citizens, vulnerable and at-risk populations, critical infrastructure sectors, and non-profit, academic, and philanthropic organizations are encouraged to provide comment. The development of the BRIC program - and how, as a nation, we can deliver those outcomes - is vital.

Puerto Rico QuakeSmart Agenda Announced

 
Business, nonprofit, and emergency communities will come together on August 28 in Dorado, Puerto Rico for a free  QuakeSmart Preparedness Workshop   presented by FLASH and Founding & Legacy Partner FEMA. Studies have shown that three years after a natural disaster impact, 75% of businesses without a continuity plan will fail. 

The workshop shares QuakeSmart protocols that can reduce damage costs, save lives, and help communities recover more quickly following seismic disasters. Attendees will:

Save the Date - 2019 NSSA Conference

Mark your calendars for the 2019 Storm Shelter Conference presented by the National Storm Shelter Association (NSSA) on November 12 -13 in Birmingham, Alabama.

Conference registration will begin at 8 a.m. on Tuesday, November 12 at the Hilton Birmingham UAB, directly followed by the meeting's start at 8:30 a.m.

The primary purpose of NSSA is to ensure their members produce the highest quality of residential, commercial, and community safe rooms for protecting people from injury or loss of life from the effects of tornadoes and other wind-related events.
