Personal Protective Equipment – Steps to Take to When Making Requests Outside of Normal Supply Chain Process   Does Not Apply to Marion County Facilities
 
Processes and systems have been put in place for long term care (LTC) facilities, when their regular stock and supply chain accesses have been exhausted, to receive personal protective equipment (PPE) as supplies come available via state and/or individual county sources. When this happens, communication should take place between the healthcare partners and their county’s emergency preparedness leadership. For these processes to work, the partners must first be connected to their respective district healthcare coalition, and more specifically their county’s emergency preparedness partner(s).  In addition, all long term care facilities are required by ISDH to update their status in the state’s new Juvare/EMResource platform, as instructed in recent ISDH Long Term Care newsletter.   
 
Requesting PPE & District Healthcare Coalition
Each county has their own process for long term care facilities to make requests for PPE and/or other resources needs as a result of COVID19. It is imperative that long term care facility leaders be in contact with their county’s emergency preparedness coordinators, so they are aware of that process. If contact has not yet been made, reach out to the county’s health department – using information via this link as needed:   Indiana County Health Departments  – or through the facility’s respective Indiana District Healthcare Coalition. Information regarding the ten district healthcare coalitions in Indiana can be accessed via  ISDH Division of Emergency Preparedness  . Some district healthcare coalitions have online membership applications – please take advantage of that so you are kept in the loop on localized critical communications, resources, training opportunities, etc.     
 
Many counties utilize a standard resource request form such as the ICS 213 RR form. A fillable version of the form can be found here:   Fillable ICS 213 RR form  . Follow the instructions provided by your county when submitting such resource requests. 
 
Juvare/EMResource Emergency Preparedness Platform
All Indiana licensed long term care facilities are listed in ISDH’s Juvare/EMResource system, which registered users can access here:  Juvare/EMResource System    . However,  not all facilities have a registered user(s) linked to them . If you have not received access to EMResource, new user access requests can be made here:   Request New User Acess  .  The new user will receive an email notification once their access has been established AND they are linked to their facility(-ies) in EMResource. ISDH created a specific long term care training video for new users:   Watch this video .  A general user manual is also available  Download user manual . At the request of ISDH, and as part of the COVID19 response, facilities are expected to update their status in EMResource daily by 10:00am.  Questions regarding EMResouce access should be directed to eshelley1@isdh.IN.gov  .
 
Please note that a status update in EMResource does not constitute PPE request. Refer to “Requesting PPE” above for making personal protective equipment requests.

Requesting PPE in Marion County
Marion County has received and distributed shipments from federal agencies. The quantity delivered did not meet the needs of Marion County Healthcare facilities. We are working hard to deliver needed supplies quickly, but in most cases you will receive partial delivery of your request.
To request supplies the following procedures must be followed. A 213rr form must be submitted to:   EOCmanager@indy.gov . You can find the form at:   Fillable ICS 213 RR form  . 
 
213rr Instructions—helpful hints to complete the form:
  1.  Incident Name: Covid-19
  2.  Date/Time-date and time form submitted
  3.  Resource Request Number-leave blank
  4. Order:
  5. a. Qty: filled by the case not individual items
  6. b.      Kind-leave blank
  7. c.       Type: leave blank
  8. d.      Detailed Item description-describe the item
  9. Requested Delivery/Reporting Location: Provide delivery address-including door  number, if applicable. Include name of person to contact for delivery and 24/7 cell number to notify of delivery
  10. Suitable Substitutes-Leave blank
  11. Requested by Name/Position: Name of person making the request
  12. Priority: Select appropriate level
  13.  Sections 9-19-Leave blank
 
If you received a partial quantity of requested supplies, Marion County will escalate your request to the State seeking help to meet your needs. In addition, please submit another 213rr form to  EOCmanager@Indy.gov . Please note on the 213rr this is a “Second Request”. 
 
District 5 Healthcare Coalition
COVID 19 highlights the need to provide critical communications to all health care partners. To ensure you have access to communication resources, all health care partners are asked to complete the District 5 Healthcare Coalition (D5 HCC) membership application by going to this website:  http://indianadistrict5.com/  and then click on 2019 D5 HCC Membership Application. Once you complete the application, the D5 HHC team will add all of your contacts listed for your facility to their email distribution list(s), mass notification system (Live Process) and your primary contact to EMResource.

Selected take-aways
 
In the event the ISDH Commissioner determines patient capacity at any or all of Indiana’s hospitals exceeds what is available or needed, the ISDH Commissioner can direct the opening, staffing, equipping, and use of a temporary facility for patient care.
 
The Executive Order allows individuals who seek to provide health care in Indiana in response to this public health emergency who are not currently licensed to practice in the state, either because their Indiana license is no longer active, they are currently a student, or they are licensed by another state, to obtain temporary authorization to provide health care services. The Executive Order contains specific details for the following categories of individuals:
  • Retired Health Care Professionals
  • Medical Students
  • Medical Residents
  • Physician Assistant Students
  • Nursing Students
  • Respiratory Care Practitioner Students
  • Out of State Health Care Professionals
The Executive Order allows that professionals who do not currently hold an active license to practice in Indiana and are granted a temporary license to provide health care services in response to this public health emergency, must register with the PLA via  www.in.gov/pla . These individuals include Indiana professionals who retired or became inactive within the past 5 years and are temporarily reinstated; graduating students of physician assistance programs, nursing programs, or respiratory care programs who obtain a temporary license under this EO; out-of-state professionals who are currently licensed by another state and work in Indiana during this emergency; and out-of-state professionals who retired or became inactive within the past 5 years and work in Indiana during this emergency. See Complete Details (HERE)
