Online permitting takes giant leap forward
Two new features and one BIG item coming soon!

What's new:
1.
Gone are the days when the final step to obtaining a permit is to send the licensed contractor to the permit counter
–
with their contractor's license in hand
–
to pick up the approved plans, pay for the permit, and pick up the issued permit.
Today, when all plan reviews are complete, you can simply go online to add the contractor to the permit and then pay permit fees. Permits will be emailed, and both permits and approved plans (if they were submitted electronically) will be available to download from e-permits.

This works for general construction permits (residential and commercial) and subcontractors (trade permits).

What this will mean for you is more control over your information, MUCH larger file sizes accepted, the ability to immediately confirm your documents were submitted and received, and a one-stop-shop for resubmittals, checking plan review status, and more.

Denver adopts new review process for large development sites
|
|
On the heels of the
Comprehensive Plan 2040’s
bold vision for responsible growth, the city is implementing a new review process for large development sites. The new process is designed to ensure these sites
–
which tend to be developed in phases over time
–
are given clear direction at the earliest stage of project planning on how they are expected to meet priorities important to our neighborhoods, including, for example, providing coordinated infrastructure improvements, publicly accessible open space, parkland, and quality design.

Important update for projects in Site Development Plan (SDP) review
Electronic file transfer (EFT) site closing August 1
Starting Thursday, August 1, e-plan (
the EFT site
) will no longer be available as we migrate to the e-permits system for all plan review and permitting functions. If you have project files saved in the EFT site, please download these for your records. The site and these files will be inaccessible after August 1.
To upload resubmittals to a current project after August 1, follow these steps:
- Register for an e-permits account.
- Send Development.Services@denvergov.org the email address associated with your e-permits account and the record numbers for the projects you would like to associate with your account.
- You'll receive a confirmation email.
- In e-permits, go to Home > My Records to see your projects. Select which record you want to resubmit, then go to Record Info > Attachments to upload new or revised files. Make sure to hit "save" after uploading.
You only need to take these steps for resubmittals of records initially started on paper, by email, or via EFT. Site planning records started in e-permits can skip straight to step 4.

New design review board for downtown projects

In 2019, a seven-member
Downtown Design Advisory Board
was created to help implement a more consistent and comprehensive design review system downtown. The new board has design review oversight of development projects proposed in the Central Platte Valley

Auraria and Arapahoe Square areas of downtown. (

Golden Triangle zoning and design
Ultimately, the Downtown Design Advisory Board may also have design review oversight in the Golden Triangle neighborhood at the southern end of downtown. Community Planning and Development is working with area residents, business owners, and neighborhood representatives to create new zoning and design standards for the Golden Triangle neighborhood. CPD will evaluate relevant zoning aspects including building form, height, uses, and street-level design characteristics to implement the recommendations of the
Golden Triangle Neighborhood Plan

Affordable housing fee increased in July
|
|
Each year on July 1, the affordable housing fee assessed on building permits is adjusted for inflation. This year, projects will see an increase of between $0.01 and $0.02 per square foot depending on project type. This fee on new development helps to create and preserve thousands of affordable homes for low- to moderate-income families in Denver.

2019 Building and Fire Code expected to go to City Council this fall
|
|
CPD anticipates sending the final draft of a new code
–
which would adopt the 2018 versions of
nine ICC codes
–
to City Council for review and adoption this fall.
If adopted, there will be a four-month period between the code adoption date and its effective date. During these four months, projects may use either the 2016 code or the new 2019 code.
After the four-month grace period, all projects applying for building or fire permits would need to meet the 2019 code.
Major projects that are in the design phase while the 2019 code is being drafted may be able to request an extension to continue using the 2016 code. Review
Section 103.10.2 of the current code
for details. We will keep this same process in the 2019 code.

Final rules and regulations adopted for green buildings
|
|
|
Final rules and regulations for implementing Denver's Green Buildings Ordinance were jointly adopted in June 2019 by CPD and the Denver Department of Public Health & Environment.
