New Ventura County Health Order Re-Opens More Business Sectors

At 7:15 this evening, Ventura County issued an updated Health Officer Order that allows some additional business sectors identified by Governor Newsom last Friday as eligible to re-open beginning June 12. However, there are some additional limitations above and beyond those contained in the previously-released state guidance. The following types of businesses may re-open on Friday, June 12:
  • Gyms and Fitness Facilities
  • Day Camps
  • Family Entertainment Centers
  • Hotels, Lodging, and Short-Term Rentals for Tourism or Individual Travel
  • Music, Film, and TV Production
  • Campgrounds, RV Parks, and Outdoor Recreation
  • Restaurants, Wineries, and Bars
  • Zoos, Aquariums, and Museums
  • Public Pools
  • Skate Parks

Modifications required in addition to those found in the state guidance (See Note 1 below) are as follows:

Gyms:
  • Outdoor activities are subject to the state guidance as written
  • Indoor activities must keep as 12-foot distancing requirement
Day Camps:
  • Group sizes are limited to a 10-1 or 10-2 ratio for each group (10 campers with one or two counselors)
  • Each group must be stable; the same campers and counselors stay together and do not mix with other groups
  • Any camp activity/sport must maintain 6-foot social distancing; individual skills and drills can be done, but no group or contact sports (such as football, basketball) are allowed
Family Entertainment Centers:
  • Examples include bowling, miniature golf, batting cages, and private skate parks
  • Movie theaters, arcades, playgrounds, rock climbing walls, and trampoline venues are NOT allowed to open at this time
Hotels, Lodging, and Short-Term Rentals for Tourism or Individual Travel:
  • Hotel rooms must be left vacant for 24 hours after a guest has departed
Music, Film, and TV Production:
  • No live audiences
  • Does NOT need to register at www.vcreopens.com; registration is included through permit issuance
  • Must have a COVID-19 Compliance Officer on site
  • Must follow industry guidance
Campgrounds, RV Parks, and Outdoor Recreation:
  • RV parks at the beach are allowed up to 2/3 capacity
  • RV parks not at the beach are allowed up to 50% capacity
Zoos, Aquariums, and Museums:
  • Follow state guidance
Public Pools:

Ventura County officials are still considering state guidance for cardrooms, satellite wagering facilities, racetracks, and professional sports (no live audience) at this time; these uses are not allowed to open in Ventura County at this time.

Process to Re-Open Businesses

For any business to re-open, you must follow these steps:
  1. Review and take all steps to comply with the state's industry guidance for your business type. To find your industry guidance, check both the statewide guidance list and the accelerated county guidance list. There are two lists because Ventura County qualifies for accelerated re-opening; not all counties are approved for the accelerated re-opening.
  2. Prepare a COVID-19 Prevention Plan. Ventura County has prepared templates for various industries.
  3. Register your business at www.vcreopens.com.
  4. Open.
Ventura County Business Assistance Grant Application Release Pushed to June 24
On Tuesday, the Ventura County Board of Supervisors voted to appropriate $10,000,000 for its Business Assistance Grant Program, which will provide $5,000 grants to 2,000 small businesses across Ventura County. However, release of the on-line application and eligibility criteria has been pushed to June 24.
