Policy Memos
PM 20-006
The purpose of this Policy Memo is to inform Durable Medical Equipment providers in Colorado that Electronic Visit Verification will no longer be required.
PM 20-005
The main purpose of this memo is to inform stakeholders of a change to the disability trust regulations that adds a requirement for trustees to provide notice of certain trust distributions. Additionally, this memo sets policy and provides guidance with regard to this change.

OM 20-083
The purpose of this Operational Memo is to inform Home and Community-Based Services (HCBS) Day Habilitation provider agencies and Case Management Agencies (CMAs) of additional temporary changes approved by the Department of Health Care Policy & Financing (Department) in response to the COVID-19 pandemic.
OM 20-082
The purpose of this memo is to inform case managers at Community Centered Boards (CCBs) of the Critical Incident Report (CIR) requirements for the Omnibus Budget Reconciliation Act of 1987 Specialized Services (OBRA-SS) State General Fund program as required by Section 4.3 of the administrative contract between the CCBs and the State of Colorado.

The purpose of this memo is to clarify to county departments of human/social services the deliverable requirements and necessary information to earn the fiscal year (FY) 2020-21 County Incentives Program Cyber Security Incentive.
OM 20-080
The purpose of this Operational Memo is to inform Case Management Agencies (CMAs) of Critical Incident Reporting (CIR) requirements for COVID-19 and to clarify the CIR requirements for presumptive cases of COVID-19. This Operational Memo supersedes OM 20-044: Critical Incident Reporting for COVID-19.
OM 20-079
This Operational Memo informs Electronic Visit Verification (EVV) Stakeholders of the implementation timeline, how the Colorado Department of Health Care Policy & Financing (the Department) will enforce implementation, and resources available for providers using EVV. 
OM 20-078
The purpose of this Operational Memo is to inform Community Centered Boards (CCBs) of the operational instructions for the Family Support Plan (FSP) for the Family Support Services Program (FSSP) effective July 1, 2020.
OM 20-077
The purpose of this Operational Memo is to provide additional clarity for Home and Community-Based Services (HCBS) providers on changes in provider billing processes for HCBS that the Department previously authorized as telehealth options. This direction was originally outlined in Operational Memo 20-046: Updated Changes to Benefits and Services in Response to COVID-19.
OM 20-076
The purpose of this Operational Memo is to inform Community Centered Board (CCB) and Single Entry Point (SEP) Case Management Agencies (CMAs) of temporary operational changes to case management documentation requirements for face-to-face visits for eligible Health First Colorado Home and Community-Based Services (HCBS) waiver, State Supported Living Services (State SLS) program, and Omnibus Reconciliation Act of 1987 Specialized Services (OBRA-SS) program members.
OM 20-075
The purpose of this Operational Memo is to inform Case Management Agencies (CMAs) of modifications to the temporary operational changes for face-to-face member contact and assessment authorizations. This memo has been updated to remove the requirement for the case manager to see the member face to face at the next six month contact following a virtual assessment.

The purpose of this Operational Memo is to inform county departments of human/social services and NEMT administrators of operational instructions to transition NEMT duties to IntelliRide, the new statewide NEMT vendor.

The purpose of this Operational Memo is to inform Case Management Agencies of operational instructions related to the decrease of the Consumer Directed Attendant Support Services (CDASS) rates for Homemaker, Personal Care, and Health Maintenance services effective October 1, 2020
OM 20-072
The purpose of this Operational Memo is to inform Providers and Case Management Agencies (CMAs) of guidelines that shall be followed in residential settings in response to the COVID-19 pandemic and the new Protect Our Neighbors order.

The purpose for this operational memo is to provide guidance to eligibility sites on self-attestation of information to determine eligibility for Medical Assistance programs during the COVID-19 Federal public health emergency (PHE) period.

