Lots of news this week!
First,
new guidance from the Governor.
Governor Newsom relaxed some of the thresholds that have been holding back counties like Sonoma from entering the
"later Phase II" re-opening
. We think that Sonoma County's Public Health Officer, Dr. Mase, will follow quickly with a request to use the changed thresholds to allow a reopening of:
- Wineries and Tasting Rooms for outdoor/patio service only;
- Restaurants for patio service (added to currently-allowed take-out and delivery); and
- Possibly some in-store retail service.
This would be allowed with proper protocols, including (in all likelihood) health screenings, face coverings, and social distancing. We don't know all the details, but it's certainly time to prepare. Remember to watch this space or give a click every now and then to the County's
public health order page
.

Second, the Governor also spoke about
preparing for Phase III
, which includes hotels, gyms/yoga studios, and personal care businesses (like salons, barbers, and similar). Maybe even sports, but without fans present (don't know about you, but the

is looking forward to cursing at a Giants game again).
Newsom intimated that reopening there might be in early June (!)
Remember that we've done a

on what you might need to think about as Phase III rolls closer. Pretty exciting news.

Recently the California
Alcoholic Beverage Control Board
(ABC) released
new guidance
for serving beverages outside of a restaurant or outside the licensee's normal licensed footprint. Give it a read
here
.
The guidance speaks of being allowed to consume alcohol near licensed premises under a "COVID-19 Temporary Catering Authorization" where the licensee has on-sale privileges on property that is "adjacent to the licensed premises, that is under the control of the licensee, and where
bona fide
meals are being served." No fake meals, please. Just
bona fide
ones.

Self-Certification Checklist.
The Sonoma County Economic Development Board has new information on re-opening, as well as a Sonoma Safe self-certification checklist. It's

The self-certification process enables a company to tell customers that the company is "Sonoma Safe" with this branding (remember to allow your browser to download pictures):

Employee Screening App.
The County is also rolling out a new screening app called So Co COVID Check (find it
here
on the App Store). According to the County, "effective as of the most recent health order, all employees of Sonoma County businesses are required to perform a self-check for COVID-19 symptoms before reporting to work site or other assignment away from home. This will be done using the Sonoma County SoCo COVID-19 Check App, currently available on the Apple and Google App stores." We've been using it already, and it's pretty simple. It asks for your zip code, so that the County can determine where cases might appear, as well as to know when your next Amazon package is coming (kidding on the latter. I think).

PPP Forgiveness Process.
Last, but certainly not least, if you have received a PPP Loan, the SBA has released
applications
you'll want to fill out if you are also seeking forgiveness of all or portions of that loan.

Services Advisory Team
We know there are uncertain times ahead. Help us learn what services the community needs during COVID-19 to support you, your family, and your friends by volunteering for our community-based Services Advisory Team.
The goal of the Services Advisory Team (SAT) is to get direct feedback from a cross-section of the community on what their needs might be this summer, into the upcoming school year, and beyond.
We want to get input from parents, teens, single folks, our Latino community, older adults, and others. We will take this feedback – along with feedback from the City's Parks and Recreation Commission and direction from City Council - to help prioritize our services during a time of limited financial resources.
We envision the team meeting virtually either weekly or bi-weekly at a day and time that is yet to be determined. Meetings will last about an hour.
