NOTICE: Closures on Blanton Street and Kinnaman Road starting Aug. 3
Kinnaman Road between 196th and 198th avenues will close Aug. 3-Sept. 2 for removal of a section of road, installation of curb and gutter, and base paving.

Blanton Street between 193rd and 196th avenues is expected to close Aug. 3-17 for installation of a storm and sanitary pipe by Clean Water Services.

Construction information
SW 198th Avenue, between Blanton Street and Farmington Road, continues to be a designated construction zone. The posted speed limit is temporarily reduced to 25 mph. Traffic fines for moving violations are doubled. Lane restrictions and other traffic control remains in place.

198th Avenue LIDA swales
The general contractor has completed the installation of most of the new storm pipe, with the last segments being installed on Kinnaman Road (west). The paving subcontractor has completed the base lift paving of the widened roadway between Farmington Road and the new bridges along with adjacent side streets. The final lift of paving will be installed this fall.

Concrete crews continue with the construction of the Low Impact Development Approaches (LIDA) swales (photo above), as well as new sidewalks and curb ramps south of the bridges.

The electrical contractor has completed the installation of new street lights south of the bridge as is working on the installation of the new conduit and junction boxes north of the bridges.

Utilities and their contractors continue relocation and upgrades from to new poles. Some minor underground connection are being performed by the utility providers contractors.
Upcoming activities
198th Avenue Kinnaman Road west
Work schedule for the upcoming months includes:

  • Completion of storm pipe and structure installation on Kinnaman Road.
  • Continued construction of the new Kinnaman alignment road section west of 198th Avenue.
  • Continued installation of electrical conduit, junction boxes and street light pole bases between Shaw and Southview streets.
  • Continue construction of LIDA swales and sidewalks south of the bridges (Jaylee Street to Farmington Road).
  • Continued grading and installation of driveways and approaches for residents between Southview Street and Farmington Road.
  • Begin road excavation of Kinnaman Road (east) between 196th and 198th avenues during road closure, installation of new curb and gutters, and installation of base lifts of asphalt for the new, widened road.
  • Begin installation of new curb and gutter north of Southview Street to Blanton Street on 198th Avenue and along new Kinnaman Road (west) alignment.
  • Installation of new traffic signal poles and arms at Kinnaman Road (at the new intersection).
  • Complete aerial and underground relocations by utility providers and removal of old utility poles.

NOTE: The contractor and County will make an effort to give advanced notice to property owners when driveway work is scheduled to occur. If no one is around, a door hanger will be left on the front door with the approximate dates the driveway work is to occur. Depending on the work, access to your driveway may be restricted.
Safety
Please obey all construction signage and flagger instructions/directions. These safety measures are in place to protect the public, as well as the construction workers.

With any road construction activities, there will be noise, dust and traffic impacts. We understand that this is very disruptive to the neighborhood/homeowners.We apologize for these inconveniences and appreciate your understanding and patience.
Road closures and traffic impacts
Kinnaman Road closed between 196th and 198th avenues
Duration: Monday, Aug. 3 through Wednesday, Sept. 2
Detour: Tualatin Valley Highway and SW 185th Avenue
Reason: Road reconstruction for 198th Avenue project by Washington County

Blanton Street closed between 193rd and 196th avenues
Duration: Monday, Aug. 3 through Monday, Aug. 17
Detour: Tualatin Valley Highway and SW 185th Avenue
Reason: Storm and sanitary pipe installation by Clean Water Services

Please note that the through lanes at the north end of the project, between Shaw and Kinnaman, have be shifted to the west side. This lane shift allows construction of the new road section while still allowing through traffic. Caution should be used when traveling through work zones.

Project work hours are 7 a.m.-6 p.m., weekdays. Lane restrictions are limited to the hours of 8:30 a.m.-4 p.m., weekdays.
About the project
198th Avenue road widening
SW 198th Avenue between Farmington Road and Tualatin Valley Highway is being widened to three lanes (one lane in each direction and a center turn lane).

Additional improvements include:
  • Continuous bicycle lanes and sidewalks
  • Replace bridges at Butternut and Celebrity creeks
  • Signalize 198th Avenue/Kinnaman Road intersection and realign west leg the intersection
  • Safety enhancements at all intersections
  • Street lighting
  • Storm drainage upgrades
  • Culvert crossing upgrades
  • Roadway geometry improvements