The purpose of this Informational Memo is to inform Home and Community-Based Services (HCBS) Day Program service providers and Case Management Agencies (CMAs) of required provisions for additional reopening of Day Program services in congregate settings. These provisions are applicable to the following services:

OM 20-069
The purpose of this Operational Memo is to update Home and Community-Based Services (HCBS) providers and Case Management Agencies (CMAs) that retainer payments will be ending July 17, 2020.
Informational Memos
IM 20-034
The purpose of this Informational Memo is to inform stakeholders of upcoming meetings to continue the development of the Draft Rule that will codify within Colorado regulations the requirements of the federal Home and Community-Based Services (HCBS) Settings Final Rule and an informed consent template with guidance for providers and case managers. The meetings will be open to all interested stakeholders, including HCBS waiver participants, relatives of participants, advocates, and representatives of providers and case management agencies serving individuals enrolled in the HCBS waivers.
IM 20-033
The Colorado Department of Health Care Policy & Financing (the Department) invites the public to comment on proposed waiver amendments to the following Home and Community-Based Services (HCBS) waivers: Persons with Brain Injury (BI), Children’s Extensive Support (CES), Children’s Home and Community-Based Services (CHCBS), Children’s Habilitation Residential Program (CHRP), Children with Life-Limiting Illness (CLLI), Community Mental Health Supports (CMHS), Developmental Disabilities (DD), Elderly, Blind, and Disabled (EBD), Persons with Spinal Cord Injury (SCI), and Supported Living Services (SLS).

The purpose of this operational memo is to advise eligibility sites of the increase to the Community Spouse Minimum Monthly Maintenance Needs Allowance (MMMNA) and Shelter Allowance.

Please share this letter with all eligibility staff, supervisors and administrators who manage nursing facilities, Home and Community-Based Services (HCBS), the Program of All-Inclusive Care for the Elderly (PACE) and other outside agencies as appropriate.

IM 20-030
The purpose of this Informational Memo is to provide a notice to all Case Management Agencies and Home and Community-Based Services (HCBS) Provider Agencies of an online version of a training developed by The Department of Health Care Policy & Financing (Department) entitled “Incident Management and Prevention Strategies.”

IM 20-029
The purpose of this Informational Memo is to inform stakeholders that the Home and Community-Based Services (HCBS) waiver amendments and renewals submitted to the Centers for Medicare & Medicaid Services (CMS) in March 2020 were approved.

IM 20-028
The Colorado Department of Health Care Policy & Financing (Department) is working with Schramm Health Partners, LLC dba ‘Optumas’ to develop a Person-Centered Budget Algorithm (PCBA) for Health First Colorado Home and Community-Based Services (HCBS) waiver programs. The Department is seeking applications for Technical Advisory Groups to work with Optumas on the development of the PCBA. In addition to the Technical Advisory Groups, the Department and Optumas will be holding statewide stakeholder meetings to inform and gather feedback from the broader stakeholder community.

The purpose of this Informational Memo is to inform providers and Case Management Agencies of changes to rates for Home and Community-Based Services (HCBS) offered through HCBS waivers.

IM 20-026
This Informational Memo is intended to inform county human/social services directors of the Colorado Department of Health Care Policy & Financing’s FY 2020-21 County Administration Allocation based on enhanced and non-enhanced Medicaid administration funding split.

IM 20-025
The purpose of this Informational Memo is to inform providers of nonresidential and children’s residential Home and Community-Based Services (HCBS) of the upcoming rollout of the web-based platform on which they can complete their Provider Transition Plans (PTPs) and of upcoming trainings on how to complete their PTPs on this platform.

IM 20-024
On June 9, 2020, the U.S. Department of Health and Human Services (HHS) announced additional funding available through the Provider Relief Fund to eligible Medicaid and Children's Health Insurance Program (CHIP) providers, distributed through the Health Resources and Services Administration (HRSA). HHS expects to distribute approximately $15 billion to eligible providers that have not already received a payment from the Provider Relief Fund General Allocation.
